MINUTES
I.
CALL MEETING TO ORDER
Mayor Gates opened the regular meeting of the Federal Way City Council at 7:06 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Jack
Dovey, Hope Elder, Ron Gintz, Skip Priest, Ray Tomlinson.
City Staff present: City Manager Ken Nyberg, City Attorney Landi Lindell, City Clerk Chris
Green.
II.
PLEDGE OF ALLEGIANCE
Councilmember Gintz led the flag salute.
III.
PRESENTATIONS
Mayor Gates introduced Metropolitan King County Councilmember Peter von Reichbauer, who
presented the City with a key to a 15 passenger GMC van, representing a partnership between
King County and Federal Way. The van will be used to transport senior citizens.
City Manager Nyberg announced this month's SPIRIT award honors Associate Planner Deb
Barker for her outstanding contribution in planning the last five city open house events. She
thanked City staff and other agencies for their support in making the event a great success.
Mayor Gates read and presented the Building Safety Week proclamation to Dick Mumma,
Building Official. Mr. Mumma thanked Mayor Gates for the proclamation, and invited everyone
to stop by the Community Development office for informational materials.
Mayor Gates, assisted by Deputy Mayor Watkins, introduced and presented recognition
certificates to the newly appointed Parks and Recreation Commissioners. Those present were
Commissioners David Kaplan and Laird Chambers and Alternate Commissioner Jerry Bollen.
Commissioner James Baker was not in attendance.

Item (g): Councilmember Gintz requested clarification on the proposed ADA Improvements at
the Visitation Retreat Center. Director of Parks, Recreation & Cultural Services Jennifer
Schroder and Parks, Maintenance & Operations Superintendent David Wilbrecht reviewed the
background on CDBG funding and ADA requirements, and responded to Council inquiries.
Councilmember Gintz moved to approve consent item (g); seconded by Councilmember Priest.

Council Bill #1O9/Electrical Codes
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, AMENDING THE FEDERAL WAY CITY CODE BY
ADDING A NEW ARTICLE XI PROVIDING FOR THE ADOPTION OF THE
NATIONAL ELECTRICAL CODE AND THE IMPLEMENTATION OF AN
ELECTRICAL INSPECTION PROGRAM.
Mayor Gates presented introduction reading of Council Bill #109.
Motion by Councilmember Priest to move ordinance enactment to the April 18 regular meeting;

VII.
CITY MANAGER REPORT
Mr. Nyberg advised that he and Management Services Director Iwen Wang are entering into the
final stages of police services contracting negotiations. He will furnish additional information
to Council at their April 18 regular meeting.
City Manager Nyberg and City Attorney Londi Lindell recently met and discussed labor relations
with Teamsters Loca1 763, the union representing the City's maintenance and storm drainage
workers.
Mr. Nyberg announced the resignation of Human Services Manager Nita Richardson, who was
recently recruited by the City of Seattle, Office of the Mayor, to become its new Director of
Senior Affairs. He said even though he hates to see her leave Federal Way, her selection speaks
well for the City staffs reputations and abilities.
VIII.
CITY COUNCIL REPORTS
Councilmember Priest advised there is a Land U selTransportation Committee meeting on April
10, at 6:00 p.m.; the proposed 1995 bond issue is one of the items to be addressed. The
Committee will also meet on April 17 to discuss sign code amendments, and has invited the full
Council to attend. Public access broadcasting and cable negotiations will be addressed at the
Council's April 18 regular meeting.
Councilmember Priest reflected on the recent monetary gift to the city by Lois and Larry
Masengale and expressed a desire to establish a memorial in honor of John Masengale.
Councilmember Tomlinson reported the next meeting of the Parks & Recreation Committee is
scheduled for April 17, at 8:00 a.m., at which time they will discuss the memorial to John
Masengale. He also commented on his recent attendance at the Growth Management Board
meeting in Olympia--when he inquired about affordable housing in the City, he was told he
represents Suburban Cities Association, not the City of Federal Way.

Councilmember Gintz echoed Councilmember Tomlinson's concerns regarding the role of the
City vs. SCA in growth management issues, and said he is hopeful Federal Way can change the
course of events and be a positive voice in the Suburban Cities Association. He also reported
on the recent visit from delegates of our Sister City of Hachinohe and thanked Mayor Gates,
Dena Laurent and city staff for their great job in arranging the details for the event.
Councilmember Dovey mentioned there will be a May 2 briefing on the proposed bond issue.
Councilmember Elder reported the next Public Safety/Human Services Committee meeting is
scheduled for April 6, at 7:30 a.m.. The recent safety forum task force program at Federal Way
High School was well attended--new ideas and suggestions were gathered at the meeting, and
some are already in planning stages.
Mayor Gates reported there is an RTA meeting on Thursday. She will represent both Federal
Way and SCA. They will be looking at the reconfigured transit plan and will discuss
recommendations from SCATBd and the Eastside Transit Committee.
IX.
ADJOURNMENT
There being no further business to come before the Council, Mayor Gates adjourned the regular
