FEDERAL WAY CITY COUNCIL SPECIAL SESSION Council Chambers - City Hall September 29,1995 -12 noon MINUTES CALL MEETING TO ORDER Mayor Mary Gates opened the special session of the Federal Way City Council at 12: 10 p.m., in the Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Jack Dovey, Hope Elder, Ron Gintz, Skip Priest and Mike Park. City Staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keighdey, Management Services Director Iwen Wang, City Attorney Landi Lindell, Community Development Services Director Greg Moore, PARCS Director Jenny Schroder, Public Works Director Cary Roe, Interim Director of Police Services Jim Murphy, Assistant Management Services Director Marie Mosley, Deputy PARCS Director David Wilbrecht, Senior Financial Analyst John Caulfield, Administrative Assistant Becky Metcalf. Mayor Gates introduced the purpose of this session as an opportunity for Council to receive a briefing on the issues surrounding the 1996 proposed budget.
