MINUTES
I.
CALL MEETING TO ORDER
Mayor Gates opened the regular meeting of the Federal Way City Council at 7:00 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Jack
Dovey, Hope Elder, Ron Gintz, Skip Priest. Position No.3 vacant.
City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris
Green, Deputy City Clerk Bob Baker.

Councilmember Ron Gintz led the flag salute.

PRESENTATIONS
a.
SPIRIT Award
City Manager presented the SPIRIT Award to Gretchen Lusink. This is the second time
Gretchen has received this award. All present gave Gretchen a standing ovation for her
tireless efforts as a long time city employee.
b.
Federal Way School District Youth Art Certificate Presentations
Arts Commission Chair Joan Tabrum read the names of the students who were to receive
certificates for their participation in the School Arts program. Since none of the students
were present, Ms. Tabrum advised the certificates will be mailed to each individual.

ProclamationIFlag Day
Mayor Gates read the proclamation and declared June 14, at 7:00 p.m., as the time for all
citizens to pause and recite the Pledge of Allegiance.

IV.
CITIZEN COMMENT
John Metcalf - made known his opposition to 1-164, calling it a bad piece of legislation. Dini
Duclos, Executive Director of the South King County Multi-Service Center - invited everyone
to the Center's open house on June 8, 1995, at 10:00 a.m., and thanked the council for their
continued support. Joan Tabrum, on behalf of the Arts Commission - addressed the future
needs of the retreat center. M. S. Morrison - questioned the status of the junk car draft
ordinance; Greg Moore, Director of Community Development, responded to Ms. Morrison's
inquiries. Mack Dubose - spoke to sign code revisions related to sign height and architectural
embellishments. Mike McIntosh - addressed the proposed sign code amendments with respect
to allowable lighted church signs. Scott Shanks - spoke in favor of amendments to the sign
code related to sign height and architectural embellishments. Dan Casey, on behalf of Rob
Rueber - spoke in favor of providing extended sign facia area allowed in the proposed sign
code and submitted a letter from Mr. Rueber for Council review. Mayor Gates responded to
citizen comments.

Councilmember Priest pulled consent items (i) and (n) and Councilmember Dovey pulled
consent items (k) and (I) for additional discussion.
Motion by Deputy Mayor Watkins to approve consent items (a), (b), (c), (d), (e), (f), (g), (h),

Items (k) & (I): Councilmember Dovey asked for clarification as to the lead agency on
consent item (k). As to consent item (I) and per Councilmember Gintz's suggestion,
Councilmember Dovey stressed the importance of anticipating inflation on all future capital
projects.
Motion by Deputy Mayor Watkins to approve consent items (k) and (I); second by

Item (n): Councilmember Priest noted that the ParksIRecreation Commission goals should be
consistent with the City Council's goal of "Building a Safer Community", by placing public
safety goals as a high priority for all future commission goals.
Motion by Councilmember Dovey to amend the proposed ParkslRecreation Commission goals
by requesting that the ParkslRecreation Commission work with the Council and other
commissions, in order to recognize public safety issues as a major priority in developing all
future parks and recreation programs; second by Deputy Mayor Watkins. First amendment to
include public safety issues as a major priority for future parks and recreation programs,

Deputy Mayor Watkins moved to approve item (n), as amended; second by Councilmember
Gintz.

Additional discussion followed with Councilmember Elder proposing a friendly amendment to
remove support and expand recreation programs from the proposed goal list, as she feels the
city is competing with the private sector. There was no concurrence by maker of the main
motion.
Motion by Councilmember Priest to substitute Councilmember Elder's friendly amendment to
further amend the commission goals to reflect "subject to Council concerns about increasing
recreation program subsidies and potential conflicts with the private business sector" as part of
the support and expand recreation programs goal; second by Deputy Mayor Watkins. Second
amendment passed as follows:

Item (i): Motion by Councilmember Gintz to approve the proposed sign code; second by
Councilmember Priest.
Councilmember Priest thanked staff and planning commissioners for their diligent work on the
sign code revision, and reported there are two remaining issues for Council consideration; (I)
maximum sign area for medium and low profile signs and (2) permit joint signage for
adjacent properties.
Principal Planner Greg McCormick presented additional information to Council via overhead
projection and furnished additional photos for their review and consideration.
Motion by Mayor Gates to amend the proposed sign code to raise the minimum size of
medium and low profile signs from 32 square feet to 40 square feet; second by
Councilmember Priest. First amendment to the proposed sign code passed as follows:

Mr. McCormick presented additional information with respect to contiguous properties sharing
signage and responded to a variety of Council inquiries.
Motion by Councilmember Skip Priest to amend the proposed sign code to allow contiguous
property owners to share signage; second by Councilmember Elder. Second amendment to
the proposed sign code passed as follows:

Motion by Deputy Mayor Watkins to amend the proposed sign code to treat churches
similarly to governmental facilities, public parks, public utilities, schools, golf courses, sports
fields and other recreational uses, by prohibiting internally illuminated signs and to prohibit
commercial messages; second by Council member Priest for discussion purposes only. Third
amendment to the proposed sign code failed as follows:

Motion by Councilmember Dovey to amend the proposed sign code per Mr. Casey's request,
to amend Section 22-1597, Item 31 (sign height), to provide that measurements for pylon or
pole signs shall exclude architectural embellishments up to fifty (50) percent of the sign
width; second by Council member Elder. Fourth amendment to the proposed sign code failed

VI.
PUBLIC HEARING/Public Input for 1996 City Budget
Mayor Gates opened the public hearing at 8:55 p.m., and invited citizens to address the
Council.
Diane Orr - expressed concerned about a traffic design problem at the intersection of Pacific
Highway South and 320th Street.
There being no additional citizen comment, Mayor Gates closed the public hearing at the hour
of 9:01 p.m., and invited citizens to contact Councilmembers for future requests.

City Clerk Chris Green administered the Oath of Office to Mr. Park; Mayor Gates then
invited newly appointed Councilmember Park to join Councilmembers at the dais.
IX.
CITY MANAGER REPORT
City Manager Ken Nyberg announced the upcoming budget hearing dates. He also announced
that Director Iwen Wang's Finance Division of Management Services received the 1995 award
for outstanding budget preparation and presentation. Mayor Gates congratulated the Finance
Division for their outstanding performance.

CITY COUNCIL REPORTS
Councilmember Dovey announced the next meeting of the ParkslRecreation Committee is
scheduled for June 12, at 8:00 a.moo
Councilmember Elder advised she recently attended the Human Services Networking meeting
at the Health Department, at which time many new ideas were exchanged. She reported the
Public Safety/Human Services Committee will meet one week late, July 12, due to the July 4
holiday.
Deputy Mayor Watkins reported has been serving as the city's representative at weekly
meetings of the Airport Coalition; the last citizen public hearing on the Draft EIS will be held
on June 14, at Calvary Lutheran Church. On June 19, at 6:00 p.m., at the Tacoma Public

Utilities Building, the Department of Energy will hold a public hearing on the proposed
shipment of spent nuclear fuels through the Port of Tacoma.
Councilmember Gintz announced the next meeting of the Finance/Economic Development
Committee is scheduled for June 22, at 7:30 a.m..
Councilmember Priest thanked local Boy Scout troops for distributing some 7,000 brochures
on water conservation throughout the city. The Land Use/Transportation Committee will meet
on June 19. He and Mayor Gates will be attending the Draft EIS hearing.
Mayor Gates invited newly appointed Councilmember Park to say a few words.
Council member Park said he is honored to accept the appointment to the Federal Way City
Council. Eighteen years ago when he arrived in the United States as a young Korean man, he
never dreamed he would someday be a public servant--this is, indeed, the land of opportunity!
He said he is committed to serving the community as a team player.
Due to the recent resignation of Councilmember Tomlinson, Mayor Gates reported the
Council must approve several new committee appointments.

Mayor Gates announced the Ethics Board interviews for ten candidates will be conducted on
June 19, commencing at 4:00 p.m., in Council Chambers, and will be limited to ten minutes
per applicant.
Mayor Gates reminded Council members of the A WC Annual Meeting in Bellevue on June 28.
Mayor Gates and Councilmembers Gintz and Priest will serve a voting delegates for the city.

XI.
EXECUTIVE SESSION
Property AcquisitionlPursuant to RCW 42.30.11 O(b)
Mayor Gates recessed the regular meeting at 9:30 p.m., and announced a 10-minute executive
session, with no action anticipated.
At 9:44 p.m., Mr. Keightley announced a continuation of the executive session for an
additional ten minutes. Mayor Gates adjourned the executive session at 9:50 p.m., reconvened
the regular meeting and reported there is no action to be taken.
VII.
ADJOURNMENT
There being no further business to come before the Council, Mayor Gates adjourned the
regular meeting of the Federal Way City coun~e hour of 9:50 p.m..
