CALL MEETING TO ORDER City Clerk Maureen Swaney called the Federal Way City Council Regular meeting to order at the hour of 7:03 p.m., on the 7th day of January, 1992, in Council Chambers, City Hall, Federal Way, Washington ll. PLEDGE OF ALLEGIANCE Councilmember Stead led the flag salute. lli. COUNCIL ROLL CALL Counci1members Present: Mary Gates, Ron Gintz, Joel Marks, Mahlon Priest, Bob Stead, Lynn Templeton and Ray Tomlinson. City Staff Present: City Manager J. Brent McFall, Assistant City Attorney Carolyn Lake, City Clerk Maureen Swaney and Deputy City Clerk Chris Green. IV. SWEARING IN CEREMONY City Clerk Maureen Swaney conducted the official swearing in ceremony with all Councilmembers taking their oaths of office. v. SELECTION OF MAYOR AND DEPUTY MAYOR Ms. Swaney opened nominations for position of Mayor. Councilmember Marks nominated Counci1member Stead for Mayor. Councilmember Templeton moved to close the election for Mayor; second by Councilmember Priest. Counci1member Tomlinson nominated Councilmember Marks for Deputy Mayor. Councilmember Gates moved to close the election for Deputy Mayor; second by Councilmember Templeton. Councilmember Templeton presented Mayor Stead with a red rose direct from the Rose Bowl in Pasadena, and wished a great "Huskie" success to a .Cougar"! AWARD PRESENTATION City Manager McFall presented the January 1992 Spirit Award to Stephen Clifton, in recognition of his work excellence as a Senior Planner, with respect to plat approvals. Vll. CITIZEN COMMENT John Karl, 35620 Pacific Highway South, Federal Way, requested the Council prohibit jake brakes for trucks traveling within City limits. Jo Asbury, 148 So 295th PI, Federal Way, requested City Council meetings be changed to Wednesdays or Thursdays to avoid conflicts with other community organizational meetings. Shirlev CharneD, 30602 Pacific Highway So #1003, Federal Way, congratulated new Councilmembers on their election; she encouraged them to continue supporting community historical preservation, and thanked the City for its financial support for relocation of the Denny Cabin. M. C. Scheerer, 293OQ-llth PI So, Federal Way, read and distributed a statement in opposition to the City's newly adopted garbage/recycling rates; he also expressed a need for additional police protection in all areas of the community. TAl1U11v Tavares, 34409-3Oth Ave SW, Federal Way, spoke in opposition to the availability and accessibility of Playboy magazines in the new Federal Way Library . H. David Kanlan, 3024Q-21th Ave So, Federal Way, extended congratulations to the newly elected Mayor, Deputy Mayor and Councilmembers; as a member of the Parks Commission, he urged support of the City's Parks program. COUNCIL BUSINESS a. b. Councilmember Selection to Metro Board Councilmember Selection to Human Services Roundtable Mayor Stead explained Councilmember Gates is already a member of the Metro Board, but there is now a need for a second member and suggested he fill that position if Council concurs. Motion by Councilmember Gintz to appoint Mayor Stead as the City's second member to the Metro Board; second by Councilmember Templeton. CITY MANAGER REPORT Mr. McFall reminded the City Council of the AWC Legislative Action Conference to be held in Olympia on February 5th and 6th; it serves as an important interaction with legislators and other municipal officials. He also extended congratulations to Mayor Stead, Deputy Mayor Marks and Councilmembers Gates, Gintz, Priest, Templeton and Tomlinson. COUNCILMEMBER REPORTS & ADDffiONAL BUSINESS Motion by Deputy Mayor Marks to appoint three Councilmembers to investigate the feasibility and advisability of privatization in contracting services for the City by June 30, 1992; second by Councilmember Gintz. Following a brief discussion, Mayor Stead suggested the issue be reviewed at the upcoming study session; Deputy Mayor Marks concurred. Motion by Mayor Stead to table the main motion regarding contract services to the next regular meeting of the Council, and place the issue on the agenda for next week's study session; second by Councilmember Priest. Motion to table passed as follows: Gates Marks Stead Tomlinson yes yes yes yes Gintz Priest Templeton yes yes yes Motion by Deputy Mayor Marks to abolish the existing Council Standing Committees and to meet as Council of Whole; second by Councilmember Gates. Mayor Stead suggested placement of this issue on next week's study session agenda, which was followed by additional Council discussion favoring such continuation. Motion by Councilmember Templeton to table the main motion regarding Council Committees to the next regular meeting, and place it on the upcoming study session agenda for review and discussion; second by Councilmember Priest. Motion to table passed as follows: Gates Marks S tead Tomlinson yes no yes yes Gintz Priest Templeton yes yes yes Councilmember Gates reported on the last Metro meeting, and announced the contract bid for Dial-A-Ride has now been let and service should start in Federal Way area this quarter. She announced she also serves on the Metro nominating committee for ETAC and SEATAC Advisory Committee, which is looking for minority member applicants. She urged all interested individuals to contact her for an application. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES January 7, 1992 - Page 6 Councilmember Gates also reported on the success of the Westway Christmas party due to the combined efforts of the Police Department, Vista volunteers and community as a whole. She encouraged all citizens to utilize the exciting new Federal Way Library facilities. Councilmember Tomlinson expressed his appreciation of citizen participation regarding recycling and other issues during the meeting comment period. Motion by Councilmember Tomlinson to review renegotiation of recycling rates at the upcoming study session; second by Deputy Mayor Marks. CITIZEN COMMENT Alfred Frank, 29635-2nd PI SW, Federal Way, urged the City Council to encourage citizen involvement to help keep City spending and crime rate down. XIll. ADJOURNMENT There being no further business to come before the Council, Mayor Stead adjourned the regular meeting of the Federal Way City Council at the hour of 8:04 p.m., and invited citizens to join Council and Staff for a reception in Council Chambers. ~/~.
