CALL MEETING TO ORDER
Mayor Gates opened the Regular Meeting of the Federal Way City Council at 7:00 p.m., in Council
Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Hope Elder,
Ron Gintz, Michael Park, Skip Priest and Jack Dovey.
City Staff present: Deputy City Manager Philip Keightley, City Attorney Londi Lindell, City Clerk
Chris Green and Deputy City Clerk Bob Baker.

PLEDGE OF ALLEGIANCE
Deputy Mayor Watkins led the flag salute.

SWEARING IN CEREMONY/Oaths of Office for Elected Officials
City Clerk Chris Green administered the Oaths of Office to Jack Dovey, Mary Gates, Ron Gintz &
Michael Park. After all successful candidates were sworn, they signed their Oaths of Office. Mayor
Gates noted this was a first time all Councilmembers who chose to run for re-election were
successful.
IV.
CITIZEN COMMENT
Paul Rennord spoke against the Airport Coalition. He urged the Council not to "join a club" which
has dues. He challenged the Council to inquire with citizens regarding their being in favor of, or
opposed to spending the money for the Coalition.
Betty Beier, Brigadoon Elementary School Board President, read from a letter signed by the School
Board which, in part, read the School has been embroiled in a fight to determine the best way to
protect the children from the dangerous traffic situation in the area. For years, the School felt isolated
from the City and its workings. Now things are beginning to change due to a group of dedicated City
people who not only say that they care, but act accordingly. Councilmembers Priest and Elder were
praised for attending a meeting where people perused options, heard opinions and gave guidance.
Ed Swan was said to be effective in teaching them to come together as a community and how to

become involved in the workings of the city and finally, the Board expressed deep gratitude and
admiration for the work being done by Saeid Daniari and his staff. "In that we are a school
organization, it is appropriate that we give him an A+."
Mayor Gates acknowledged Mr. Rennord's comments and informed him they were heard clearly. She
thanked Ms. Beier for the very nice letter and informed her City Manager Nyberg prompted all to
action.
Mayor Gates recessed the regular meeting for a brief reception honoring the swearing-in of all re-
elected Councilmembers.

Item (f): Councilmember Dovey asked for clarification on the Transportation Bond. Ms. Wang
reviewed a memorandum which was presented to the Council.

Item (g): Councilmember Gintz asked if this matter was passed in the budget. Ms. Wang stated
there was a grant in CIP Parks Budget. Ms. Schroder stated it was a 1995 CIP approved budget
item. She began the process in May. Delays in the project are due, in part, to changes in school
personnel. The school district is now committing to $25,000.00 for the project -- a reduction fÌ'om
what was anticipated. Councilmember Gintz is in favor of matching the school district in partnership
50/50 through the entire project ($25,000.00 fÌ'om the school and $25,000.00 fÌ'om the City). This
would leave a balance of$25,OOO.00 fÌ'om the originally planned project in the City's budget. The
disposition of said remaining funds would be determined by the City Council. Councilmember Dovey
urged the remaining $25,000.00 be maintained in the ParkslRecreation budget.
Councilmember Gintz moved to match the school's $25,000.00 with $25,000.00 fÌ'om the City;
second by Councilmember Elder. The motion carried as follows:

CITY MANAGER REPORT
Acting City Manager, Philip Keightley reported Mr. Nyberg is in San Diego reviewing references of
one of the finalists for the Police Services Director position. He will travel to Colorado, next week,
for the same purpose.
IX.
CITY COUNCIL REPORTS
Councilmember Dovey reported the next ParkslRec. Committee Meeting is 1/16/96 at 8:00 a.m.
He further reported the Committee has received a prioritized 1996 Work Plan list ITom the
ParkslRecreation Commission to be reviewed at Council's retreat in January.
. Councilmember Elder reported the Human Services Commission held their Christmas party last night.
As a commission, they are concerned with cuts in next year's budget. She also announced interviews
for vacancies on the commission will be taking place shortly. Finally, she reported the official vote
from SCATBrd this a.m. was to oppose the SR 509 Extension.
Deputy Mayor Watkins reported he has enjoyed his years on the Council and wished all a Merry
Christmas.
Councilmember Gintz' report was "ditto" to that of Deputy Mayor Watkins. He had no official
report.Councilmember Park reported the quarterly meeting with the Korean/American Leadership
Group is set for Thursday, December 21, 1995, at 6:30 p.m., in Council Chambers.

Mayor Gates announced the Suburban City Appointments Meeting was set for 12/20/95. She
anticipated the following (semi-tentative) appointments:
Councilmember Priest sha1l serve on the Growth Management Planning Committee.
Councilmember Gintz shall serve on the Regional Policy Committee.
Councilmernber Elder sha1l serve on the CDBG Distribution Committee as a large-city representative.
Councilmember Park shall serve on the Jail Advisory Committee.
Deputy Mayor Watkins shall continue working on the airport issues.
One representative will be necessary on the Emerging Issuès Committee.

Mayor Gates recessed the Regular Meeting at 7:57 p.m., to begin the Executive Session for
approximately 30 minutes, with action anticipated. At 8:27 p.m., Acting City Manager Keightley
reported 10 additional minutes were necessary. At 8:49 p.m., Acting City Manager Keightley
announced another 10 minutes were necessary.
XI.
ADJOURNMENT
At 9:05 p.m., Mayor Gates adjourned the Executive Session and reconvened the Regular Session.
Councilmember Dovey moved for approval to authorize acquisition of certain real property, located
about the 341st Street Block of SR 99, fTom Wayne B. & Dagmar Q. Knight, Jane Cloe, and the
Andrew J. Slisco Limited Family Partnership II, which property is required by the City to construct
and maintain the Kitts Corner/South 336th Regional Detention and Wetland/Stream Restoration
Project, for the purchase price of $273,209.35, plus reasonable customary closing costs; second by
Councilmember Gintz. The motion carried as follows:

Deputy Mayor Watkins moved the City join the Airport Communities Coalition as a full member in
1996 and that the $100,000.00 previously budgeted by the City Council for the Air Transportation
Legal Strategies in 1996 be allocated toward such membership, subject to the City Council's approval
ofthe Interiocal agreement to be entered into between ACC and the City; second by Councilmember
Elder. Discussion ensued. The motion carried as follows:
