MINUTES
I.
CALL MEETING TO ORDER
Mayor Stead opened the regular meeting of the Federal Way City Council at the hour of 7:05
p.m., in Council Chambers, City Hall, Federal Way, Washington.
Councilmembers Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
City Staff Present: Acting City Manager Kenneth Nyberg, City Attorney Carolyn Lake, City
Clerk Maureen Swaney, Deputy City Clerk Chris Green.
II.
PLEDGE OF ALLEGIANCE
Deputy Mayor Marks led the flag salute.
III.
PRESENTATIONS
a.
Proclamation/Federal Way Community Blood Drive
Mayor Stead read and presented the proclamation to Kiwanis Vice-President Scott Brown.
b.
Certificates of Participation/School District Art Awards
Mayor Stead and Arts Commission Chair Nancy Jones presented the Federal Way School
District art awards to those students in attendance.
IV.
CITIZEN COMMENT
M. C. Scheerer, 29300-11th Place So, Federal Way, congratulated the City Council and City
Attorney for their victory on the Redondo Road issue, discussed the city's ban on fireworks and
expressed his support of better roads to help with the city's traffic congestion.
,Diana Noble-Gulliford, 2754 SW 314th St, Federal Way, requested Mayor Stead read her
comments into the record with respect to the appointments of new Planning Commissioners--she
urged the Council to select persons familiar with growth management.

ESTABLISHING A CIVIL SYSTEM OF DRUG FORFEITURE, PROVIDING
FOR A DISPOSmON FOR SUCH PROPERTY FORFEITED, ESTABLISHING
A SPECIAL ACCOUNT FOR PROCEEDS OF FORFEITURE ACTIONS AND
DEFINING THE AUTHORIZED USE OF THE PROCEEDS COLLECTED
PURSUANT TO THIS ORDINANCE.

Council member Templeton pulled item (e) of the consent agenda; Councilmember Gintz pulled
item (b); and Councilmember Priest pulled item (c).
Motion by Councilmember Templeton to approve consent agenda items (a), (d), (f) and (g);
second by Deputy Mayor Marks. Motion to approve the minutes, accept road project and
approve ORDINANCE NO. 93-177 "Maximum Speed Limits in City" and ORDINANCE
NO. 93-178 "Prohibiting Sale of Tobacco Products to Minors" passed as follows:

items. Following explanations by staff, Councilmember Priest moved to approve item (b) of the

With respect to the May 18th meeting minutes, Councilmember Gates noted the minutes didn't
reflect her second of Councilmember Priest's motion to approve the City's purchase of the
visitation property; all Councilmembers concurred with the addition to the May 18th minutes.
Councilmember Templeton said item (h) of the consent agenda had been overlooked, at which
time he moved to approve said item; second by Councilmember Gates. Motion to approve
ORDINANCE NO. 93-179 "Civil System of Drug Forfeiture" passed as follows:

Following discussion on specifics reflected in the April Financial Report, Councilmember Priest
moved to approve item (c) of the consent agenda; second by Deputy Mayor Marks. Motion to

Council member Templeton expressed his appreciation for the highly qualified individuals who
applied for the latest Planning Commission vacancies; he then moved to appoint Sandra
Rippentropp, William Shortt and Robert Vaughn to the City's Planning Commission; second by
Councilmember Tomlinson. Motion to approve item (e) of the consent agenda, appointing the
above named Planning Commissioners, passed as follows:

VI.
PUBLIC HEARING
Street Vacationl2nd Ave So between So 344th St & So 346th St
Mayor Stead opened the public hearing at the hour of 7:45 p.m., and called for citizen comment.
M. C. Scheerer, 29300-11th PI So, Federal Way, addressed the need for better roads and said
he is opposed to abandoning any property that could possibly been used for future roadways.
David Moore, 358l7-lOth Ave SW, Federal Way, expressed concern about the speed limit on
356th and the impact of increased traffic due to the future Tacoma Spur. He also inquired about
public notification requirements to homeowners in areas of proposed land developments.
There being no additional comment, Mayor Stead closed the public hearing at 7:52 p.m..
Following Council deliberation, Councilmember Templeton moved to accept the staff's
recommendation to approve the street vacation; second by Councilmember Gintz. Motion passed

At 8:05 p.m., Mayor Stead announced a short recess; he reconvened the regular meeting at the
hour of 8:10 p.m..
VII.
COUNCIL BUSINESS
Resolution/Campus Crest -Campus Highland Townhomes Concomitant Agreements
Modifications
Senior Planner Stephen Clifton presented the staff report and the Hearing Examiner's
recommendation for Campus Crest-Campus Highland Townhomes and responded to questions.
Gary Young of Polygon 2000 answered a variety of questions from Councilmembers and
distributed correspondence and project chronology information.
Council requested an executive session for purposes of review and additional discussion prior
to a vote being taken. At the hour of 9:05 p.m., Mayor Stead announced an approximate 10-
minute executive session pursuant to RCW 42.30.140(2).

Mayor Stead adjourned the executive session at 9:20 p.m., and reconvened the regular meeting
at the hour of 9:23 p.m..
Councilmember Templeton moved to affirm that portion of the Hearing Examiner's
recommendation labeled as Request B, on page 3 of the Hearing Examiner's recommendation
(which reduces buffers), and Sections 2, 3 and 4 of Request A as listed on page 2 of the Hearing
Examiner's recommendation which addresses: (2) funding of 10th, (3) define "proportional
share" and (4) define "proceeding"; AND. to deny Section 1 of Request A which seeks to extend
a guaranteed zoning designation for this property for a period of two years; second by
Council member Tomlinson. Motion passed as follows:

NOTE: The amended resolution will be brought back to full Council for a vote on June 15th.

CITY MANAGER REPORT
CDBG 1nterlocal with King County
Acting City Manager Nyberg waived the scheduled report, and announced the CDBG Interlocal
would be reviewed by the Regional Affairs/City Improvement Council Committee at their next
regularly scheduled meeting, and brought back to full Council at a later date.
IX.
CITY COUNCIL REPORTS
Council member Gintz reported the basket hoops are missing at the 312th sport court, and asked
when the pickle ball net would be installed at that location. He also asked for a status report
on the availability of the Golfun facility for community passive use, as it was scheduled for
opening by June 1st.
Councilmember Tomlinson inquired about the current status of the heliport study.
Councilmember Templeton announced the next meeting of the Land Use Committee is scheduled
for June 8th at 7:00 p.m..
Councilmember Gates said the June 22nd meeting of the Regional Affairs/City Improvement
Committee has been changed to June 21st at 7:00 a.m. (Note: the meeting was later changed to
June 14th at 7:30 a.m.).

Councilmember Gintz reported the Administration/Public Safety Committee will meet June 3rd
at 7:30 a.m.; he also asked when Wildwood Estates comes back to the full Council (Note:
scheduled for July 6th).
Mayor Stead announced the City was recently awarded a Certificate of Appreciation from the
Washington Association of School Administrators, in recognition and appreciation of outstanding
service to education and the young people of Washington State.
X.
EXECUTIVE SESSION
Potential Litigation - Pursuant to RCW 42.30.110(i)
The executive session was cancelled.
XI.
ADJOURNMENT
