CALL MEETING TO ORDER Mayor Gates opened the regular meeting of the Federal Way City Council at 7:00 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Jack Dovey, Hope Elder, Ron Gintz, Skip Priest. Excused absence: Ray Tomlinson. City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, Acting City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Deputy Mayor Watkins led the flag salute. III. CITIZEN COMMENT Dawn Schmidt, on behalf of Lori Bielinski and the American Massage Therapy Association - read Ms. Bielinski's statement in support of the proposed massage business ordinance, and thanked City Attorney Londi Lindell and her staff for their cooperation in developing the appropriate language and the drafting of two separate ordinances. Mayor Gates thanked the AMTA for their input and thanked Councilmember Elder, her committee and City Attorney Lindell for their conscientious work during the drafting process. IV. Mayor Gates informed Councilmembers of the need to add Council Business to the agenda for the following two items: (1) COPS MORE Grant and (2) Vision 2020. Councilmember Priest proposed a friendly amendment to the main motion to add SSB5038 as a third item to Council Business; both maker and second of the main motion concurred. Motion by Councilmember Gintz to approve RESOLUTION NO. 95-198 "1995 Solid Waste/Recycling Grants Acceptance", with the added "whereas" paragraph; second by Deputy Mayor Watkins. COPS MORE Grant Mr. Nyberg called on Management Assistant Dena Laurent to provide Councilmembers with an update from the March 2 meeting of the Public Safety/Human Services Council Committee, with respect to the grant program. Since the application deadline is March 17, it is necessary for the Council to make a decision at this time. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES March 7, 1995 - Page 4 Motion by Councilmember Elder to approve the city's application for the COPS MORE Grant Program as outlined in Ms. Laurent's memo dated March 7, attached hereto as Exhibit "A"; second by Councilmember Dovey. Vision 2020 Councilmember Priest presented a draft letter for delivery to the Growth Management and Transportation Policy Boards of the Puget Sound Regional Council regarding Vision 2020 and the Metropolitan Transportation Plan, which letter supports the 1995 implementation actions identified in Vision 2020. More particularly the development of a transportation financing strategy and identification of specific transportation improvements. The letter also supports required voter approval for any future financing sources. Since the PSRC must receive all responses by March 9, the Council needs to make a decision at this time. Motion by Councilmember Priest to forward the letter 'to PSRC Boardmembers; second by Councilmember Gintz. SSB5038 Councilmember Priest presented a draft letter on interlocal service agreements (SSB5038) for Council review and approval, which would then be forwarded to King County Executive Gary Locke and Metropolitan King County Council Chair Kent Pullen. The letter urges regional cooperation and coordination to resolve regional service and financing issues without the necessity to convene an additional countywide forum; however, if a new initiative is deemed necessary, the Federal Way City Council would support the use of an existing venue, such as the Regional Policy Committee or the Growth Management Planning Council. Motion by Councilmember Priest to forward the letter to KC Executive Gary Locke and Metro/KC Council Chair Kent Pullen; second by Mayor Gates. CITY MANAGER REPORT Mr. Nyberg thanked staff for their input in preparing the draft letters for Vision 2020 and SSB5038. As informational--Councilmembers have received a memorandum regarding the multi- family recycling program and a summary of their recent retreat. He announced he will be joining Councilmember Tomlinson at the National League of Cities Conference in Washington D.C., to attend sessions addressing policing and public safety. During his absence from the city on March 9-14, Philip Keightley will serve as Acting City Manager; Greg Moore and Cary Roe will serve as Acting Assistant City Managers. Mr. Nyberg reminded Councilmembers of the need for a short executive session to discuss potential litigation, with the possibility of action being necessary. VIII. CITY COUNCIL REPORTS Deputy Mayor Watkins complimented Senior Planner Greg Fewins for his extraordinary analysis of all phases of the 1995 regional air transportation strategy issue. Councilmember Priest reported the Planning Commission should conclude its public hearing on the sign code revision tomorrow night. Following the commission's recommendation, the Land Use/Transportation Committee will hold a public hearing and invite the full Council to attend. Councilmember Gintz reported the next meeting of the Finance/Economic Development Committee will be held on March 23. Councilmember Elder applauded staff for the recent success of the city's fifth birthday celebration. The Public Safety/Human Services Committee will meet on April 7 at 7:30 a.m.. In Councilmember Tomlinson's absence, Deputy Mayor Watkins reported the next meeting of the Parks/Recreation Committee is scheduled for March 13. He thanked committee chairs for keeping their retreat commitment to conduct effective and brief meetings. Mayor Gates also thanked staff for their dedication and hard work on the birthday celebration special events. She reminded everyone of the upcoming RTA election on March 14. EXECUTIVE SESSION Potential Litigation/Pursuant to RCW 42.30. 110(i) Mayor Gates recessed the regular meeting at 7:56 p.m., and announced a IS-minute executive session to discuss potential litigation, with the possibility of action being taken at the conclusion of the session. Mayor Gates adjourned the executive session at 8:05 p.m., reconvened the regular meeting and reported there is no action to be taken. x. Grant applications are due March 17, necessitating full Council consideration at your March 7 meeting. Overview COPS MORE will make grants to local law enforcement agencies to purchase equipment and technology, to procure support resources (including civilian personnel), and to pay overtime. Agencies which have received other COPS grants are eligible to apply under COPS MORE, however, any prior award may be considered in the assessment for additional resources under COPS MORE. Any grant funding must be in addition to, and not in lieu of, an agency's funded budget plans as of October 1, 1994. COPS MORE grants are for one year. Maintenance and upkeep will be the responsibility of the grantee. Support resources and overtime grants may be renewed for up to two additional years. The federal share of these grants may not exceed 75% of the cost of technology, equipment, support resources or overtime. . Application In the 1995, the City Council reduced by one the number of police officers the City contracts for and increased the number of Community Service Officers (CSOs) by three. Two additional vehicles are needed to optimize their community policing efforts. The Committee also supported application for funding of police overtime. The overtime would be used to support additional patrol at SeaTac Mallon weekends and during the summer in the parks. Finally, the Committee supported the potential purchase of office equipment to support a police substation. Cost Grant Funding.
