CALL MEETING TO ORDER
Mayor Gates opened the Special/Study Session of the Federal Way City Council at 5:00 p.m.,
in Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Hope
Elder, Ron Gintz, Mike Park and Skip Priest. Councilmember Jack Dovey's absence was
excused.
City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris
Green and Deputy City Clerk Bob Baker.

PUBLIC SAFETY DEPARTMENT
a.
Status Report
Jim Murphy addressed Council regarding the future Police Department. He reviewed the Police
Services Vision & Values Statement as well as the organizational chart for the Police Services
Department. The model proposes 112 full time employees. This number may change once a
director is hired and after data is collected post-deployment. The Police Services Director
should be hired by the end of the year. The city has purchased some police vehicles at this
point. Additionally, the initial police force shall be on the street on November 16, 1996.
b.
Review of Communication and Dispatch Options
Mðhdi Sadri reports on the key components necessary to have a successful communication and
dispatch center such as staffmg, equipment for enhanced 911, computer aided dispatch, consoles,
access to records and radio frequencies. The City, at this point, has four (4) options for a
dispatch center. They are:

The City of Federal Way Dispatch Center (our own);
City and Fire District - Fire District 39 owns and operates a center for several fire
districts and has recently been awarded dispatch for the City of Normandy Park Police.
Staffing would need to be increased; existing equipment needs upgrading and ongoing
maintenance costs would exist. The center would handle all police calls for the City of
Federal Way. This is a plus due to the fact the dispatchers are already familiar with the
Federal Way area.

Councilmember Elder moved to accept the status report on Public Safety Services and direct the
City Manager to proceed into the implementation phase and prepare an interlocal agreement with
Fire District 39 regarding 911 dispatching/communications for the City Council approval; second
by Councilmember Gintz. The motion carried as follows:

Testing/Hiring Process
Mr. Murphy discussed the four (4) options for the testing/hiring process for police
officers/personnel. They are:

Oral interviews for lateral entry officers;
Video testing and written exam; or
Written test battery including verbal skills; occupational/personality & job match
Councilmember Elder moved to implement option number four (4); second by Councilmember
Gintz. The motion carried as follows:
