Council MIN 01-14-1992 Special FEDERAL WAY CITY COUNCIL STUDY SESSION MINUTES January 14,1992 - 7:00 p.m. Council Chambers - City Hall 33530 First Way South Federal Way, Washington * * * * * * * * * CALL TO ORDER: Mayor Stead called the study session to order at the hour of 7:04 p.m., on January 14, 1992, in Council Chambers. COUNCIL PRESENT: Mayor Robert Stead, Deputy Mayor Joel Marks and Council members Ray Tomlinson, Mary Gates, Lynn Templeton and Mah1on Priest. STAFF PRESENT: city Manager J. Brent McFall, Assistant City Attorney carolyn Lake, city Clerk Maureen SWaney and Deputy city Clerk chris Green. I. AIRPORT NOISE PRESENTATION Mayor Stead announced that proponent and opponent groups would each be allowed a 45-minute presentation for the airport issue. Rosie Courtney of the Airport Committee and Wayne Bryant from the Port of Seattle presented slides addressing the need for a 3rd runway, including possible sites and configurations. They also addressed noise factors and other citizen concerns, followed by a Council question and answer period. The following citizens addressed the Council: Lloyd Doctor spoke in opposition to the 3rd runway and 4th post plan. Peter Townsend, 2950B-12th Ave SW, Federal Way, distributed a 2- year study document to Counci1members, spoke in opposition to 3rd runway and 4th post and encouraged Council to establish light rail in lieu of additional air traffic. Roy Weiberg, 31413-41st SW, Federal Way, spoke in opposition to 3rd runway and 4th post, expressed concern about declining property value due to air traffic and asked Federal Way citizens to join with city of Des Moines in opposing airport expansion. He also asked the Council to adopt a resolution stating their position. ORIGINAL FEDERAL WAY CITY COUNCIL STUDY SESSION MINUTES January 14,1992 - Page 2 Mayor Stead explained an earlier resolution was passed in opposition to the 3rd runway, and joined in the appeal of the 4th post plan. He announced a series of flight plan public hearings would commence on January 27th. Hearings will not be held in Federal Way, however, interested citizens are encouraged to attend the meeting scheduled at the Sea-Tac Red Lion on Thursday, February 13th, from 6:00-10:00 p.m.. It was suggested an invitation be extended to Des Moines citizens to attend an upcoming city Council meeting and present their statistics in opposition to the proposed 3rd runway. II. REVIEW COUNCIL RULES & PROCEDURE, STANDING COMMITTEES INCLUDING USE OF Deputy Mayor Marks said he is opposed to continuing Council Committees, and suggested committee of whole meetings be held both mornings and evenings to allow more citizens to attend. counci1member Priest suggested specific dates be set aside each month for various areas, i.e., planning/public works one week and parks/recreation another week; he also suggested ad hoc committees be established for specific issues. Counci1member Templeton concurred with idea of scheduling specific meetings for specific areas. The following schedule was suggested: first and third Tuesdays - study session 6:00-7:00 p.m., followed by regular meeting 7:00- 10:00 p.m.; second and fourth Tuesdays - study session 6:00-10:00 p.m.. All Council members concurred with 6:00 p.m. start. ci ty Manager McFall will have necessary changes made in the proposed Council Rules and place on next week's regular meeting agenda for adoption. III. DISCUSS CREATION OF COMMITTEE TO INVESTIGATE CONTRACT SERVICES Mayor Stead said he feels the most effective method of investigating contract services would be to appoint a committee to report back to Council of Whole. He recommended the following committee be approved by Council at the next regular meeting: Deputy Mayor Marks (Chair), Counci1member Priest and Mayor Stead. IV. REVIEW RECYCLING PROGRAM CUstomer Service Engineer Pearl Kronstad reviewed proposed rates, and introduced Suzanne Powers, member of the Recycling Task Force, who presented a brief recycling update and slide presentation to FEDERAL WAY CITY COUNCIL STUDY SESSION MINUTES January ~4, ~992 - Page 3 Council. Following a question and answer period, it was the consensus of Council to modify the original proposed rates. city Manager McFall will place the item on the upcoming regular meeting agenda.
