MINUTES
I.
CALL MEETING TO ORDER
Mayor Stead opened the regular meeting of the Federal Way City Council at the hour of 7:02
p.m., in Council Chambers, City Hall, Federal Way, Washington.
Councilmembers Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
City Staff Present: City Manager J. Brent McFall, City Attorney Carolyn Lake, City Clerk
Maureen Swaney, Deputy City Clerk Chris Green.

PLEDGE OF ALLEGIANCE
Councilmember Gates led the flag salute.

PROCLAMATION
Mayor Stead read and presented the United Cerebral Palsy Association's proclamation to Greg
Payton, Executive Director for King and Snohomish Counties.
IV.
CITIZEN COMMENT
Lisa Grimes, 2120 So 279th PI, Federal Way, extended an invitation to all upcoming "Family
Funland" activities, including "Pennies from Heaven" scheduled for this weekend.
M. C. Scheerer, 293OQ-11th PI So, Federal Way, (1) made suggestions for debt payment on
Visitation property; (2) reported on traffic count at 293rd & 11th PI So location--presented a
petition and video for Council review; and (3) discussed street safety issues for children in the
Nautilus Elementary School area.
DoUl! Heinen, 1029 So 299th PI, Federal Way, discussed the high traffic volume on llth PI So
due to installation of stop signals at llth PI So and Dash Point Road; he also read a letter he
previously addressed to City Staff.
Mayor Stead advised the traffic concerns will be referred to the Public Works Department.

VI.
INTRODUCTION ORDINANCES
a.
Council Bill #56 - AN ORDINANCE OF THE CITY OF FEDERAL WAY,
WASHINGTON, PROVIDING FOR THE ISSUANCE AND SALE OF
LIMITED TAX GENERAL OBliGATION BOND ANTICIPATION NOTES OF
THE CITY IN THE AGGREGATE PRINCIPAL AMOUNT OF $2,600,000, IN
ORDER TO PROVIDE INTERlM FINANCING FOR THE ACQUIsmON
AND IMPROVEMENT OF PROPERTY; FIXING THE DATE, MATURITY,
FORM, TERMS AND COVENANTS OF SAID NOTES; AND AUTHORIZING
THE SALE OF SAID NOTES.
Mayor Stead presented the introduction reading and announced the draft ordinance will be
reviewed by the Administration Committee, with enactment scheduled for July 6th.
b.
Council Bill #57 - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF FEDERAL WAY, WASHINGTON, PROVIDING FOR THE
ISSUANCE OF A PROMISSORY NOTE IN THE PRINCIPAL AMOUNT OF
$2,660,651.00 IN ORDER TO PROVIDE INTERIM FINANCING FOR THE
ACQUIsmON OF PROPERTY; FIXING THE MAXIMUM AMOUNT OF
THE NOTE, THE MAXIMUM AMOUNT WHICH MAY BE OUTSTANDING,
THE MAXIMUM TERM AND INTEREST RATES TO BE BORNE THEREBY,
AND ESTABliSHING THE METHOD FOR PAYMENT OF THE DEBT.
Mayor Stead presented introduction reading. Mr. McFall advised this is an interim funding
action, with an immediate Council approval preferred for fmancial reasons.
Councilmember Templeton moved to suspend rules and place the ordinance for emergency
passage at this time; second by Councilmember Gates. Motion to suspend rules passed as

Following discussion, Councilmember Gintz moved to approve Council Bill #57; second by
Councilmember Tomlinson. Motion to approve Council Bill #57 - Ordinance No. 93-180
"Providing for Issuance of Promissory Note in Principal Amount of $2,660,651 to Provide
Interim Financing for Property Acquisition" passed as follows:

COUNCIL BUSINESS

Municipal Court Study Presentation
Naming of Campus Drive Park/School Site No.6
City Manager McFall introduced Keith Bumstead of Puget Sound Systems Group who presented
a brief background on the municipal court study. Mayor Stead announced the Administration
Committee will review the study at their July 1st meeting and bring the complete study back to
full Council on July 6th. Councilmember Gintz requested all Council members advise him of
any questions they might have, so those may be addresssed at the committee level.
Shirley Charnell of the Parks and Recreation Commission explained the selection process for
determining the name of the new park/school site. The School District is recommending the
name "Saghalie" following a student vote. Ms. Charnell advised the Commission concurs with
the name in light of the school vote, but actually prefers the name "Klahanee".
Councilmember Gates moved to accept the name of the new school/park site as "Saghalie";
second by Councilmember Tomlinson. Motion passed as follows:

Mr. McFall thanked citizen Barbara Gardner for recommending both names.

CITY MANAGER REPORT

King County CDBG Consortium Report
City Manager McFall explained the City needs to decide if it wants to participate in the King
County consortium to administer the CDBG program or continue administration through other
means, internally or by contract. Human Services Manager Nita Richardson responded to
Council questions and provided additional information for their consideration.

Motion by Council member Gates to join the King County consortium for the purpose of
administration of CDBG funds; second by Deputy Mayor Marks. Following additional
discussion, motion to approve joining the consortium passed as follows:

Deputy Mayor Marks asked to change his vote on the schooVpark name selection to an
opposition vote, in order to accept the Commission's recommendation of "Klahanee". All
members, except Councilmember Tomlinson, concurred. (Note: Councilmember Tomlinson
later allowed Deputy Mayor Marks to change his vote as requested, finalizing the vote at 6-1).
Mr. McFall reported on (1) the upcoming July 4th celebration and summer concert series; (2)
the City-Wide Capital Facilities Forum being held at Sherwood Forest Elementary School on
June 22nd; (3) public comment on the 1994 budget will be scheduled for July 6th regular
meeting; and (4) the Council Budget Retreat is scheduled for July 14th.
IX.
CITY COUNCIL REPORTS
Councilmember Priest reported on issues discussed at the last SCATBd meeting.
Councilmember Gintz questioned the emphasis patrol recently conducted in the 356th Street area.
Mr. McFall said he had already discussed the matter with Chief Evans.
Councilmember Gates reported on upcoming issues being discussed by the Regional Affairs/City
Improvement Committee, including support of the proposed creation of a 3-County Regional
Transit Authority. Mayor Stead said he would like to have the City send an aggressive letter
in support of the proposed RTA; all Councilmembers concurred.
Mayor Stead recommended the Administration Committee review the pllIpOses of the Parks and
Recreation Commission, followed by a joint meeting of the Council and Commission.
