MINUTES
I.
CALL MEETING TO ORDER
Mayor Gates opened the special/study session of the Federal Way City Council at 5:35 p.m.,
in Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Council members Jack
Dovey, Hope Elder, Ron Gintz, Skip Priest, Ray Tomlinson.
City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris
Green.
II.
BOND ISSUE BRIEFING/COUNCIL DIRECTION
Management Assistant Dena Laurent, bond project leader, introduced the bond team: Senior
Financial Analyst John Caulfield, Director of Community Development Greg Moore, Streets
Division Manager Ken Miller and Director of Parks, Recreation and Cultural Services Jennifer
Schroder. She also introduced Assistant Director of Management Services Marie Mosley, who
briefed Council on the three potential financing options currently being considered for the bonds:
(I) increasing property taxes; (2) imposing a utility taxes; or (3) a combination utility tax and
street tax. Staff requested direction from Council to proceed with the bond issue for the
November ballot.
Capital Financin~:
Motion by Councilmember Gintz to utilize utility taxes as the financing method for the Capital
Bond Issue and Maintenance/Operation; second by Councilmember Elder. Motion passed as
follows:

Motion by Councilmember Priest to recommend a ten-year term for the bonds, being a $20.7
million total debt service, with $2 million debt service per year; second by Councilmember
Elder. Motion passed as follows:

ADJOURNMENT
Mayor Gates adjourned the special/study session at the hour of 6:20 p.m., and announced the
regular meeting would convene at 7:00 p.m..
