CALL MEETING TO ORDER
Mayor Stead called the Federal Way city council special
session to order at the hour of 7:02 p.m., in council
Chambers, city Hall, 33530 First Way South, Federal Way,
Washington.
council Present: Mayor Bob Stead, Deputy Mayor Joel
Marks and Councilmembers Ray Tomlinson, Mary Gates, Ron
Gintz, Lynn Templeton and Skip Priest.
City Staff Present: city Manager J. Brent McFall and
Deputy City Clerk Chris Green.

Councilmember Gintz led the flag salute.

CITIZEN COMMENT
There were no citizen comments.
IV.
GIS MAPPING SYSTEM
Public Works Director Philip Keightley, Long Range
Planning Manager Larry Springer and Surface Water Manager
Cary Roe presented staff information to Council, followed
by a question and answer period. The system will allow
for cost sharing between City, Water/sewer, Fire and
School. Mr. Roe explained the variety of mapping offered
with GIS, including surface water, street system,
transportation plan, platting and sensitive areas. It
will have the ability to expand to accommodate future
needs, and provide easy access and monetary savings for
users, including developers and citizens. Mr. Keightley
said the system will easily provide updated status.
Motion by Councilmember Templeton to proceed with GIS in
accordance with 1992 budget; second by Councilmember
Priest.

Councilmember Tomlinson inquired if City could purchase
certain portions of GIS package, and moved to amend main
motion to omit surface water portion of the system at
this time; second by councilmember Gintz for discussion
purposes.
Following discussion for partial purchase of system,
Mayor stead said the complete package is a plan for the
future and will serve as a overall savings in manpower.
Councilmember Templeton called for question on amendment.

Mayor Stead announced a recess at 8:45 p.m.,
reconvened the special session at 8:55 p.m..

SURFACE WATER MAINTENANCE CREW
The item, as tabled at March 2,1992 special session, was
removed from the table.
Surface Water Manager cary Roe presented additional
information to Council and answered various questions.
Councilmember Gintz called for question. As tabled, the
motion by Councilmember Templeton to move forward with
approval of the 1992 budget and surface water plan, with
second by Councilmember Gintz, passed as follows:

VI.
1993 KC ROAD MAINTENANCE INTERLOCAL EXTENSION
Public Works Director Philip Keightley reported King
County has verbally approved a 60-day extension on the
interlocal, which will allow staff to research the market
to see if a renewal is in the best interest of the city.

ADJOURNMENT
For future agenda items, Councilmember Templeton
requested a review of King County funding for Senior
center; Councilmember Tomlinson requested a review of
business licensing in the City.
There being no further business to come before the
Council, Mayor Stead adjourned the special session of the
