CALL MEETING TO ORDER Mayor Stead opened the regular meeting of the Federal Way City Council at the hç)Ur of 7:05 p.m., in Council Chambers, City Hall, Federal Way, Washington. Council members Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest. City Staff Present: City Manager J. Brent McFall, Acting City Attorney Londi Lindell, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Council member Templeton led the flag salute. III. PRESENTATION City Manager Brent McFall presented this month's Spirit Award to the Parks Department in recognition of their contribution to the success of the City's first Fourth of July celebration. IV. CITIZEN COMMENT Richard Keeton on Homestart funding; Cheri Harris-Smith on Visitation Retreat tours and Community Center/Senior Center naming; David Kaplan on Community Center/Senior Center naming and CDBG funds for center's elevator; Fred Pepper on Mayor's meeting with Korean community and filing of King County Conservation District lawsuit; Laura Belvin on Wildwood Estates Preliminary Plat Resolution. Council member Templeton pulled consent agenda items "i" and "j"; Councilmember Gintz pulled items "a", "e" and "1". Motion by Councilmember Templeton to approve items "b", "c", "d", "f', "g", "h" and ok"; second by Councilmember Gintz. Bob Griebenow was appointed to the 1-5 Task Force membership, with Lu Joslin and Sandra Rippentrop appointed as alternates. Council member Gintz inquired about the City's insurance payment to Stanford Insurance for vehicles #38 and #39; he asked for the number of vehicles currently in the City's fleet; Mr. McFall responded to the inquiry. Motion by Councilmember Templeton to approve the voucher, item "a" of the consent agenda; second by Council member Gintz. Motion passed as follows: Stead Tomlinson Gintz Priest Marks Gates Templeton yes yes yes yes yes yes yes FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES September 7, 1993 - Page 3 Council member Gintz asked if all previously listed conditions had been met for approval of the preliminary plat of Wildwood Estates; Councilmember Templeton inquired about the fee in lieu to satisfy the open space requirement; Councilmember Priest asked about the city's obligation to maintain the portion of property dedicated to the city to maximize site distance of the roadway curve; Councilmember Gates expressed concern about drainage and adequate control prior to final approval of the plat. Acting City Attorney Londi Lindell proposed two minor modifications to the resolution to address Council concerns, to-wit: (1) Exhibit D, page 3, section 8, a new sentence will be added as the second sentence--"The applicant proposes to provide compensating storage for any off-site flows tributary to the site and an infiltration system to handle such flows in accordance with City standards", and (2) change the existing second sentence to read--"The applicant proposes to collect all on-site drainage and direct it to the drainage pond at the south of the site where it will then be piped under the road to an existing culvert". Motion by Council member Priest to approve consent agenda item "e", Wildwood Estates preliminary plat resolution; second by Councilmember Templeton. Councilmember Gates proposed a friendly amendment to include the Acting City Attorney's suggested drainage clarifications; both maker and second of main motion concurred. Item "e" of the consent agenda, Resolution No. 93-150 "Wildwood Estates Preliminary Plat Approval" passed as follows: Stead Tomlinson Gintz Priest yes abstain * abstain * yes Marks Gates Templeton yes yes yes (* Due to earlier challenge of applicant) Council member Templeton introduced the proposed new commissioners for the following positions: Diversity Commission - Elsie Dennis; Youth Commission - Mariah Donaldson, Benjamin Carlson, Mohana Kumar, Michael Yadrick, Kristen Jacobsen, Paul Houillon, Nicholas Nowicki, Dara Ponareth Pich. Council member Templeton then moved to approve consent agenda items "i" and OJ" to appoint the above named new commissioners; second by Deputy Mayor Marks. Motion passed as follows: Stead Tomlinson Gintz Priest yes yes yes yes Marks Gates Templeton yes yes yes FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES September 7, 1993 - Page 4 During discussion of the proposed minibus bid award under item "1" of the consent agenda, Council member Gintz said he would like to negotiate with the King County Multi-Service Center Van-Go program rather than expending City funds for a vehicle, and Deputy Mayor Marks inquired about the use of CDBG monies for other programs if not specifically used for the minibus purchase. Mr. McFall explained the vehicle would also be used for senior and other Parks/Recreation programs, so would not be limited to only Human Services. Councilmember Priest requested the use of Multi-Service Center's vehicles be thoroughly explored prior to the Council's bid approval. Motion by Council member Tomlinson to table item "1", refer it to the Administration/Public Safety Committee for additional review and bring the committee's recommendation back to the full Council on September 21st; second by Council member Gintz. COUNCIL BUSINESS a. 1994 CDBG Local Policies Mr. McFall introduced Human Services Commission Chair Helen Middlebrooks, who provided the guidelines for allocation of the City's 1994 CDBG funding and King County's CDBG Consortium Policy Plan regulations, and answered a wide range of Council questions. Motion by Council member Templeton to approve the City's proposed 1994 CDBG local policies; second by Council member Priest for discussion purposes. Following additional discussion, Council member Gates offered a friendly amendment to include a statement--"to reflect the profile of needs of all populations in the City"; the maker and second of the main motion concurred. Motion to approve the main motion, including the friendly amendment, for the 1994 CDBG Local Policies passed as fol1ows: Stead Tomlinson Gintz Priest yes yes yes yes Marks Gates Templeton yes yes yes FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES September 7, 1993 - Page 5 b. 1994 CDBG Proposed Use of Funds Ms. Middlebrooks and Human Services Manager Nita Richardson responded to Councilmember inquiries and provided additional information on the proposed use of 1994 CDBG funds, including capital projects, public service projects and planning/administration. Mr. McFall explained it is necessary to designate the City's proposal in time for the Consortium's October 1st deadline, but reiterated the City is not locked into specifics at this point. Councilmember Templeton moved for approval of the proposed use of 1994 CDBG funding as presented; second by Deputy Mayor Marks. Recommendation for 1993 Emergency Shelter Services for Homeless Persons Ms. Middlebrooks said the commission was unaware of the Homestart program's 501 IRS status until introduced by Mr. Keeton this evening. In response to his request, she explained the commission is concerned about the recent events involving the program and said the commissioners are open to the possibility of reviewing and making funding recommendations for Homestart at a later date, but do not feel comfortable in doing so at this time. Motion by Councilmember Tomlinson to give $5,000 to the Federal Way Community Caregiving Network (FWCCN) and $4,600 to the Homestart program, since the FWCCN did not make a request for the additional available funding; second by Councilmember Gintz for discussion purposes. Mayor Stead said the Council's earlier request wasn't specific as to "single homeless men", and said he would like to identify "single homeless people" in the program description. The Mayor then presented a friendly amendment to reflect "single homeless people" status for the $5,000 funding recommendation to the FWCCN, and to specify the additional $4,600 funding to the Homestart program for homeless men at the Carpenter House only shelter; the maker and second of the main motion accepted the Mayor's friendly amendment. Councilmember Templeton requested a 3-minute recess. Mayor Stead announced a short recess at the hour of 8:57 p.m., and reconvened the regular meeting at 9:09 p.m.. Following additional discussion on funding of the Homestart program, Councilmember Tomlinson called for the question--he also requested that staff monitor all payments to Homestart. CITY MANAGER REPORT Mr. McFall introduced an agenda bill to approve a name for the City's new community/senior center. The Parks and Recreation Commission has recommended the City Council approve the name of "Klahanee Lake Community Center". Motion by Councilmember Gates to accept the Commission's recommendation of "Klahanee Lake Community Center" for the new senior/community center; second by Deputy Mayor Marks. Motion passed as follows: Stead Tomlinson Gintz Priest yes yes yes yes Marks Gates Templeton yes yes yes Mr. McFall extended an invitation to the Mayor and Council to attend the Klahanee Lake Community Center's grand opening on September 15th. He reported the possibility of traffic congestion on 336th Street between 28th SW and 35th SW due to the commencement of a street overlay project. He also reminded Councilmembers of their joint meeting with the Tacoma City Council on September 21st, with the agenda to be announced. Councilmember Gates suggested sister city programs as a possible topic for the study session. Deputy Mayor Marks suggested Federal Way Councilmembers get together prior to the meeting with Tacoma officials. Vill. CITY COUNCIL REPORTS Councilmember Templeton reported the Land Use Committee will meet September 14th. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES September 7, 1993 - Page 7 IX. EXECUTIVE SESSION Mayor Stead recessed the regular meeting at 9:38 p.m., and announced a IS-minute executive session to discuss litigation pursuant to RCW 42.30.110(i), and announced that no action is anticipated at the conclusion. Mayor Stead adjourned the executive session at 10:00 p.m., and reconvened the regular meeting. x.
