MINUTES
I.
CALL MEETING TO ORDER
Mayor Gates opened the regular meeting of the Federal Way City Council at 7:03 p.m., in Council
Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Jack
Dovey, Hope Elder, Ron Gintz, Mike Park and Skip Priest.
City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris
Green, Deputy City Clerk Bob Baker.

Councilmember Elder led the flag salute.

PRESENTATIONS
a.
SPIRIT Award
The City Manager presented Mehdi Sadri with the SPIRIT award. The citation recommending
Mehdi for the award read, in part: "he does whatever it takes to ensure the computer systems
perform properly."
b.
ProclamationlDay of Concern for the Hungry
Mayor Gates read and proclaimed September 30, 1995, as the Day of Concern for the Hungry.
She presented the original proclamation to Ms. Susan Goldman.
c.
Proclamation/Children of Chernobyl
Mayor Gates presented an original proclamation to Ms. Nancy Neal-Oldenettel urging citizens to
join with the Children ofChernobyl Northwest, USA, to increase public awareness and support
concerning the ongoing plight of the victims of the Chemobyl accident.

IV.
CITIZEN COMMENT
Pat, Norm & Jennifer Buckholz all spoke of "shots fired" being reported to 911 recently with no
police response after five telephone calls. They spoke of safety issues and concerns in their
neighborhood and want answers as to why Police did not respond and how calls are prioritized.
Dale Grimm, Donna Bayer, Brad and Terri Tait, ITom the same neighborhood, spoke of the
incident and high-crime rate in their neighborhood and are concerned with proper police coverage
and contact with all Federal Way neighborhoods. The Mayor responded to their concerns and
was informed the City Manager and Interim Police Services Director were aware of the situation
and were investigating the matter further.

Item (i): Councilmember Elder moved to appoint the following individuals to the Youth
Commission: Nazneen Siddiqui, Naria Kim, Fiona Otway, Cindy Chun, Kim Vu, Catherine Nam,
Phuong- Thao Hong, Natalie Cruz, Mohana Kumar and Jason Recek. Kelly E. Thayer and Jason
Buckner are to serve as alternates to the commission. Second by Councilmember Gintz;

Certificates of Appointment were presented to those in attendance by Mayor Gates & Deputy
Mayor Watkins.
Item (g): Councilmember Priest stated Council has been in contact with Sea- Tac Mall
representatives recently and this is the first he's heard of their requesting work begin in June or
July, 1996. Council asked questions of Public Works Director, Cary Roe, who assured them the
City would be sensitive to their needs.
Councilmember Priest moved to accept item (g) as presented; second by Deputy Mayor Watkins.

ENACTMÅ’NTORDINANCE
Council Bill #119/Civil Service Commission/Approved Ordinance No. 95-244
AN ORDINANCE OF THE CITY OF FEDERAL WAY, WASHINGTON,
CREATING A POLICE CIVIL SERVICE COMMISSION, ESTABLISHING
ELIGillILITY, TERMS AND APPOINTMENT TO SUCH COMMISSION,
PROVIDING FOR THE REMOVAL OF COMMISSIONERS, DEFINING
POWERS AND DUTIES AND CREATING A METHOD OF FILLING
VACANCIES.
Deputy Mayor Watkins moves to enact the Ordinance No. 95-244; second by Councilmember
Elder. Councilmember Park moves to reduce the residency requirement ITom three (3) years to
one (I) year; second by Councilmember Priest. Motion carried as follows:

Councilmember Gintz moves to amend the number of commissioners ftom three (3) to five (5);
second by Councilmember Priest. Councilmember Priest then moves to add another amendment
changing the quorum number requirement ftom two (2) to three (3); and as a final amendment,
Councilmember Priest moved to amend the ordinance to read commissioners shall serve staggered
terms at the rate of one at I year, one at 2 years, one at 3 years, one at 4 years and one at 5 years;
second by Councilmember Gintz. The motion passed as follows:

INTRODUCTION ORDINANCE
Council Bill #121/DWI Amendment
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, AMENDING FEDERAL WAY CITY CODE
SECTIONS 15-1, 15-35, 15-36, AND 15-37 REGARDING THE CITY'S
PENALTY FOR DWI, SO THAT THE CITY'S CODE IS CONSISTENT WITH
WASHINGTON LAW OF 1995, CHAPTER 332.
Deputy Mayor Watkins moved this item be continued to enactment reading on September 20,
1995 meeting; second by Councilmember Dovey. Councilmember Elder moved to suspend rules,
second by Deputy Mayor Watkins. The latter motion taking precedence is voted upon and
carried as follows:

VIII. CITY COUNCIL BUSINESS
Housing Finance Task Force Report
Larry Springer briefed the Council on the Housing Finance Task Force. Lynn Claudon, Carla
Okigwe and Mark Freitas also gave brief reports to the Council and/or answered questions of
them. Mayor Gates stated feedback could be taken to the Task Force regarding the concern ofa
gap between what families have and what the rent is as opposed to funding whole units. She
wants to ensure Federal Way's opinions are represented each step of the way in this process.
IX.
CITY MANAGER REPORT
Ken Nyberg informed Council Mr. Keightley had a death in the family and Cary Roe is Acting
Deputy City Manager. He announced the Budget Retreat between Council and Department
Directors is set for September 29, 1995. The next City Council meeting is set for September 20,
1995 and finally, he informed Council a 30-minute executive session was necessary.
Mr. Roe gave a report of the Federal Way Citizen Task Force on RTA. Deputy Mayor Watkins
noted his objection "to the appointment of a task force without the approval of the full counci1."

CITY COUNCIL REPORTS
Councilmember Park had no report.
Councilmember Priest stated a Special LUTC Meeting is set on 9/12/95 and the next Regular
Meeting is set on 9/18/95.
Councilmember Gintz had no report.
Councilmember Dovey stated the next ParkslRecreation Committee meeting is 9/18/95.

Councilmember Elder stated the next P. S. H. S. meeting is 9/7/95.
Deputy Mayor Watkins had no report.

EXECUTIVE SESSION
Potential Litigation/Pursuant to RCW 42.30. I lO(i)
Mayor Gates recessed the regular meeting at 9:29 p.m. and announced a 30-minute executive
session, with no action expected.
The executive session recessed at 9:53 p.m. and reported no action to be taken.

ADJOURNMENT
There being no further business to come before the Council, Mayor Gates adjourned the regular
meeting of the Federal Way City Council at the hour of9:56 p.m.
