CITY/CHAMBER ECONOMIC DEVELOPMENT BOARD JOINT MEETING

A joint meeting was held between the City Council and the City/Chamber Economic
Development Board on Wednesday, January 20, 1993. The meeting began at 7:40 am and
concluded at approximately 8:55 am. Those in attendance included Mayor Bob Stead,
Counci1member Ron Gintz, and Counci1member Skip Priest; board members David lones, Mark
Freitas, and Zaran Sayer. City staff included Assistant City Manager Ken Nyberg, Finance
Director Deborah Larson, Public Works Director Philip Keightley, Planning Manager Larry
Springer, Land Use Manager Greg Moore, Senior Planner Greg McCormick, Management
Assistant Dena Laurent, and Executive Assistant lann Hopkins. Consultants from Apogee
Research and Makers were also present.
Planning Manager Larry Springer opened the meeting by stating that its purpose was to review
information and alternatives, obtained as part of the CityShape community profile, that would
provide economic development direction for the future of Federal Way. Mr. Springer noted that
data that the Economic Development Board intended to gather was, in large part, already
available through the CityShape profile being presented.
He then introduced consultants Ben Frerichs and Lisa Barnes (Apogee Research), John Owen
(Makers), and lane Arst (media relations and public information consultant), and Mr. Frerichs
began his review of the economic profile information. He explained that three alternatives were
being presented, each of which would have a different impact on the community: Federal Way
as a suburban center, Federal Way as an emerging city, and Federal Way as a diverse
employment center. Mr. Frerichs pointed out that the third alternative would be the most
aggressive. A fourth alternative could be a hybrid of the previous three.
Mr. Frerichs then explained the timeline for the CityShape project, indicating that land use
concepts and economic scenarios should be matched up by April or May, at which time they can
be tested against the transportation model and public services. By September there should be
three complete plans (capital facilities included) for consideration. After that, the selected plan
can be pursued.
