MINUTES
I.
CALL MEETING TO ORDER
Mayor Stead opened the regular meeting of the Federal Way City Council at the hour of 7; 10
p.m., in Council Chambers, City Hall, Federal Way, Washington.
Councilmembers Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
City Staff Present: City Manager J. Brent McFall, City Attorney Carolyn Lake, City Clerk
Maureen Swaney, Deputy City Clerk Chris Green.
II.
PLEDGE OF ALLEGIANCE
The flag salute was led by a Campfire group named the "Little Rosebuds".

CITIZEN COMMENT
M. C. Scheerer, 29300-11 th PI So, Federal Way, opposes the Redondo Road closure, and made
some suggestions to Council regarding the closing of other roads.
Nancv Ho¡!an, 33632-25th P. SW, Federal Way, also opposes Redondo Road closure, addressed
the homeless situation in the Twin Lakes area, and also expressed dissatisfaction with the
Council's actions with respect to the newly adopted landscape ordinance.
Mike McKasv, 31oo2-39th Ave SW, Federal Way, suggested restrictive covenants be placed
on legal documentation for the purchase of the visitation retreat property, to guaranty the
property will always be used for retreat and visitation purposes and not a public park.

HODe Elder, 30I05-2nd PI SW, Federal Way, on behalf of "Family Funland", expressed
concern about the lack of Council support for their fund raising recipe project.
MaNe Appleeate, 4712 SW 325th PI, Federal Way, spoke in opposition to proposed Palisades
Plaza project. Mayor Stead explained the Council is unable to hear comments at this time since
it could come before the governing body as a quasi-judicial matter; he said any concerns should
be directed to planning staff.
Kathv Schmidt, 4727 SW 325th PI, Federal Way, also spoke in opposition to proposed
Palisades Plaza project. Mayor Stead reiterated his earlier statement to Marge Applegate.
Ardith Butler, 4214 SW 325th, Federal Way, didn't address Councilmembers, but will submit
her concerns about the Palisades Plaza project to the City's planning staff.
Steve Tavlor, 529 SW 294th, Federal Way, spoke on behalf of the newly formed "Open
Redondo" group; he thanked the Council for their past support and requested their continued
support to maintain an open road.
Mayor Stead responded to the citizens who addressed the Council.

Mayor Stead moved to amend the consent agenda to include the appointment of three new Park
Commissioners--Karl Grosch, Jack Suchy and Margaret Nelson; second by Councilmember
Priest. Amendment to consent agenda passed as follows:

CITY MANAGER REPORT
Mr. McFall reminded Councilmembers of the Alderdale Park dedication scheduled for May
22nd, the joint meeting with Port of Tacoma Commissioners on May 26th, and the need for an
approximate one hour executive session prior to adjournment.
Councilmember Priest requested the City address the gang issue, based on information in the
Morning Tribune article; the issue will go to the Administration/Public Safety Committee, who
will work with the Youth Commission and Police Chief.

VI.
CITY COUNCIL REPORTS
Councilmember Templeton reported the next Land Use Committee meeting is scheduled for May
11th. Councilmember Gintz said the Administration/Public Safety Committee will be meeting
May 6th. Councilmember Gates announced a special meeting of the Regional Affairs/City
Improvement Committee will be held May 10th.
Mayor Stead reported the City Manager's evaluation was very favorable, however, due to the
economic position of the area, Mr. McFall will not receive a salary increase, but will receive
an additional three-day vacation each year.

Mayor Stead recessed the regular meeting at 8:10 p.m., and announced a one hour executive
session to discuss property acquisition pursuant to RCW 42.30.11O(b) and litigation pursuant to
RCW 42.30. 110(i).
Mayor Stead adjourned the executive session at 9: 15 p.m., and reconvened the regular meeting
at 9:15 p.m..
Motion by Councilmember Gintz to approve RESOLUTION NO. 93-142 "Application to King
County Open Space Bond Committee and King County Council for Reallocation of City's
Open Space Bond Fund Cor Acquisition of School Site #40"; second by Council member Gates.
