Council MIN 05-02-1995 Regular FEDERAL WAY CITY COUNCIL Regular Meeting Council Chambers - City Hall May 2, 1995 - 7:00 p.m. MINUTES I. CALL MEETING TO ORDER Mayor Gates opened the regular meeting of the Federal Way City Council at 7:04 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Hope Elder, Ron Gintz, Skip Priest, Ray Tomlinson. Excused absence: Councilmember Jack Dovey. City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Councilmember Tomlinson led the flag salute. III. CITIZEN COMMENT Linda Lindenmuth, volunteer for Domestic Abuse Women's Network (DAWN) - expressed her appreciation for the assistance she has received from the program. Jackie Kinunen, DAWN Board President - thanked the City of Federal Way for supporting the organization's function to provide a safe haven for the women of Federal Way. Rich Lanfear, representing the Federal Way Lions - requested an update regarding the organization's request for a proposed bingo parlor facility. Lisa Grimes, PTA Vice-President at Mark Twin Elementary School - thanked the city for approving traffic improvements at Military and Star Lake Road in the Redondo Crest neighborhood area. Mayor Gates responded to citizen comments. Councilmember Priest, as Chair of the Land Use/Transportation Committee, addressed Mr. Lanfear's zoning request. Mayor Gates presented a certificate of appreciation to Bill Allen, a Celebration Park Action Committee member, and a long time supporter of the youth in Federal Way. Mr. Allen, a design engineer, was one of the early voices in the formation of CPAC, and a major driving force behind much of the actual design work done at the site, contributing countless hours of his own personal time to the project. Mr. Allen thanked Councilmembers, Parks/Recreation Commissioners and parks staff for their valuable assistance. He said the smiles of children provided him with the necessary energy to assist in the development planning of Celebration Park. The Finance/Economic Development Committee has recommended the appointment of Donna Welch, formerly named alternate, to fill the vacancy for the unexpired term through December 31, 1996. CITY MANAGER REPORT City Manager Nyberg reported he recently polled Councilmembers to select a time to schedule an upcoming Council retreat for the purpose of discussing the 1996 budget and workplan; the time and place was tentatively scheduled for the Visitation Retreat Center on Friday, May 19, commencing at 2:00 or 2:30 p.m.; details of the meeting will be announced at a later date. Mr. Nyberg called on COPP Director Larry Springer to update Council on the revised comprehensive plan timeline. Mr. Springer advised that July 1, 1995, has been established as the deadline date for producing the comprehensive plan, the final environmental impact statement and non-residential code revisions. A joint public hearing with the Council and Planning Commission to review the comprehensive plan is anticipated in early July, as the plan must be completed by September I, 1995. Following a discussion period, the Council advised their preference would be to review school impact fees and commercial zone revisions concurrently with the comprehensive plan. Parks and street fees will be scheduled for Council review during the first quarter of 1996. Motion by Councilmember Priest to amend the 1995 Long Range Planning Work Program as discussed (attached hereto as Exhibit "A"); seconded by Councilmember Elder. VI. CITY COUNCIL REPORTS Councilmember Elder said she was impressed by the combined efforts of police, school, fire and city staff during the city's "mock" earthquake drill on April 26. She reported there will be a Public Safety/Human Services Committee meeting to discuss police services on May 4, at 5:30 p.m.; on May 11, at 5:30 p.m., the committee and Council of Whole Committee will hold a public hearing on police services. Depending on the amount of citizen comment at the May 11 public hearing, an additional meeting may be scheduled on May 18. Councilmember Priest invited two other Councilmembers to testify on the third runway issue scheduled for June I; he extended kudos to Senior Planner Greg Fewins for his successful efforts in coordinating the three designated time slots for the city's response. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES May 2, 1995 - Page 4 Councilmember Tomlinson reported there is a Parks/Recreation Special Committee meeting scheduled for May 8, at 7:30 a.m.; they will discuss Steel Lake Park beachfront renovation bids. Mayor Gates thanked Councilmember Gintz for serving as Master of Ceremonies at the recent King County Sexual Assault Resource Center breakfast, and commented they exceeded their fund raising goals. The Mayor reported she enjoyed welcoming the children of employees to the city's "Bring Your Children To Work Day" on April 27. She recently attended workshops for the METRO/KC Transit Committee 6-year plan. The new Dial-A-Ride #901 and #903 routes recently started within the city. This new program does not replace the existing DART service, rather it provides additional routes for Federal Way citizens. Mayor Gates recently presented reading certificates to Mirror Lake Elementary first graders, and visited Brigadoon Elementary third graders to view their "City Lights" display. VII. EXECUTIVE SESSION Potential Litigation/Pursuant to RCW 42.30.110(i) Mayor Gates recessed the regular meeting at 7:55 p.m., and announced a 20-minute executive session to discuss potential litigation, with no action anticipated. At 8: 15 p.m., Mr. Keightley announced a continuation of the executive session for an additional ten minutes; at 8:25 p.m., Mr. Keightley announced another ten minute extension. Mayor Gates adjourned the executive session at 8:38 p.m., reconvened the regular meeting, and reported there was no action to be taken. VIII.
