CALL MEETING TO ORDER Acting Mayor Marks opened the regular meeting of the Federal Way City Council at 7:04 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Acting Mayor Joel Marks, Councilmembers Ray Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest. Excused absence: Mayor Bob Stead. City Staff present: City Manager J. Brent McFall, City Attorney Carolyn Lake, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Scout Pack #334 led the flag salute. lli. PROCLAMATION Acting Mayor Marks presented the "Scouting for Food" proclamation to Scoutmaster Ron Buckner. IV. CITIZEN COMMENT M. C. Scheerer - thanked Council for newly installed 11th Street signal light and made budget suggestions; Rod Sweeney - discussed need for Steel Lake Park athletic fields improvement; Bill Allen - requested more sports fields; Mary Ellen Stone - thanked Council for past support of sexual assault assistance program and asked for continued support. Councilmember Gintz pulled item (g) of the consent agenda for purposes of additional discussion. Motion by Councilmember Priest to approve the consent agenda, with the exception of item (g); second by Councilmember Gates. Consent agenda, excluding item (g), passed as follows: Stead Tomlinson Gintz Priest excused absence yes yes yes Marks Gates Templeton yes yes yes Councilmember Gintz said he supports the proposed amendment to the False Alarm Ordinance, but disagrees with the registration requirement as stated in Section 2. Motion by Councilmember Templeton to approve the proposed amendment to the False Alarm Ordinance under consent agenda item (g); second by Councilmember Gates. Councilmember Gintz moved to amend the main motion to delete Section 2 of the proposed ordinance, thereby omitting any reference to a registration requirement; second by Acting Mayor Marks. CITY COUNCIL BUSINESS Human Services Commission's 1994 Funding Recommendation Richard Looney, Diane Jhueck, David Daniels, Stephanie Boschee, Lynn Roberts and Gary Benton - identified areas of need for Human Services funding in 1994 budget allocations. Human Services Chair Carolyn Cowan and Human Services Manager Nita Richardson presented Councilmembers with newly revised 1994 Human Services general fund application and funding recommendation charts, and addressed a variety of Council inquiries. In the future, Councilmember Priest recommended all Human Services applications be reviewed at Council Committee level, so Council concerns can be addressed prior to the budget review process. VII. CITY MANAGER REPORT Mr. McFall reminded Councilmembers of their upcoming budget study session on November 15th at 7:30 a.m., with no projected time for adjournment of the session. He reported the public hearing and first reading of the proposed 1994 City budget ordinance will be conducted on November 16th, with the ordinance enactment scheduled for December 7th. VIII. CITY COUNCIL REPORTS Councilmember Priest presented an updated report on recent airport noise impact task force meetings, and thanked Senior Planner Greg Fewins for his outstanding contribution during those task force proceedings. Councilmember Templeton reported the Land Use Committee has recommended the Planning Commission review temporary uses and time processes of the City Code for recommendation to and final approval by the full Council. Motion by Councilmember Priest to direct the Planning Commission to review the temporary use portion of the City Code, including time processes and uses, at its December 8th meeting, and present its recommendation to the full City Council on December 21st; second by Councilmember Tomlinson. They plan to schedule interviews for the week of December 6th. Councilmember Gates announced there will be a special meeting of the Regional Affairs/City Improvement Committee on November 16th at 6:30 p.m., with the committee's next regular meeting scheduled for November 23rd. She also reported the Transportation Caucus of King County has just completed its scheduled work. Acting Mayor Marks expressed his appreciation to Councilmember Gates for her excellent representation of the City during the recent transportation meetings. IX.
