CALL MEETING TO ORDER Acting Mayor Gates opened the regular meeting of the Federal Way City Council at 7:06 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Acting Mayor Mary Gates, Councilmembers Ray Tomlinson, Ron Gintz, Skip Priest. Excused absence: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmember Templeton. City Staff present: City Manager J. Brent McFall, City Attorney Carolyn Lake, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Councilmember Gintz led the flag salute. ill. CITIZEN COMMENT Les Reichel - supports using Brooklake Center for public events; Justin Jones (elementary school student) - supports playground for ages 10 & up at Twin Lakes Elementary School; Denise Flores - supports Twin Lakes Elementary School sports field and park for small children. PUBLIC HEARING 1994 Proposed City Budget (1) (2) (3) Citizen Comment City Council Deliberation Introduction Ordinance Council Bill #71/1994 Proposed City Budget AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, RELATING TO BUDGETS AND FINANCE, ADOPTING THE 1994 BUDGET. Acting Mayor Gates opened the public hearing at 7:17 p.m.; announced the Council has just increased the funding for Human Services and Arts in the 1994 budget; and opened the citizen comment period. The following individuals addressed the Council: Joy Melgard, Judy Seiwerath, Barbara Lester, Nancy Ise, Peter Bosserman, Muriel Haegele, Nancy Pugh, Rosalie Luce, Diana Nielsen, Joann Piquette, Douglas Johnson, Joan Tabrum, Arnie Ness, Paul Watson, Elaine Taylor - support Arts funding; Robin Buckland, Mary Ellen Stone, Beverly Baker - support Human Services funding; Lyle Whipple - supports $1.48 tax rate. Acting Mayor Gates closed the public hearing at the hour of 7:53 p.m.; and presented rust reading of the ordinance, with enactment scheduled for December 7, 1994. VI. INTRODUCTION ORDINANCES a. Council Bill #72/1993 City Budget Adjnstment AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, RELATING TO BUDGETS AND FINANCE, REVISING THE 1993 BUDGET (AMENDS ORDINANCE 92-155). Council Bill #73/Establish New Funds AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, ESTABLISHING ADDffiONAL SPECIFIC CITY FUNDS; DEFINING THEIR PURPOSE AND REVENUE SOURCES, SPECIFYING THE FUND ADMINISTRATOR TO BE THE CITY MANAGER OR HIS OR HER DESIGNEE, AND PROVIDING FOR THE CONTINUED APPROPRIATION OF FUNDS BEYOND THE END OF A CALENDAR YEAR, AND AUTHORIZING THE CITY MANAGER TO PROVIDE FOR INTERIM FINANCING AS NEEDED FOR CERTAIN FUNDS (AMENDS ORDINANCE NO. 91-121). Council Bill #74/Solid Waste Comprehensive Plan AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, RELATING TO SOLID WASTE MANAGEMENT, ADOPTING KING COUNTY'S FINAL SOLID WASTE MANAGEMENT PLAN AND DETERMINING THAT KING COUNTY SHALL NOT EXERCISE ANY POWERS REGARDING THE LEVELS AND TYPES OF SOLID WASTE SERVICE FOR ANY ASPECTS OF SOLID WASTE HANDLING IN THE CITY OF FEDERAL WAY (AMENDS ORDINANCE 90-73). Acting Mayor Gates presented first reading of the ordinance, with enactment scheduled for December 7, 1994. d. Council Bill #75/Moving Residential Buildings AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, AMENDING THE FEDERAL WAY CITY CODE, CHAPTER 5, "BUILDINGS AND BUILDING REGULATIONS", ARTICLE IX, "MOVING BUILDINGS", SECTIONS 5-247 AND 5-253, RELATING TO MOVING RESIDENTIAL BUILDINGS (AMENDS ORDINANCE 90-34). Council Bill #76/Property Tax Rate for 1994 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, FIXING THE PROPERTY TAX AMOUNT FOR THE YEAR 1994. Acting Mayor Gates presented first reading of the ordinance, with enactment scheduled for December 7, 1994. Acting Mayor Gates then introduced and welcomed Councilmembers-Elect Hope Elder and Phil Watkins, and thanked them for attending the meeting. VII. CITY MANAGER REPORT Mr. McFall announced that Management Services Director Deborah Larson has accepted the position of Chief Financial Official for Maricopa County, Arizona. He announced Marie Mosley has been appointed Acting Director, and that Mr. Nyberg will be responsible for determining the selection process for Ms. Larson's replacement. The Council thanked Ms. Larson for her outstanding contribution and service to the City of Federal Way. He reported the King County Oversight Committee is responsible for overseeing open space bonds and will meet tomorrow to consider reprogramming of the remaining funds from the Lake Killarney project. The Committee will make a recommendation to the King County Council to reprogram the remaining $318,000 bond monies toward the acquisition of additional property in the unincorporated greater Federal Way area. Mr. McFall also reported the City has just received documentation for acquisition of the Brooklake Community Center, and will now begin satisfying escrow contingencies. When those contingencies have been met, final approval of the acquisition will be brought before Council. VIII. CITY COUNCIL REPORTS Councilmember Tomlinson announced the next meeting of the Administration/Public Service Committee will be held on December 9. Acting Mayor Gates reported the Regional Affairs/City Improvement Committee will meet November 23 at 5:30 p.m.; she asked that staff arrange to have an A WC representative in attendance. Council member Priest inquired as to when the budget process will be finalized. Mr. McFall said he will have the final information to the Council within the next week--the Council can then decide if they would like an additional study session.
