MINUTES
I.
CALL MEETING TO ORDER
Mayor Gates opened the regular meeting of the Federal Way City Council at 5:06 p.m., in Council
Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Councilmembers Jack Dovey, Hope Elder, Ron Gintz,
Mike Park and Skip Priest.
Deputy Mayor Phil Watkins was excused and should appear at approximately 6:00 p.m.
City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris
Green, Deputy City Clerk Bob Baker.
II.
BRIEFINGS
a.
METRO Comprehensive Plan (6-Year) Briefing
Philip Keightley briefly spoke and introduced Ms. Diane Harper who explained the
format/conclusion of the discussion should be the belief the plan is something the City Council can
support when the final product is presented in King County.
Ms. Harper used several overhead projections to aid her when discussing service networks, C.
I. P., South King County Commuters Work Destinations, explanation of the three objectives of
the plan - 1) Mobility, 2) Market Share, and 3) Cost and Efficiency; 5 Key Strategies for
adoption of the plan, types of community service, partnerships, peak-route maps and the impact
to the citizens of Federal Way.
Council asked questions of Ms. Harper and Mayor Gates stated the current changes in service are
not those which were agreed to when this issue was visited in the summer of 1994.
Deputy Mayor Watkins arrived at 6:15 p.m.

Philip Keightley reviewed the draft proposed schedules of the 6-year plan relative to RTC, SCA
and ETP with the Council and suggested the matter be re-visited in another City Council Study
Session. Mayor Gates agreed the matter should be re-addressed.

RCAA Contract
(6:47 p.m.)
Greg Fewins introduced Stewart Creighton. Mr. Creighton discussed strategy of the RCAA
Contract. Further, he explained RCAA is in need of a director. He stated Kristin Hanson is
serving in the capacity of Office Manager and handling telephone calls and correspondence and he
is handling press questions and attending meetings at this time.
The item of selecting a director was continued to the August 15, 1995 agenda for discussion.
III.
ADJOURNMENT
There being no further business to come before the Council, Mayor Gates adjourned the
Special/Study Session of the Federal Way City Council at the hour of6:50 p.m.
