CALL MEETING TO ORDER
Mayor Gates opened the regular meeting of the Federal Way City Council at 7:05 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Councilmembers Jack Dovey, Hope Elder, Ron
Gintz, Mike Park and Skip Priest.
Deputy Mayor Watkins is excused.
City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris
Green, Deputy City Clerk Bob Baker.

PLEDGE OF ALLEGIANCE
Councilmember Skip Priest led the flag salute.

PRESENTATION
City Manager Ken Nyberg introduced Employer Support for Guard and Reserve Official,
Raney Wright, who presented Dick Mumma and the City of Federal Way with a Certificate of
Appreciation for supporting those who are citizen soldiers belonging to the National Guard or
Military Reserves and working full time. Ms. Joan Hermie and Ms. Carol Stripling were
recognized as being in the National Guard or Reserves.
IV.
CITIZEN COMMENT
John Metcalf suggested the City Council do a fiscal study of potential impacts should
Initiative 164 pass. The matter was referred to the Land Use Transportation Committee on
behalf of Skip Priest. Gregory Keeton, a Block Watch coordinator in his area, wanted to
ensure his group was able to make input into the City's Neighborhood Block Watch program
when it was organized. He was introduced to Interim Police Services Director Jim Murphy.

PUBLIC HEARINGS

Pavilions Centre Appeal from Hearing Examine Decision
Mayor Gates read a letter from First Western Development Services, Inc., requesting a
continuance on this matter. Council member Priest moved to continue the public hearing to
the agenda on August 1, 1995. Second by Councilmember Dovey. Motion carried as

Transportation Improvement Program & Arterial Street Improvement Plan

Staff Report - Acting Public Works Director Ken Miller
addressed Council and the audience regarding changes on
the bond issue and answered various questions from Councilmembers.

City Council Deliberation - Council discussed the TIP
amongst themselves.

Resolution/TIP Program & Arterial Street Improvement Plan 1996-2010
Councilmember Priest moved to adopt RESOLUTION #95-210, the
TIP & Arterial Street Improvement Plan 1996-2010; second by Council-
member Dovey. Motion carried as follows:

VII.
CITY COUNCIL BUSINESS
Public comment was received from Jim Baker, Chairman of the Parks & Recreation Commission.
He commended the Council on choosing a specific plan for Celebration Park and urged continued
analysis to ensure the project could be completed in line with the $ 7.5 Million goal. Nancy Ise,
with the Federal Way Philharmonic Commission announced the purchase of music /lighting stands
with a grant in the amount of$ 14,000.00; the Auburn Theater Group received a grant in the
amount of$ 8,500.00; a new concert hall was being constructed in Seattle. She stated we should
be proud of our arts groups in Federal Way. Ron Zaffino thanked the Council for working so
hard on Celebration Park and urged them to consider making parking a possibility on the North
end of the Park. Jeanne Burbidge thanked the Council for their countless hours of planning.
Cherie Harris-Smith stated the Council came up with a complete, thorough and practical solution
for the citizens of the City. She encouraged the Council to retain the practical and conservative
approach.
Greg Moore, Director of Community Development gave a brief background presentation
regarding the direction and research in preparing up to their point for Celebration Park and road
improvements. Acting Public Works Director Ken Miller gave a summary of street and traffic
improvements including the top 10 projects in the TIP.

Jennifer Schroder, Director of Parks, Recreation and Cultural Services, spoke regarding the
evolution of Celebration Park and acknowledged the committee members and City staff for
their dedication, hard work and efforts.
Bruce Dees reviewed the plan at length and answered questions from the Council after sharing
a hand-out for easy following along during his presentation.
John Caulfield, Senior Financial Analyst, addressed the Council regarding the capital
management and operation costs with utility tax as well as the rates and costs per household
for the $ 15 Million bond.
Councilmember Elder moved to structure the bond to include a callable portion so any excess
funds after the projects are closed out could be used to pre-pay the principal. Second by
Councilmember Gintz. The motion carried as follows:

Councilmember Dovey made a motion to direct the City Attorney to prepare an ordinance for
the $ 15 Million bond. Second by Council member Elder. The motion carried as follows:

Councilmember Gintz, Elder and Dovey all praised the City staff, division heads, and other on
the Council for a job well-done.
VIII. CITY MANAGER REPORT
City Manager Nyberg acknowledged the praise offered to City employees and thanks was
offered.
He announced letters were sent to registered businesses regarding the recently enacted sign
code ordinance notifying the businesses they must be in compliance. To date, eight responses
had been received.
The State Auditor had an exit interview on July 10, 1995, with City officials; and there were
no audit exceptions for 1994.

CITY COUNCIL REPORTS
Councilmember Jack Dovey announced a special ParkslRecreation Committee on July 25,
1995 at 8:00 a.m.
Councilmember Hope Elder moved for staff to review the situation of funds being withheld
for the Highway 18 project in Auburn and draft a letter for signature on or by August I, 1995
allowing the opportunity for Council to vote on the acceptance/sending of the letter. Second
by Councilmember Dovey. The motion carried as follows:

Further, Councilmember Elder announced the first Public Safety and Human Services Meeting
for August would be on the 3rd.
Councilmember Ron Gintz announced the next Finance/Economic Development Committee
Meeting would be July 20, 1995 at 7:30 a.m.
Councilmember Skip Priest announced the next Land Use & Transportation Committee
Meeting would take place on August 7, 1995 and one on August 21, 1995 at 6:00 p.m.
Further, Councilmember Priest moved for Council to send a letter notifying the ACC of
Council adding the City's name to the ACC document relative to the third runway. Second by
Councilmember Elder. The motion carried as follows:

Councilmember Michael Park commented he's been to various meetings and he is
progressively learning.
Mayor Mary Gates announced the next City Council Meeting would take place on August I,
1995, with a Special/Study session slated for 5:00 p.m. to discuss the Metro - Transportational
6-year Plan.

There being no further business to come before the Council, Mayor Gates adjourned the
regular meeting of the Federal Way City Council at the hour of 9: 18 p.m.
