CALL MEETING TO ORDER
Mayor Robert Stead called a Federal Way City Council stuØy session to order at the hour of
7:0S p.m., in Council Chambers, Federal Way City Hall, 33S30 First Way South, Federal Way,
Washington, on the 23rd day of March, 1992. Counci1members present: Ray Tomlinson
(arriving at 7:16 p.m.), Mary Gates, Deputy Mayor Joel Marks, Ron Gintz, Lynn Templeton
and Skip Priest. Counci1members absent: None. Staff present: J. Brent McFall, City
Manager; Carolyn Lake, Acting City Attorney, and Maureen Swaney, City Clerk.

SCHOOL FACILITIES PLAN AND IMPACT FEES
Larry Springer, Community Development Planning Manager, introduced Paul Quarterman,
Associate Planner, who reviewed the School Facilities Plan and Impact Fees. Representatives
from the Federal Way School District were also present to answer school-related questions. It
was the consensus of the Council to place an ordinance on the Planning Commission agenda for
their consideration prior to City Council action.

HEARING EXAMINER APPliCATIONS
Steve Anderson, Assistant City Manager, told the Council that the staff recommendation, for
appointment of the Hearing Examiner is the firm of McCarthy, Holum, Causseaux and Rourke,
Inc., P.S., from Tacoma, for a term April 1, 1992 through December 31, 1992. The Council
discussed selection criteria and cost considerations. The Council concurred to place this item
on the March 24, 1992 Special Council Meeting agenda for approval of staff recommendation.
The meeting recessed at 7:SS p.m. and reconvened at 8:0S p.m.
IV.
REPORT FROM POliCE
Lt. Brent Beden updated the City Council on the weekend situation at the Matrixx Teen Dance
Club which included multiple arrests for gang related activities in the parking lot; Lt. Beden
briefed the Council on the cruising problem. The Council concurred to have the City Attorney
prepare a recommendation for Council consideration which can include, but is not limited, to
an ordinance; City Attorney to work with Police Department in order to bring the City Council
a full range of options available; this will be on the April 7, 1992 City Council Meeting Agenda.
In response to a question from Councilmember Gintz, Mr. McFall said he would provide the
Council with information on the amount of fines paid from cruising citations.

ROBERT'S RULES OF ORDER
Maureen Swaney, City Clerk, reviewed basic Robert's Rules of Order for the Council. The
information had been prepared for a previous workshop.
VI.
CITY COUNCIL TRAVEL POliCIES
Mr. McFall reviewed draft policies on Council travel and suggested the Council review the
handout and then discuss the issue at an upcoming meeting. This was agreeable, except
Councilmember Gintz asked that consideration be given to lessen the "junket" perception and
set a dollar amount per diem; also, enact policy with strict limitations on number of
Councilmembers attending anyone conference. Councilmember Gates said if restrictions
imposed, to consider looking at exceptions.

AIRPORT NOISE UPDATE
Greg Fewins, Senior Planner, updated the Council on the airport expansion issue and said he
submitted comments, this date, on the draft EIS. The Council asked Mr. McFall to provide
them periodic reports on this issue along with time spent by staff - both hard dollars and soft
dollars.
The Council concurred with staff recommendation that the City not become aggressively
involved in the Alaska Airlines maintenance facility issue (SASA). They said it was a fight they
did not need to be in since it had potential economic impacts to this community.
The staff will continue with the opposition to the 4-post flight plan by monitoring the pending
lawsuit.

MISCELLANEOUS
Councilmember Gates asked the Mayor to recognize the four (4) Federal Way Soccer Teams that
were currently in Colorado tournaments. The Mayor said he would either send telegrams or
prepare proclamations.
