CALL MEETING TO ORDER Deputy Mayor Marks opened the regular meeting of the Federal Way City Council at the hour of 7:10 p.m., in Council Chambers, City Hall, Federal Way, Washington. Councilmembers Present: Deputy Mayor Joel Marks, Councilmembers Ray Tomlinson, Ron Gintz, Lynn Templeton, Skip Priest. Absent: Mayor Bob Stead and Councilmember Mary Gates. .. City Staff Present: City Manager J. Brent McFall, City Attorney Carolyn Lake, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Council member Priest led the flag salute. ill. PRESENTATION Police Chief Bob Evans presented a Public Service Award to Aaron Chaffee. "Councilmember Gates arrived at 7:15 p.m., and Mayor Stead at 7:17 p.m.. IV. CITIZEN COMMENT Richard Keeton on homeless issue; Alma Regan, Campus Highland Homeowners, on proposed aquatic center parking lot; Laura Belvin on removing Wildwood Resolution from consent agenda for separate discussion; Ron Weigelt on sign ordinance; Bob Griebenow on returning grant funds; Richard Feutz on returning grant funds; Nick Grichuhin on poor conduct of persons frequenting the Steel Lake basketball court; Jim Handmacher (for property owners) on Wildwood Resolution; Barry Fisher (for development) on Wildwood Resolution. Council Bill #58 ENACTMENT - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, ADOPTING BY REFERENCE THE STATE STATUTES RELATING TO A CIVIL SYSTEM OF DRUG FORFEITURE AND ESTABLISHING A SCHEME FOR ADJUDICATION. (Repeals Ordinance 93-179, Sections 1-4) APPROVED ORDINANCE NO. 93-182 Change August 3, 1993 Regular Meeting Date to August 5, 1993 Resolution/Wildwood Estates Preliminary Plat Approval Acceptance of 1992 Asphalt Overlay Project d. e. f. Councilmember Templeton pulled item (e) of the consent agenda; Councilmember Gintz pulled item (b); Councilmember Gates pulled item (d). Motion by Councilmember Templeton to approve consent agenda items (a), (c) and (f); second by Councilmember Gintz. Motion to approve July 6, 1993 minutes, ORDINANCE NO. 93-182 "Civil System of Drug Forfeiture", and acceptance of 1992 Asphalt Overlay Project passed as follows: Stead Tomlinson Gintz Priest yes yes yes yes Marks Gates Templeton yes yes yes Questions on item (b) related to Funland expenditures. Councilmember Priest moved to approve item (b); second by Councilmember Templeton. Motion to approve voucher passed as follows: S tead Tomlinson Gintz Priest yes no yes yes Marks Gates Templeton yes yes yes Council discussion on rescheduling the next regular meeting date ended in no action being taken on item (d) of the consent agenda. The next regular meeting will be held August 3, 1993, and not August 5, 1993, as had been proposed. Under consent agenda item (e), Associate Planner Mike Thomas summarized proceedings to date in the plat application of Wildwood Estates. Council discussion was followed by briefresponses from Robert Denomy, attorney for applicant, and Jim Handmacher, attorney for opponents. Attorney Denomy renewed his earlier objections with respect to Councilmembers Gintz and Tomlinson, which challenges their participation in all Wildwood Estates proceedings. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES July 20, 1993 - Page 3 Following additional deliberation, the Council made a unanimous decision to hold a public hearing on all aspects of the plat at a special session scheduled for August 10, at 7:00 p.m., with no further remand to the Land Use Hearing Examiner. Councilmember Tomlinson requested and received permission to be excused from the public hearing on Wildwood Estates. VI. INTRODUCTION ORDINANCES a. Council Bill #59 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, REPEALING ACCEPTANCE OF FUNDS FROM METRO AND ISTEA, FOR A PROJECT COMMONLY KNOWN AS 23RD AVENUE S. IN THE TOTAL AMOUNT OF $605,000 REPEALING AUTHORIZATION FOR A COMMITMENT OF CITY MATCHING FUNDS AS REQUIRED FOR THIS PROJECT, REPEALING THE CREATION OF A GRANT FUND PROJECT FOR THIS PROJECT. (AMENDS ORDINANCE NO. 93-166). Mayor Stead presented introduction reading of the proposed ordinance. b. Council Bill #60 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, AMENDING THE CITY'S PARK REGULATIONS WITH RESPECT TO TRAFFIC VIOLATIONS COMMITTED WITHIN PARK PROPERTIES (AMENDS ORDINANCE 91-82). Mayor Stead presented introduction reading of the proposed ordinance. VII. CITY MANAGER REPORT Mr. McFall reported on the success of the recent City Facilities Planning Forum. He said he is currently working with the Water/Sewer and Fire Districts to reopen the Golfun property by the end of next week. He asked City Attorney Lake to brief the Council on sections of the city code addressing political signs. Councilmember Priest requested that copies of the recent Supreme Court decision on political and commercial signs be distributed to all Councilmembers. The Council previewed the city video prepared to assist presentations during their upcoming trip to Hachinohe, Japan. Vill. CITY COUNCIL REPORTS In response to Councilmember Priest, Chief Evans clarified Precinct #5 police activity in the Redondo road closure area. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES July 20, 1993 - Page 4 Councilmember Templeton announced the next Land Use committee meeting is scheduled for August lOth at 5:30 p.m., to allow committee members to attend the Council's special session at 7:00 p.m.. It was decided to make a request to the Human Services Commissioners to waive the grant deadline, to enable additional review of the Homestart staff request. Councilmember Gintz attended a recent Grouse Point Homeowners meeting where members requested "children at play" speed signs at 3Oth/342nd and 27th134Oth; Mr. McFall will have staff follow-up on the request. Councilmembers Gintz and Templeton expressed concern about the conduct of persons using the city's park facilities, and said the matter will be discussed at the upcoming Administration/Public Safety Committee meeting on August 5th. Mayor Stead reported the city has received a letter from the Kingdome Manager, asking the city to sponsor a 10 x 40 foot banner inside the dome facilities. He also reported on a letter from Steve Taylor regarding the full-time reopening of the northbound lanes of Redondo Road; the request will be reviewed by the Administration/Public Safety Committee, with their recommendation brought back to full Council at a later meeting. Mayor Stead congratulated Councilmember Gates on being invited to attend this Thursday's press conference for the announcement of appointees to the newly established Regional Transit Authority. Councilmember Gates reported the next meeting of the Regional Affairs/City Improvement Committee will be held on July 27th at 7:30 a.m.. She addressed concerns about the King County Conservation District funding and said she would keep the Council updated on future SCA activities on the issue. IX.
