MINUTES
I.
CALL MEETING TO ORDER
Mayor Stead called the regular meeting of the Federal Way City Council to order at the hour
of 7:01 p.m., in Council Chambers, City Hall, Federal Way, Washington.
Councilmembers Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
City Staff Present: City Manager J. Brent McFall, Acting City Attorney Carolyn Lake, City
Clerk Maureen Swaney, Deputy City Clerk Chris Green.

Councilmember Tomlinson led the flag salute.

PRESENTATION - SPIRIT Award for Month of September
City Manager McFall presented this month's award to Senior Planner Greg Fewins, in
recognition of his superb and innovative work during establishment of the City's initial review
process and his participation on several regional issues on behalf of the City.
IV.
CITIZEN COMMENT
Rick Gardner, 309 SW 321st, Federal Way, extended an invitation to everyone to attend the
upcoming Forum on September 17th for the proposed Justice Center and the Candidates Fair to
be held September 3rd at the Regional Library.
Me) Scheerer, 29300-llth Pl So, Federal Way, is opposed to the City's takeover of the
Water/Sewer District, and wants public hearings conducted; also opposed to growth management
plan and resolution.
Barbara Gardner, 309 SW 32lst, Federal Way, spoke in opposition to proposed Panther Lake
Alternative #3 due to flooding problems on the Little League sport fields.

Brian Bemecker, 406 SW 316th, Federal Way, is opposed to Water/Sewer assumption by City.
Howard Dirkinlr, President of Federal Way National Little League, reported he is currently
working with Surface Water Manager Cary Roe on the proposed Panther Lake alternatives.
Walter Crahan, 3804 So 306th PI, Auburn, expressed concern regarding length of time the City
has taken to process his building permit application.
Mayor Stead commented and referred the following concerns to City Staff for review:

INTRODUCTION ORDINANCES

Council Bill #26 - Initiative & Referendum
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, RELATING TO INITIATIVE AND REFERENDUM,
ESTABLISHING INITIATIVE AND REFERENDUM POWERS IN THE CITY
OF FEDERAL WAY.
Mayor Stead presented first reading of the ordinance, with second reading scheduled for
September 22nd; Acting City Attorney Lake presented a brief explanation of the proposed
ordinance.

Council Bill #27 - Water/Sewer District Assumption by City
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, RELATING TO AND PROVIDING FOR THE
ASSUMPTION OF JURISDICTION OF THE ASSETS AND FACILITIES OF
KING COUNTY WATER AND SEWER DISTRICT, A MUNICIPAL
CORPORATION.
Mayor Stead presented fIrst reading of the ordinance, with second. reading scheduled for
September 22nd. Mr. McFall presented an overview of the assumption process, as previously
requested by the Council, followed by a question and answer period; he further explained a
consolidation of the City and District could produce significant cost savings to the community.
Councilmember Gintz requested a joint meeting of the Council and Water/Sewer Commissioners
within the next tlITee weeks. Councilmember Tomlinson suggested Councilmembers advise the
City Manager or City Attorney if they are concerned about language in the proposed ordinance,
so amendments can be drafted for presentation to Council on September 22, 1992.
Mayor Stead invited Gary Cline of the South King County Regional Water Association to
respond to any additional questions by Councilmembers.
Garv Cline, 13335 SE 248th PI, Kent, explained the association was founded in 1982, reviewed
its history and answered questions regarding the Pipeline #5 project.
Mayor Stead called a recess at 9:00 p.m., and reconvened the regular meeting at 9:15 p.m..
VII.
COUNCIL BUSINESS
a.
Panther Lake Alternatives
Mayor Stead announced the item was pulled from the agenda and rescheduled to the next regular
meeting on September 22nd.
b.
Growth Management Planning Policies/Resolution
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, ADOPTING THE COUNTYWiDE PLANNING
POLICIES PURSUANT TO RCW 36.70A.21O.
Long Range Planning Manager Larry Springer reported there have been no changes since the
previous City Center Study report to Council, adding City Staff recommends adoption of the
proposed resolution making Federal Way the 5th county-wide city to ratify the plan. Following

additional discussion, the Council expressed their desire to designate the City as an urban center
and requested Staff transmit notification of such designation to County officials prior to the
October 1st deadline.
Motion by Councilmember Gates to accept Phase I of the Countywide Growth Management
Planning Council, and additionally study the specifics of becoming an urban center; second by
Deputy Mayor Marks. Following Council discussion, the motion to approve Resolution No.
92-118 "Adoption of Countywide Planuing Policies" passed as follows:

Planning Commission Appointments
Councilmember Templeton reported the Land Use Council Committee interviewed finalists for
the three Planning Commission vacancies, with Council of Whole in attendance, and moved to
reappoint Mark Freitas, Luana Joslin and Robert Griebenow; second by Councilmember Priest.

Ethics Board Appointment
Deputy Mayor Marks reported the Special Council Committee interviewed applicants for the
Ethics Board vacancy, and moved to appoint Rev. Jonathan Schmick; second by Councilmember
Gintz. Motion to appoint Ethics Boardmember passed as follows:

The Mayor and Council expressed appreciation to citizens for their City involvement and
commented on the wealth of talent in our community.

CITY MANAGER REPORT
Mr. McFall reported on the status of 11th Ave and Dash Point Road traffic signal project; the
temporary pedestrian and vehicle activated signal should be operative by October 16th. Assistant
City Manager Nyberg responded to Council questions regarding cost of project.
IX.
CITY COUNCIL REPORTS
Councilmember Priest discussed the City's recent letter regarding the proposed third runway and
advised there will be an update at the next Regional Affairs Council Committee meeting.
Councilmember Templeton reported the Land Use Council Committee will meet September 14th
for a status report on "CityShape".
Councilmember Gintz reported the Public Safety Council Committee will meet September 3rd
to review the 1993 proposed police budget.
Councilmember Tomlinson announced the Administration Council Committee is scheduled to
meet September 23rd.
Councilmember Gates announced the Regional Affairs Council Committee will meet September
8th to review updates on the South County Area Transportation Board's rapid transit issues.
Mayor Stead reported he will attend the DART meeting on September 23rd, with elected
officials of METRO, to discuss quality of service. He recently met with Pastor Hong, who is
active in Federal Way and Seattle Korean communities, and is interested in developing more
effective outreach communications between the City and the local Korean community. The
Mayor also thanked Mr. McFall for his excellent presentation on the Water/Sewer District issue.
Councilmember Gintz asked if there has been any progress on John Karl's rezone request; Mr.
Nyberg reported it is scheduled for review by the Land Use Council Committee.
Councilmember Templeton reported on the progress of the Federal Way boy recently attacked
and bitten by a vicious dog; he was just released from the hospital, but is facing a lengthy
recovery with extensive therapy, treatment and care. He requested the Administration
Committee review the current ordinance to provide for better education and animal control in
the community. Councilmember Gintz reported the Public Safety Committee will review his
request at their upcoming meeting, and Ms. Lake advised she is currently drafting an ordinance
amendment for presentation to the Council.
