Council MIN 04-04-1995 Special FEDERAL WAY CITY COUNCIL City Council/Planning Commission Joint Public Hearing Council Chambers - City Hall April 4, 1995 - 5:30 p.m. MINUTES I. CALL MEETING TO ORDER Mayor Gates opened the Federal Way City Council/Planning Commission joint public hearing at 5:35 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Jack Dovey, Hope Elder, Ron Gintz, Skip Priest, Ray Tomlinson. Planning Commissioners present: Mark Freitas, Duane Denny, Diana Noble-Gulliford, Rick Feutz. City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris Green. II. PUBLIC HEARING/Comprehensive Plan Vision COPP Director Larry Springer provided the briefing on the Comprehensive Plan Vision. Mayor Gates then opened the public hearing at 5:55 p.m., and invited citizen comment. CITIZEN COMMENT Tom Bigford - feels the Good Guys building is a poor example of structures permitted in the City; Alex Klovza1 - supports a multi-family high density designation for his property; Raymond Frey, representing a group of property owners - supports business park zoning for light and heavy industrial use of their property; Dave Hopkins - supports multi-family usage for his property; Rodger Anderson, representing the Seattle-King County Association of Realtors - offered assistance to the City for establishing low/moderate housing and furnished written material showing current housing availability in Federal Way and surrounding communities; Greg Powers, Chair of the Federal Way Chamber - feels the City Council is doing a good job and said the Chamber would like to see the selection of a Korean Sister City in the future; David Kaplan, speaking as a private citizen - addressed the capital facilities (pages 26 and 27) concerning the level of service for parks and feels there is a need for additional discussion to identify park properties; David Harris - feels the City has adequate parks at this time and prefers ORIGINAL FEDERAL WAY CITY COUNCIL/PLANNING COMMISSION JOINT PUBLIC HEARING April 4, 1995 - Page 2 quiet neighborhood parks to larger ones; Rob Rueber - expressed concern that the proposed business park usage for the 348th Street area has growth limitations, and said he feels the City should support expansion for that area, as it won't compete with the 320th area; Cal King - supports relaxed standards for gravel roads in undeveloped areas; Margaret Nelson - read a memo written by former City Manager Brent McFall with respect to future park properties and said she feels the capital facilities plan needs to be rewritten; Nancy McEleney - stated we are not the owners of land, only the caretakers, and said there must be a balance in all areas. There being no additional citizen comment, Mayor Gates closed that portion of the public hearing at 6:45 p.m., and Mr. Springer responded to additional Council inquires. ill.
