MINUTES
1.
CALL MEETING TO ORDER
Mayor Mary Gates and President Helen Pepper opened the Joint Study Session meeting of
the Federal Way City CouncillBoard of Education at 2:00 p.m. at the Visitation Retreat
Center, 3200 SW Dash Point Road, Federal Way, Washington.
City Council Present: Mayor Mary Gates; Deputy Mayor Phil Watkins; Council Members
Ray Tomlinson; Skip Priest; Ron Gintz; Hope Elder; and Jack Dovey.
City Staff present: City Manager Ken Nyberg; Assistant City Manager Philip Keightley;
City Attorney Londi Lindell; Director of Parks, Recreation & Cultural Services Jenny
Schroder; Patrick Briggs; and Cathy Rafanelli.
School District Staff present: Board Members: President Helen Pepper, Vice President Gail
Pierson, Legislative Representative Ann Murphy, Director Linda Hendrickson, and Director
Orlando Trier; Superintendent Thomas J. Vander Ark and Assistant Superintendent Donn
Fountain.
II.
ISSUES OF MUTUAL INTEREST AND COOPERATION
a. FACILITIES AND FIELDS
Discussion on the importance of decisions being made in a timely manner took place. Items
mentioned included the completion of interlocal agreements, better communication regarding
field development and use of CDBG funds, and improved coordination on use of school
facilities.
A Performing Arts Center was briefly discussed. The City Council and School Board felt
this could be considered as a collaborate effort if there is strong community interest.
Further discussion included improved involvement in initial planning stages for various
projects; joint effort in addressing the traffic and safety concerns of the community. The
City Council requested that they be advised of any surplus property that the School District
may wish to sell. It was suggested that a School Board member attend the Parks &
Recreation Committee Meetings when mutual items are discussed. City staff will provide a
copy of the meeting dates and agendas.

The positive working relationship between Federal Way Schools and City staff seems to be
working well. Joint development of fields and need for additional facilities was discussed.
Discussion included plans, if any, for Truman High School. We want to plan ahead and set
aside funds if this property would be on the school's surplus list; also possibly consider
trade/exchange on property.
The City sees a real need to plan now as CDBG funds and King County Grant funds have 20
and 10 year investment requirements respectively.
b.
SAFETY TASK FORCE
Mr. Keightley distributed a Community Safety Task Force 1995 Work Program Outline.
Discussion followed concerning neighborhood building/stabilizing.
The school is the center of the neighborhood and moving students from one school to another
upsets the balance. We need to work together to ease any moves as these decisions have an
impact on crime. If students are allowed to choose schools, boundaries will be affected even
more. School district is working with Mr. Springer to be kept abreast of permit/rolling
changes.
c.
Y.E.S. (YOUTH ENGAGED IN SERVICE)
Students and advisors from Y.E.S. distributed a brief overview of their program. Teens are
involved in all areas of philanthropy/service, and assume decision-making roles with the
guidance of educators, family members, funders, and non-profit actors. To participate in. the
program, students agree to improve in areas of achievement (grades), attendance, and/or
attitude.
d.
CITY/SCHOOL DISTRICT VISION FOR THE FUTURE
Inquiry from the City Council on what they could do to help the School District. School
Board members indicated a desire to be included with Federal Way annexations

Ways to streamline/use capital investment to better serve the community.
Additional parks/roadway planning with a trail system for youth to use to
get around the City.
Provide visibility to joint efforts done together.
A visual of public/school properties was distributed. School officials
were asked to review and provide comments at a later date.
Recommended that two members from both the City Council and School Board
meet to develop items for future discussion.

The meeting of the Federal Way City Council/Board of Education Joint Study Session was
