REGULAR MEE TIN G MINUTES CALL MEETING TO ORDER Mayor Stead called the Federal Way City Council regular meeting to order at the hour of 7:05 p.m., in Council Chambers, City Hall, Federal Way, Washington. Council Present: Mayor Robert Stead, Deputy Mayor Joel Marks and Councilmembers Ray Tomlinson, Ron Gintz, Lynn Templeton, Skip Priest. Excused Absence: Councilmember Mary Gates. City Staff Present: City Manager J. Brent McFall, Acting City Attorney Carolyn Lake, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. PLEDGE OF ALLEGIANCE Councilmember Templeton led the flag salute. PRESENTATIONS AND PROCLAMATION a. Police Officer of the Year Mayor Stead, Chief Bob Evans and Chief Gregory Boyle presented awards to Master Police Officer Lonnie Dale Arnold. b. Government Finance Officers Association Award Jim Johnson and Ken Ehlers of the State Auditor's Office presented the GFOA award to Finance Director Deborah Larson, who, in turn, introduced Finance Staffmembers Dick Scott, Becky Metcalf, Brenda Trent and John Caulfield. c. Recycling Program Logo Contest Awards Mayor Stead and Solid Waste/Recycling Coordinator Jacqueline Faludi presented 1st place award to Randy Johnson, 2nd place to Edwin Soto and 3rd place to Barry Hochstrasser. Spirit Award City Manager McFall presented the May 1992 "Spirit Award" to Peggy Krueger of the City Clerk's Office. e. "May is Volunteer Month" Proclamation Mayor Stead delivered the proclamation. Mayor Stead announced Councilmember Gates is currently recuperating from recent surgery for a broken ankle. IV. CITIZEN COMMENT Randy & Sharon Roberts, 1019 So 325th, Federal Way, representing the Cross Trails Square Dance Club, requested a variance from the current fire works ordinance to enable the club to sell fireworks at a specific location. Jum..nne Broce, 33310 Pacific Highway So, Federal Way, requested an amendment to the recently adopted dance hall ordinance with respect to closing times and refuse pickup. Jobn Karl, 35620 Pacific Highway So, Federal Way, (1) requested directive signs for Brook1ake Community Center; (2) expressed concern about airport noise; (3) is opposed to "spot zoning" with respect to motels; (4) questioned allowed zoning for Eagle Hardware; and (5) is opposed to storm water taxation. Ron Jobnson, 33301 Pacific Highway So, Federal Way, requested an amendment to the dance hall ordinance extending the closing hours for teen dance clubs. V. CONSENT AGENDA a. b. c. d. Authorization for City Manager to Enter into Agreement with King County for Transfer of Retention/Detention Properties Authorization for Half-Street Improvement at Adelaide Park/16th Avenue Amendment to City Manager's Employment Contract Appointment of Councilmembers to Economic Development Board f. g. h. Motion by Councilmember Templeton to approve consent agenda; second by Councilmember Gintz. Motion passed as follows: Stead Tomlinson Templeton Gates yes Marks yes Gintz yes Priest excused absence yes yes yes VI. COUNCIL BUSINESS a. Panther Lake Development Alternatives Surface Water Manager Cary Roe presented staff report and recommendation and answered various questions by Councilmembers. Mayor Stead requested a report on alternatives be presented to the Parks & Recreation Commission on Thursday evening, with additional information brought back to Council for next Tuesday's study session and formalization scheduled for May 19th consent agenda. b. Youth Commission Management Assistant Sheryl Trent presented the staff report. Following discussion and suggestions by Council, Mayor Stead requested the proposed ordinance be reviewed at next week's study session, with introduction reading scheduled for May 19th regular meeting. c. Diversity Commission Assistant City Manager Steve Anderson presented information and the draft ordinance, answering a variety of questions and concerns by Councilmembers. The Council stressed the importance of creating a commission that will encourage participation by all ethnic groups. Councilmember Templeton reported a Federal Way American Coalition is currently being formed; he would like to see City Staff involved with the group. Mayor Stead requested the proposed ordinance be scheduled for introduction on May 19th. Councilmember Tomlinson requested commission openings be advertised in a local Asian newspaper. CITY MANAGER REPORT City Manager McFall introduced Stephen Causseaux, Jr., the City's new Hearing Examiner, who expressed his appreciation for the opportunity to work with Federal Way City Council and Staff. Mr. McFall reminded Councilmembers about the executive session prior to adjournment, for which litigation will be the only issue. Property acquisition will not be addressed as previously announced. VIII. CITY COUNCIL REPORTS Councilmember Priest requested a column be added to future monthly financial statements comparing the year-to-date budget to actual revenue figures. Councilmember Templeton asked City Staff responsible for next week's Senior Center report to contact him prior to assembling their packet information. IX. EXECUTIVE SESSION To discuss litigation - RCW 42.30.110(i) Mayor Stead recessed the regular meeting at 8:55 p.m., announced a 15-minute executive session to discuss litigation only, and stated there would be no action taken following the session. Mayor Stead announced the executive session adjourned at 9:10 p.m., with no action taken, and reconvened the regular meeting. X. ADJOURNMENT There being no further business to come before the Council, Mayor Stead adjourned the regular meeting of the Federal Way City Council at the hour of 9:10 p.m.. '--:l7 ~ ~ N.
