Council MIN 03-10-1992 Special City Council Study Session March 10, 1992 6:00 P.M. I. CALL MEETING TO ORDER A City Council Study Session was called to order by Mayor Robert Stead, at the hour of 6:00 p.m., in Council Chambers, Federal Way City Hall, 33530 First Way South, Federal Way, Washington, on the 10th day of March, 1992. Councilmembers present: Mary Gates, Ron Gintz, Lynn Templeton and Skip Priest. Councilmembers absent: Deputy Mayor Joel Marks and Ray Tomlinson (excused absences). Staff present: Kenneth Nyberg, Acting City Manager; Carolyn Lake, Acting City Attorney, and Maureen Swaney, City Clerk. II. PERMIT PROCESS Mr. Nyberg reviewed a Community Development Department organizational chart for the Council's information. Greg Moore, Development Services Manager, reviewed the permit process. Stephen Clifton, Senior Planner, updated the Council on the status of King County land use files being administered by the City ofFedera1 Way. Mr. Moore concluded his comments after discussing the fee structure. Bruce Lorentzen, Building Official, took the Council through a step-by-step single family residential inspection process. Kathy McClung, Current Planning Supervisor, reviewed her division's responsibilities. Mr. Nyberg concluded this presentation with a summary wrap-up of the staff comments. The meeting recessed at 7:40 p.m. and reconvened at 7:50 p.m. III. TENANT IMPROVEMENTS/NON-CONFORMING USES CODE REVISION Greg McCormick, Senior Planner, reviewed the proposed ordinance relating to tenant improvementslnon-conforming uses. This ordinance is scheduled for first reading/introduction on March 17, 1992. IV. CODE REVISION WORK PROGRAM Larry Springer, Planning Manager, reviewed the previously approved code revision work plan which was shown to the Council on an overhead in a prioritized order. KING COUNTY CONTRACT ROADS MAIN TEN AN CE Philip Keight1ey, Public Works Director, circulated a budget document which reflected current expenditure projections in Public Works. He continued by giving an analysis on his department's contract work. Mr. Keightley told the Council he had received an oral approval from King County for a 2-week extension on the roads maintenance contract which was set to expire on April 1, 1992. He said he expected King County to allow an additional2-weeks but that extension was not confirmed yet. Ken Miller, Street Systems Manager, explained City of Federal Way street projects and added additional information relating to King County contracting. VI. HOME INTERLOCAL Sheryl Trent reviewed this proposed agreement and informed the Council they would be asked to take action on it at their March 17, 1992 meeting. VII. MISCELLANEOUS Mr. Keightley circulated information on Surface Water Management capital equipment list. A copy of a new recycling ad was given to the Council.
