STUDY SESSION - 7:30 a.m.
CALL MEETING TO ORDER
Mayor Stead opened the study session of the Federal Way City Council at 7:30 a.m., in Council
Chambers, City Hall, Federal Way, Washington.
Councilmembers Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
City Staff Present: City Manager J. Brent McFall, City Clerk Maureen Swaney, Deputy City
Clerk Chris Green.

DEPARTMENT PRESENTATION
Public Works Director Philip Keightley presented his department's 1994 proposed budget and
responded to questions by Council members.
III.
ADJOURNMENT
Mayor Stead adjourned the study session at the hour of 9:02 a.moo

Mayor Stead opened the special session of the Federal Way City Council at 9:04 a.m., in
Council Chambers, City Hall, Federal Way, Washington.
Councilmembers Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
City Staff Present: City Manager J. Brent McFall, City Clerk Maureen Swaney, Deputy City
Clerk Chris Green.

II.
EXECUTIVE SESSION
- City Manager Evaluation/Pursuant to RCW 42.30.1l0(g)
Mayor Stead recessed the special session at 9:04 a.m., and announced a 30-minute executive
session for City Manager evaluation pursuant to RCW 42.30. 1l0(g) , with action anticipated at
the conclusion.
At 9:35 a.m., the executive session was extended for an additional 15 minutes. At 9:45 p.m.,
Mayor Stead adjourned the executive session and all Councilmembers, with the exception' of
Councilmember Templeton, returned to Council chambers. Mayor Stead announced he would
reconvene the special session when all Councilmembers are present. Councilmember Templeton
and City Attorney Lake entered the chambers at 9:50 a.m., at which time Mayor Stead
reconvened the special session.

COUNCIL BUSINESS
- Consideration of City Manager Contract
Deputy Mayor Marks moved to honor the negotiations between the City Council and City
Manager, and to accept the voluntary resignation of Mr. McFall; second by Councilmember
Tomlinson. Motion passed as follows:

ADJOURNMENT
There being no further business to come before the Council, Mayor Stead adjourned the special
session of the Federal Way City Council at the hour of 9:51 a.m., and announced a brief
