SPECIAL SESSION MINUTES
1.
CALL MEETING TO ORDER
Mayor Stead called the Federal Way City Council special
session to order at the hour of 7:04 p.m., in Council
Chambers, City Hall, Federal Way, Washington.
Council Present: Mayor Bob Stead, Deputy Mayor Joel
Marks and Councilmembers Mary Gates, Ron Gintz, Lynn
Templeton and Mahlon Priest. Councilmember Ray Tomlinson
arrived at 7:07 p.m..
City Staff Present: City Manager J. Brent McFall, Acting
City Attorney Carolyn Lake, city Clerk Maureen Swaney and
Deputy City Clerk Chris Green.

councilmember Gates led the flag salute.

CITIZEN COMMENT
Rick Gardner, ~09 SW 321st, Federal Way, addressed the
GIS mapping system; he favors the City's purchase of a
computer system with the ability to do in-house mapping.
IV.
ADULT ENTERTAINMENT ORDINANCE
Ms. Lake briefly reviewed the proposed ordinance
amendment and called on Chief Evans to present additional
information regarding fingerprinting problems and
solutions. His presentation was followed by a Council
question and answer period.

SURFACE WATER ACTION TEAM
Public Works Director Philip Keightley introduced Surface
Water Manager Cary Roe who presented the 1992 surface
water maintenance and management operating budget and
departmental request for additional personnel, and
answered Council questions. He explained the City's need
to determine 1993 contract services with King county
Roads Division by April 1, 1992. The April 1st deadline
is a function of the County's budgeting process for 1993.
As requested, Mr. Roe will furnish the Council with a
list of proposed equipment purchases.
The Council requested Mr. McFall contact King County to
obtain additional contract information and inquire as to
the possibility of contract deadline extensions.
Mayor Stead announced a 5-minute recess at 8:40 p.m.; he
reconvened the special session at 8:50 p.m..
Motion by Councilmember Templeton to move forward with
approval of the 1992 budget and surface water plan;
second by Councilmember Gintz.
Motion by Councilmember Tomlinson to table approval for
approximately one week, and until Mr. McFall has received
additional contract information from King County; second
by Deputy Mayor Marks. Mayor Stead requested the issue
be tabled for two weeks; Councilmember Tomlinson and
Deputy Mayor Marks concurred with the request. Motion to
table approval for two weeks passed as follows:

GIS MAPPING SYSTEM
Mayor Stead expressed concern about inadequate time
remaining for GIS City Staff presentation at this time.
Motion by Councilmember Gates to schedule a special
session on March 16, 1992, at 7: 00 p.m., for presentation
of GIS Mapping System and Surface Water Management;
second by Deputy Mayor Marks. Motion passed as follows:
