TACOMA CITY COUNCIL AND FEDERAL WAY CITY COUNCIL JOINT STUDY SESSION MINUTES 6th Floor Conference Room September21,1993 Mayor Vialle called the study session to order at 12:05 p.m. Tacoma Council Members present: 6 - Baarsma, Evans, McElliott, Miller, Silas and Mayor Vialle. Absent: 3 - Moss, Mykland and Nielsen. Federal Way City Council Members present: 6 - Gates, Gintz, Marks, Priest, Tomlinson and Mayor Siead. Absent: 1 - Tampleton. Council Members introduced themselves to each other. Mayor Vialle called on Joe Quilici, Planning and. Development Services Department, and Larry Springer, Federal Way Planning Department, to provide updates on growth management activities. Mr. Quilici covered Growth Management and the development of the growth management plans. Mr. Springer provided an overview of their planning areas. Federal Way Assistant City Manager Ken Nyberg then discussed joint efforts wiih respect to mapping. He indicated that staff will be meeting quarterly to look at items impacting both areas and stated that the information exchange to date, including GIS information, has been beneficial. Phillip Keightley, Federal Way Public Works Director, and Bruce Robinson, Public Works Department, discussed GIS activities and the work done to date. Mr. Robinson indicated that they are currently working on facilities such as light, water and sewer and then outlined the steps taken by Federal Way, when it incorporated, to develop the mapping system. Staff then provided information on projected traffic patterns in Federal Way through the year 2010 indicating where probable areas of impact will be and discussing some proposals for mitigating traffic. Council Members discussed development issues. Bili Larkin, Public Works Department, discussed controls placed on development to mitigate problems of erosion control after 1990. Mayor Vialle reviewed the Neighborhood Council program and indicated that a neighborhood council is forming in Northeast Tacoma to work on related areas. The Mayor called on Steve Klein, Light Division, to discuss steam plant activities and address concerns about burning materials used at the plant. Mr. Klein responded that a meeting would be conducted at the steam plant. Council Member Evans added that a meeting was being conducted at Sea-Tac to consider air traffic patterns.
