REGULAR MEETING MINUTES
CALL MEETING TO ORDER
Mayor Stead called the Federal Way City Council regular meeting to order at the
hour of 7:00 p.m., in Council Chambers, City Hall, Federal Way, Washington.
Council Present: Mayor Bob Stead, Deputy Mayor Joel Marks and
Councilmembers Ray Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip
Priest.
City Staff Present: City Manager J. Brent McFall, Acting City Attorney Carolyn
Lake, Acting City Clerk Chris Green.
PLEDGE OF ALLEGIANCE
Councilmember Gintz led the flag salute.
AUDIENCE COMMENT
Ron Johnson, 33310 Pacific ffighway So, Federal Way, on behalf of the Matrixx
Dance Club, read a letter addressing the club's closing.
Joe EJston, 5406 SW 316th PI, Federal Way, asked the Council to table the
proposed resolution in opposition to SR5O9 freeway alternative to allow for
additional citizen input.

With respect to Scope of Work for Citywide Land Use, Councilmember Gintz
feels expenditure of $55,000 for city center study could be put to better use
elsewhere. Councilmember Priest expressed his gratitude to City Staff and the
Citizens Coordinating Committee for their efforts on the project, and said he feels
the $1.50 per resident cost is fair and reasonable and would like to see the study
continued. Long Range Planning Manager Larry Springer explained the project
has already been scaled back significantly, but feels there is still a need for
community workshops. In lieu of workshops, Counci1member Tomlinson would
like to see involvement of Community Council and volunteer groups to assist the
City in cost saving. Mayor Stead supports the expenditure, as he feels programs
for citizen awareness are extremely important.
Motion by Councilmember Gates to approve expenditure of up to maximum
amount of $55,000 for Scope of Work Public Involvement Program; second by
Councilmember Templeton. Motion passed as follows:

Councilmember Gates said she feels it is important for the City to get off to the
right start with future projects and sup,ports approval of the City Center Plan.
Councilmember Templeton said the next ten years is extremely important to the
City's growth, thus he supports the project.
Motion by Councilmember Gates to approve City Center Plan portion of Scope
of Work; second by Councilmember Priest. Motion passed as follows:

Mayor Stead read and presented a proclamation to Management Assistant Sheryl
Trent, who has accepted a position with the City of Santa Paula, California. As
one of the City's first employees, Sheryl will be missed by all. Former City
Councilmember Jim Webster, Mayor Stead and Councilmembers Gates and
Templeton expressed appreciation for her valuable contributions to the City.
Motion by Deputy Mayor Marks to approve resolution opposing SR509 freeway
alternative; second by Councilmember Priest.
Councilmember Gintz spoke in favor of the proposed resolution, but felt it should
be pulled from the consent agenda for Council discussion, in light of citizen Joe
Elston's earlier comments.
Councilmember Gates feels it is important for Federal Way area citizens to have
an opportunity to respond to alternative proposals set by the Steering Committee.
Following additional Council discussion, Mayor Stead requested Mr. McFall
contact freeway alternative officials to inquire about the possibility of scheduling
a public meeting in Federal Way, and called for Council vote on the resolution.

expressed appreciation to City Staff for their diligent work on the project.

VI.
COUNCIL BUSINESS
a.
Addition to Planning Commission Work Program
Amendment to Zoning Code! Auto Body Repair & Painting
Mr. Springer presented a brief staff report. Councilmembers recommended a
review of the zoning code section on auto body repair and painting be added to
the Planning Commission's work program, with their recommendations presented
to City Council by the end of August.
Councilmember Priest suggested m~or issues be addressed through staff reports
at study sessions, and prior to inclusion on future consent agendas; all
Councilmembers concurred. This might reduce the number of items being pulled
from the consent agenda for additional information.
Mayor Stead requested Councilmembers contact him or the City Manager for
placement of "housekeeping" items on upcoming agendas.

VII.
CITY MANAGER REPORT
Mr. McFall reported in order to implement the Council Policy Resolution with
respect to alternative methods of service deliveries, staff is currently working with
Municipal Research & Services Council to complete a survey of other Washington
State cities regarding their programs; he will keep Council updated as the work
progresses.
In a recent letter to the City, John Karl requested a code review of MP zoning
for motels by the Planning Commission. Deputy Mayor Marks and
Councilmember Tomlinson requested the Council discuss such review at an
upcoming study session.
The 1993 proposed budget calendar for Council priorities/format review is
scheduled for June 9th.
Mr. McFall said three Planning Commission positions will soon be expiring, so
a Council decision needs to be made with respect to the method of filling those
vacancies. Mayor Stead requested the item be added to next week's agenda.
Council member Gintz said he prefers advertising all positions as they become
available. Councilmember Gates reminded everyone the City has a file of
previous commission applications.
Deputy Mayor Marks suggested consolidation of study session items, i.e.,
recycling, to allow for a night off on June 23rd.
Councilmember Gintz suggested the upcoming vacancy on the Ethics Board also
be reviewed at next week's study session. Mayor Stead said they would take a
look at the Council's appointment process for all commission vacancies at that
time.
VIII.
CITY COUNCIL REPORTS
Councilmember Gates reported Metro's Dial-a-Ride within the City is a huge
success, with many citizens taking advantage of the service.
Mayor Stead reported meetings for Growth Management Planning Policies are
scheduled for the next two weeks, with next week's in Kent. Two additional
meetings are scheduled for May 29th and June 3rd, for the purpose of adopting
the final recommendations. Recommendations will then go to the King County
Council for review by July 1st.

ADJOURNMENT
There being no further business to come before the Council, Mayor Stead
adjourned the regular meeting of the Federal Way City Council at the hour of
8:20 p.m..
