CALL MEETING TO ORDER
Mayor Stead called the Federal Way City Council regular
meeting to order at the hour of 7:05 p.m., in Council
Chambers, City Hall, Federal Way, Washington.
Council Present: Mayor Bob Stead, Deputy Mayor Joel
Marks and Councilmembers Ray Tomlinson, Mary Gates, Ron
Gintz, Lynn Templeton and Mahlon Priest.
City Staff Present: City Manager J. Brent McFall, Acting
city Attorney Carolyn Lake, City Clerk Maureen Swaney and
Deputy city Clerk Chris Green.

Councilmember Tomlinson led the flag salute.

PROCLAMATION
Mayor Stead read and presented the "Greater Federal Way
Chamber of Commerce Month" proclamation to Roger Hurst,
Chairman of the Board.
IV.
PRESENTATION
City Manager McFall presented City Staff "Spirit Award"
for month of March 1992 to Terri Mendenhall for her
outstanding work on numerous graphics projects.

CITIZEN COMMENT
Milt scheerer, 29300-llth Pl so, Federal Way, expressed
concern about quality of life, as recently had lawn torn
up with vehicles; also addressed airport noise, surface
water management, fire district LID and charges for
document copies from city.

Mayor Stead opened the public hearing at 7:20 p.m..
CUstomer Service Engineer Pearl Kronstad presented the
city Staff report to Council.
Mayor Stead opened the citizen comment portion of the
public hearing at 7:30 p.m..
Joe sorenson, 28111-28th Ave So, Federal Way, owner of
Lot 4 and portion of Lot 10 asked for an explanation of
the process, the effect upon his property and the ability
to move his fence at his convenience. Following a
response to his concerns, he reported being satisfied
with the proposed vacation process.
Motion by Councilmember Templeton to accept City Staff
recommendation to approve vacation process and authorize
City Staff to prepare draft ordinance; second by Deputy
Mayor Marks. Motion passed as follows:

IX.
COUNCIL BUSINESS
a.
Selection Process for Parks' Recreation Commission
Appointment
Mayor Stead and Deputy Mayor Marks suqqested the
followinq process for future selections: Each
Councilmember will select two candidates, ratinq each
applicant #1 and #2, with names submitted to the city
Manaqer. He will then determine the top three candidates
and schedule interviews with Council of Whole for the
final selection process.
Selection and appointment for the current Parks and
Recreation Commission vacancy is scheduled for March 17th
reqular meetinq.
city Council Travel Policy
b.
The City Manaqer reviewed the Council's travel policy.
Councilmembers expressed a desire for additional research
reqardinq travel alternatives and comparisons with other
ci ties. Mr. McFall suqqested City Staff review Council's
request in advance of the March 31st study session.

He announced the AWC conference will be held in Bellevue
this year, so it is hoped all Councilmembers will be
available to attend.

CITY MANAGER REPORT
Mr. McFall reported receipt of seven bids for the SW
356th street project, all below engineering estimates.
Bids are being reviewed and should be ready for Council
approval at March 17th regular meeting. The 336th street
bids will be opened on March 6th.
King County has requested the City take over operation of
the Kenneth Jones Forward Thrust Pool. Since the pool
now operates on a $365,000 deficit, a thorough analysis
will be done prior to a decision being made.
Mr. McFall called on Parks and Recreation Director Joe
Stevens. He reported on the relocation of the Denny
cabin and smaller cabin to Presbytery property, at the
entrance to Hylebos state Park. The Federal Way
Historical society concurs in the location and is
overseeing the move.
The City Center Council Oversight Committee, made up of
Deputy Mayor Marks and Councilmembers Templeton and
Priest, will be reporting back to council of Whole.
Mr. McFall requested the Council hold a brief 15-minute
executive session to discuss property acquisition prior
to adjournment.
XI.
CITY COUNCIL REPORTS
Mayor Stead reported on Growth Management Planning
Council business. He stressed the importance of
attendance for all city Councilmembers at next
Wednesday's SCA meeting. He expressed concern about the
lack of timeliness for King County's notification
regarding takeover of Forward Thrust Pool. Mr. McFall
said he would direct a notice to the County on the issue.
The Mayor reported a third Judge for the Federal Way
District Court has been approved by the County.
He also reported the county Council may allow Redondo
Road to be temporarily reopened for partial vehicular
travel.

Councilmember Gates thanked Chief Evans for the fast
turnaround time on the previously requested burglary
report information. She thanked City Staff for their
contribution in helping to obtain a third District Court
Judge for Federal Way. She also reported on her recent
attendance at the Chow family residence in celebration of
the Chinese New Year.
Councilmember Gintz announced the Council Committee on
Volunteer Services will meet tomorrow at 8:00 a.m.. The
committee is made up of Deputy Mayor Marks and
Councilmembers Tomlinson and Gintz.
Councilmember Templeton announced he will attend the next
Pierce County Mayors' meeting.
Councilmember Priest inquired about scheduling for final
EIS hearing on the airport expansion. Mr. McFall
reported the public hearing is scheduled for March 17th
at 7:00 p.m., in the Federal Way High School Auditorium.
It was agreed that Deputy Mayor Marks would attend and
deliver prepared remarks on behalf of the entire council,
due to conflict with their regularly scheduled meeting.

EXECUTIVE SESSION
To discuss property acquisition pursuant
to RCW 42.30.110 (b)
Mayor Stead recessed the regular meeting at 8:12 p.m.,
and called a 20-minute executive session to discuss
property acquisition; he announced no action would be
taken following the session.
Mayor Stead announced the executive session adjourned at
8:25 p.m., with no action taken, and reconvened the
regular meeting.

ADJOURNMENT
There being no further business to come before the
Council, Mayor Stead adjourned the regular meeting of the
Federal Way City Counc 1 at the of 8:25 p.m..
