CALL MEETING TO ORDER Mayor Stead opened the regular meeting of the Federal Way City Council at the hour of 7:05 p.m., in Council Chambers, City Hall, Federal Way, Washington. Councilmembers Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest. City Staff Present: Acting City Manager Steve Anderson, City Attorney Carolyn Lake, Deputy City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE A member of Boy Scout Troop. #355 led the flag salute. III. PRESENTATION Mr. Anderson presented this month's SPIRIT Award to Permit Specialist Fernando Fernandez. IV. CITIZEN COMMENT (1) John Metcalf inquired if public funds were used for the recent Council trip to Japan; (2) Margaret Nelson thanked the Council and Staff who were instrumental in opening French Lake Park for the enjoyment of citizens; (3) Margie Babb opposes the proposed park and ride at 21st Avenue SW and 344th. Accept S.W. 356th Street Improvement Project As Complete Councilmember Gintz pulled items (a) and (g) of the consent agenda for additional discussion. Motion by Councilmember Priest to approve the consent agenda, with the exception of items (a) and (g); second by Councilmember Templeton. Consent agenda items (b). Council Bill #61 - AN ORDINANCE OF THE CITY COUNCIL OF FEDERAL WAY, WASHINGTON, AMENDING FEDERAL WAY CODE SECTION 18- 122 (ORDINANCE NOS. 90-40, 91-109, 91-114, 92-130, 92-136, 92-137 AND 92-140) TO ADOPT THE KING COUNTY COUNTYWIDE PLANNING POLICIES AS CITY OF FEDERAL WAY SEP A POLICIES b. Council Bill #62 - AN ORDINANCE OF THE CITY COUNCIL; OF FEDERAL WAY, WASHINGTON, AMENDING FEDERAL WAY CODE SECTION 18- 122 (ORDINANCE NOS. 90-40, 91-109, 91-114, 92-130, 92-136, 92-137, 92- 140 AND 93--> TO AMEND THE PUBLIC NOTICE REQUIREMENTS FOR APPEALS OF SEPA DETERMINATIONS Mayor Stead presented introduction readings on both ordinances. VII. CITY MANAGER REPORT Acting City Manager Anderson (1) discussed a recent letter from the Human Services Commission regarding the homeless men shelter funding request; (2) announced the resignation of a member from Diversity Commission and reported a search would be conducted for a replacement; and (3) offered a clarification of the asphalt overlay memorandum to Council. A request to hold an executive session to discuss possible litigation prior to the conclusion of the meeting was approved. CITY COUNCIL REPORTS Councilmember Priest reported on recent SCATBd meetings and discussion of funding for the 348th Street project. Councilmember Templeton discussed recent Ethics Board interviews and said the new member would be appointed at the August 17th meeting; inquired about a date for a City Council/Parks and Recreation Commission joint meeting; and reported on a recent letter from the Mayor of the City of Des Moines regarding annexation boundary. He reported there is a Letter of Understanding for the Golfun property being circulated and approved by the City and the Federal Way Fire and Water/Sewer Districts. The Land Use Committee will meet on August 10th at 5:30 p.m.. Councilmember Gintz reported on the upcoming Administration/Public Safety Committee meeting scheduled for Thursday morning. Deputy Mayor Marks highlighted events of the Council's recent trip to sister city Hachinohe, Japan; he felt the trip was extremely beneficial and will help "bear fruit" for both sides of the ocean. Councilmember Gates and Mayor Stead provided additional information, and Mayor Stead expressed appreciation to Assistant City Manager Ken Nyberg and his wife Shirley, who personally donated and presented a beautifully carved totem pole to the City of Hachinohe on behalf of the City of Federal Way. Mayor Stead recessed the regular meeting at 8:19 p.m., and announced a 5-minute executive session to discuss potential litigation pursuant to RCW 42.30. 1l0(i) , with action anticipated. Mayor Stead adjourned the executive session at 8:29 p.m., and reconvened the regular meeting; he announced there would be no action taken. IX.
