CALL MEETING TO ORDER
Mayor Robert Stead called a Federal Way City Council Study Session to order, on the 27th day
of April, 1992, at the hour of 7:05 p.m., in Council Chambers, Federal Way City Hall, 33530
First Way South, Federal Way, Washington. Councilmembers present: Ron Gintz, Lynn
Templeton and Skip Priest. Councilmembers absent: Deputy Mayor Joel Marks (excused),
Mary Gates (excused) and Ray Tomlinson (excused for late arrival/did not attend). Staff
present: J. Brent McFall, City Manager; Carolyn Lake, Acting City Attorney, and Maureen
Swaney, City Clerk.

GROWTH MANAGEMENT PLANNING COUNCIL POLICIES
Mayor Stead read a speech which was previously given by Seattle Mayor Norm Rice. Larry
Springer, Planning Manager, and Philip Keightley, Public Works Director, reviewed the draft
policies.
The Council recessed at 8:40 p.m. and reconvened at 8:50 p.m.
The Council was informed the policies discussed this evening are draft policies which are only
for comment at this time.
Councilmember Priest asked if staff could provide the Council with information on the economic
impact to Federal Way should these policies be enacted.
