CALL MEETING TO ORDER Mayor Stead opened the regular meeting of the Federal Way City Council at the hour of 7:05 p.m., in Council Chambers, City Hall, Federal Way, Washington. Councilmembers present: Mayor Bob Stead, Deputy Mayor Joel Marks, Council members Ray Tomlinson, Mary Gates, Ron Gintz, Skip Priest. Excused absence: Councilmember Lynn Templeton. City Staff present: City Manager J. Brent McFall, City Attorney Carolyn Lake, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Councilmember Tomlinson led the flag salute. ill. PRESENTATION - National Black History Month Diane A. Turner, Director of Public Relations for King County UGN, and as a representative of the City's African-American community, discussed diversity and service to citizens, including the importance of providing good role models for children. IV. CITIZEN COMMENT Garv Benton, 1411 SW Dash Point Road, Federal Way, representing Federal Way Youth and Family Services, spoke in support of the Human Services Roundtable. Councilmember Tomlinson questioned payments to Peggy's Plant Service for plant maintenance, Jack Boyd & Associates for lapel pins, Port Ludlow Resort for law enforcement seminar, NBC, Inc. for backup server and Stanford Insurance for general liability and property coverage. Motion to approve Ordinance No. 93-165 "1992 Budget Revision" passed as follows: Stead Tomlinson Gintz Priest yes yes yes yes Marks Gates Templeton yes yes excused absence With respect to Council Bill #42, ISTEA Grant Ordinance, Deputy Mayor Marks expressed concern about the location of the proposed trail under power lines, when usage of the property will include outdoor youth activities. He also read a letter from citizens Bob and Joanne Piquette, who voiced their concern of electromagnetic field dangers. Councilmember Gintz requested the proposed ordinance be referred back to committee, as he is still concerned about directives in Section 5, and said he would favor the ordinance with the exclusion of that paragraph. Ms. Lake explained Federal grants require City officials to administer funds. Councilmember Gintz would like to have Council named as the approving authority. Mr. McFall said fmal monitoring would be done pursuant to Council guidelines and prior to award of the bid. Motion by Councilmember Gates to approve the proposed BP A grant ordinance as written; second by Councilmember Priest. Councilmember Gates pointed out this property actually places a greater emphasis on future transportation enhancement than that of outdoor activities, and said she will vote in favor of the proposed grant ordinance. Councilmember Gintz related an instance of leukemia and electromagnetic field exposure due to living under power lines, and said he is opposed to the ordinance. Councilmember Tomlinson mentioned Puget Power is continuing to conduct informational research on the subject. Mr. McFall offered to redistribute earlier information furnished to Council on the subject. Councilmember Tomlinson moved to table the proposed ordinance until additional health study results are available; second by Councilmember Gintz. CITY MANAGER REPORT a. Human Services Commission Report/Homeless Men Shelter Mr. McFall introduced Helen Middlebrooks, Chair of Human Services Commission, who presented a brief report and explained this program is a temporary solution only, to provide relief for the immediate winter months. She further explained the local caregiving network doesn't have the advantage of full-time staff to administer programs, so the commission and task force will start looking at long-term alternatives. Deputy Mayor Marks said he does not oppose the funding, but feels a work program should be required for recipients capable of working. Councilmember Gintz said he would support offering a fourth night's lodging instead of the recommended three per person. Councilmember Tomlinson reported a local motel has offered lodging at a rate of $8.50 per night; he suggested the issue be tabled until the task force makes its recommendation, with a temporary program being monitored by the local caregiving organization, instead of the Salvation Army. Councilmember Gates mentioned the availability of free Metro passes, and is supportive of local administration of the program following the task force recommendation. She feels more work needs to be done, however, due to the inclement weather an immediate two-week program is necessary; she feels the entire $10,000 may not be needed at this time. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES February 16, 1993 - Page 5 Mayor Stead invited the following persons to address the Council at this time: Richard Keeton, 27721-32nd PI So, Auburn, Chair of the King County Veteran's Affairs, explained he just obtained a non-profit status for the Brooklake Center and would like to see a City Councilmember appointed to the Center's Board of Directors. He answered Council questions on funding and availability of other shelters in the area. Karen Porterfield of the Seattle Salvation Army, explained their policy for short-term room and board at their Seattle facility; she also addressed government funding guidelines and responded to questions by Councilmembers. Motion by Councilmember Tomlinson to authorize City Staff to contact the motel owner who is currently working with caregiving organizations and to provide funding up to $2,400 for cost of housing ten homeless men for one month, which will allow additional time for the various organizations to come up with a more concrete program; second by Councilmember Gintz for discussion purposes. Mayor Stead voiced concern about the selection process to identify those individuals eligible for the program, and asked which organization would be responsible for making that decision. Councilmember Priest expressed his preference of supporting the existing Salvation Army program for 30 days, then revisit other options. He said he is sensitive to Councilmember Tomlinson's statements, but opposes his motion. Council member Gates prefers contracting with the Salvation Army for the interim period and reviewing other programs for long term; she also opposes Councilmember Tomlinson's motion. Mayor Stead reiterated that even though the Human Services Commission's proposed program is only short term, he feels the City needs to address the problem and provide immediate housing, taking long-term programs into consideration at a later time; he opposes the motion currently on the floor. Councilmember Tomlinson's motion to provide funds for local housing expenses for homeless men failed as follows: S tead Tomlinson Gintz Priest no no no no Marks Gates Templeton no no excused absence Additional motion by Councilmember Priest to accept the Human Services Commission's short- term recommendation to provide lodging for seven days rather than three, look into obtaining Metro passes, and provide administrative guidelines to the caregiving organizations working toward an ongoing solution, with a review scheduled for 30 days; second by Councilmember Gates. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES February 16, 1993 - Page 6 Deputy Mayor Marks offered a friendly amendment to include a directive to the Human Services Commission to look into a long range program of workfare, in lieu of welfare; both maker and second of the main motion concurred. Airport Update/Request for Proposal Ms. Lake distributed and reviewed a memorandum to Council with respect to the airport appeal options and strategy for flight plan EIS. The City has the following new options: (1) join the consortium; (2) file a friend of the court brief; (3) take a wait and see stance. Mr. McFall reported the Regional Affairs/City Improvement Council Committee previously discussed and directed preparation of the subject proposal, in order to provide additional information on the economic impact of airport noise on the community. He explained there is no formal action required at this time--this directs staff to proceed with issuance of the RFP, obtain and evaluate proposals and bring back a recommendation to Council. Mayor Stead announced a short recess at the hour of 8:43 p.m., and reconvened the regular meeting at 8:50 p.m.. VII. CITY COUNCIL REPORTS Mayor Stead introduced State Senator Peter von Reichbauer and thanked him for attending. Councilmember Gates reported the Regional Affairs/City Improvement Committee, as stated earlier, is taking a thorough look at the airport noise issue, including the affect on property values and other economic impacts. Councilmember Priest agrees with issuing the RFP, as he feels it is premature to join other interest groups at this time. Deputy Mayor Marks favors the proposal. Mayor Stead announced the SCA, at its March meeting, will make a directive to its three PSRC delegates for the upcoming growth management vote. He asked all Councilmembers to make an effort to attend that meeting, in order to make Federal Way's position known. He also requested Regional Affairs/City Improvement Committee members review the issue and make a recommendation on the City's option to exercise the weighted vote process, as allowed under SCA By-Laws. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES February 16, 1993 - Page 7 Mayor Stead asked Council permission to change his vote on item (d) of the consent agenda, to reflect a negative vote on the proposed ordinance for the ISTEA Grant for the BPA Trail. There being no objections, the final vote cast was 4 to 2 against Council Bill #42. Councilmember Priest said he recently received a phone call from Steve Taylor, who is active in the group trying to reopen Redondo Road to vehicular traffic; he requested the Federal Way City Council reaffmn its earlier support. Mayor Stead directed staff to prepare a letter for Councilmembers' signatures, enclosing a copy of the earlier resolution supporting the Redondo Road project. Councilmember Gintz recently attended a meeting on privatization and contracting for services; he will be submitting a written report to Council in the near future. Councilmember Gates reported on a recent significant historical event--the regional meeting of six Chamber of Commerce groups from King and Pierce Counties, at which time they endorsed the essential points of regional transportation, including bus service, HOV lane completion and rapid rail on a quick-build basis. She said she is extremely pleased the Federal Way Chamber has become a leader in these areas. She also reported on the Suburban Cities Association's economic development on growth management. She recently attended the Woodinville library opening, met the new City Councilmembers and received an open invitation to attend their upcoming incorporation activities. The Regional Affairs/City Improvement Committee will meet next Tuesday at 7:00 p.m.. Deputy Mayor Marks commented on his recent trip to Japan. He feels it was extremely beneficial for future economic development, which will be further enhanced by the Japanese delegation's visit to Federal Way. He said Mark Freitas served as an outstanding representative for the Chamber and Federal Way. Mayor Stead announced the Japanese delegation will be arriving in Federal Way tomorrow, at which time the City will host a luncheon, tour and evening reception at the Twin Lakes Country Club. Vill.
