CALL MEETING TO ORDER
Mayor Robert Stead called a study session of the Federal Way City Council to order, on the
28th day of April, 1992, at the hour of 8:10 p.m., in Council Chambers, Federal Way City
Hall, 33530 First Way South, Federal Way, Washington. Council members present: Deputy
Mayor Joel Marks, Ray Tomlinson, Ron Gintz, Lynn Templeton and Skip Priest.
Councilmembers absent: Mary Gates (excused). Staff present: J. Brent McFall, City Manager;
Carolyn Lake, Acting City Attorney, and Maureen Swaney, City Clerk.

PANTHER LAKE D EVELO PMENT ALTERNATIVES
Mayor Stead said several citizens were in the audience who wished to comment on this issue.
Alma Regan, address not given, urged the Council to consider utilizing the Western Securities
property as the alternative. Lynn Silveira, 34433 8th Avenue SW, Federal Way, and Bernie
Torkelson, 828 SW 344th Place, Federal Way, supported Ms. Regan's comments.
Cary Roe, Surface Water Manager, reviewed the alternatives. The recommended alternatives
were (1) raise the dam 10 feet, (2) raise the dam 5 feet and add supplemental storage to the east,
or (3) raise the dam 5 feet and add supplemental storage on the Little League complex. He told
the Council staff will look at all three of these recommendations in the scope of work and return
to the City Council with the preferred option. Councilmember Templeton asked Mr. Roe to
contact Little League representative, Rocky Korn, regarding any Little League field proposals.
Mayor Stead asked Mr. Roe to include a cost estimate and evaluation of the 348th Street
property option. Mr. Roe told the Council that the Brown and Caldwell contract would have
to be amended to include this fourth alternative; this will be on the May 5, 1992 City Council
Meeting Agenda. Mr. Roe told the Council he could provide them information on the recharge
issue without additional cost.

TRANSFER OF RETENTION/DETENTION PROPERTIES FROM
KING COUNTY TO CITY
Mr. Roe informed the Council that they will be asked to formally authorize accepting these
properties from King County so that the City of Federal Way will have the authority to maintain
the parcels; an agreement will be on the May 5, 1992 City Council Meeting Agenda.
IV.
16TH AVENUE HALF-STREET IMPROVEMENT
Ken Miller, Transportation Engineer, reviewed this proposed construction project and answered

questions relating to parking and contingency funds. In response to a question from Council,
he said he would provide the Council information on the cost of extending the sidewalk more
than the original design.
