PLANNING COMMISSION

MEETING MINUTES
1. CALL TO ORDER
Chair Bronson called the meeting to order at 6:3lp.m.
2. ROLL CALL
Commissioners present: Lawson Bronson, Hope Elder, Tim O'Neil, Tom Medhurst, Diana Noble-Gulliford,
Anna Patrick, Eric Olson, and Vickie Chynoweth.
Chair Bronson excused Commissioners Wayne Carlson and Jae So.
City Staff present: Planning Manager Keith Niven, City Attorney Kent van Alstyne, and Admin & Permit
Center Supervisor Kari Cimmer.
3. APPROVAL OF MINUTES
Chair Bronson approved the February 16, 2022 minutes, as corrected.
Two corrections were made to the draft minutes. Page 2; paragraph 19 was edited to begin with Chair
Bronson. Page 3, paragraph 5 was edited to begin with Chair Bronson.
4. PUBLIC COMMENT
Helen Kubik is concerned with the proposed project on I" Avenue S at the former Bally's location. She
would like to see the owner -occupied condominiums built.
5. COMMISSION BUSINESS
Mr. Niven addressed questions raised by Commissioners at the previous meeting. Commissioners asked
additional questions regarding the Sound Transit development process and the level of city involvement in
those processes.
Planning Manager Niven introduced Vickie Chynoweth who was recently appointed to the Commission.
Planning Manager Niven provided information regarding the Land Use Chapter's Policy section of the
Comprehensive Plan. This review will span several months, ultimately going to City Council in June, 2024
for approval.
Mr. Niven provided a list of staff proposed changes to the Land Use Chapter of the Comprehensive Plan
which can be found in the staff memo to the Planning Commission dated February 23, 2022. The discussion

items can be found in the 3/02/22 Agenda Packet, pages 24 of 32 through 32 of 32.Planning Manager Niven
responded to Commissioner questions regarding how the Potential Annexation Areas (PAA) may affect the
Federal Way School District and South King Fire and Rescue.
6. MANAGER REPORT
Planning Manager Niven encouraged Commissioners to reach out to him with questions. He noted the next
meetings will cover Natural Environments Chapter Goals, and Policies.
Mr. Niven reported the Community Development Department is hosting an Open House at the Performing
Arts and Event Center (PAEC) on March 24 beginning at 4:00 p.m. The open house will provide
information to the public on the Comprehensive Plan process.
He announced the next meeting of the Planning Commission will be held in person at City Hall in Council
Chambers.
Planning Manager Niven further reported on the progress of contract negotiations with Consultants OTAK
to provide input on the Subarea Plan for the development of the South Transit South project.
He stated the response to the Housing Initiative has been low; he will be reaching out to Consultants in this
field with the goal of encouraging more responses.
Mr. Niven provided a thorough update on the progress of Town Centre 3 (TC3) property, which is city
owned. Council has recently authorized the RFP to move forward. He explained the process and next steps
for this project. Commissioners thanked Mr. Niven for the update and asked various questions regarding the
future use and potential of this property. Staff would like to see the City Council authorize an Ad Hoc
Committee for the redevelopment of downtown.
7. NEXT MEETING
Planning Manager Niven announced the next meeting of the Planning Commission will be held on March
16, 2022, in person at City Hall in Council Chambers.
8. ADJOURNMENT
The meeting adjourned at 8:54 p.m.
