Council MIN 03-09-1992 Special City Council Study Session City Council Chambers March 9, 1992 - 6:00 P.M. I. CALL MEETING TO ORDER Mayor Bob Stead called a Special Study Session to order, at the hour of 6:04 p.m., in Council Chambers, City of Federal Way, 33530 1st Way South, Federal Way, Washington, on March 9, 1992. Councilmembers present: Mary Gates, Ron Gintz, Lynn Templeton and Skip Priest. Councilors absent: Joel Marks and Ray Tomlinson (excused absence). Staff present: Kenneth Nyberg, Acting City Manager and Maureen Swaney, City Clerk. II. REGIONAL TRANSPORTATION Philip Keightley, Public Works Director and Tim Miller, Traffic Engineer, reviewed Regional Transportation issues for the Council. Also, Chris Deffebauch, representing Metro, reviewed regional transportation options under study. This presentation also included a presentation on Park and Ride lots. The Council concurred to submit a letter in support of Site D with the addition of suggesting that surrounding property be considered for service-oriented businesses. The meeting recessed at 7:57 p.m. and reconvened at 8:05 p.m. Counci1member Gintz excused himself from the remainder of the meeting. III. REGIONAL TRANSPORTATION CONTINUED Mr. Keightley continued his review by giving an overview of ISTEA programs. IV. TRANSPORTATION DEMAND MANAGEMENT The Council was brought up-to-date on the provisions contained in the Transportation Demand Management Washington State Law. V. GROWTH MANAGEMENT PLANNING Larry Springer, Planning Manager, reviewed the draft policies and informed the Council that an agreement would be forthcoming which needs to be approved so that funds will be available to the City of Federal Way, for costs incurred relating to growth management. VI. MISCELLANEOUS The Council asked that the recycling memorandum they received this evening could be redone ORIGINAL City Council Study Session March 9, 1992 to be more simple. Mr. Nyberg informed the Council that Mr. McFall would be out of the office until Wednesday. He reminded the Council of the 6 p.m. Study Session, Tuesday, March 10, 1992. Mr. Nyberg updated the Council on the status of the 16th Avenue bid. The Council was told to let the City Manager or Mayor know if they had any comments relating to the 3o-day Council meeting agenda they received this evening. Counci1member Templeton asked if the City could write a letter, or send a telegram, to the Decatur High School basketball team, wishing them good luck in the upcoming tournament. Mr. Nyberg said staff will prepare an appropriate message. VII. ADJOURNMENT The meeting adjourned at 9:00 p~m.
