Council MIN 10-03-1995 Regular FEDERAL WAY CITY COUNCIL REGULAR MEETING Council Chambers - City Hall October 3, 1995 - 7:00 p.m. MINUTES I. CALL MEETING TO ORDER Mayor Gates opened the regular meeting of the Federal Way City Council at 7:04 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Jack Dovey, Hope Elder, Ron Gintz, Mike Park and Skip Priest. City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris Green, Deputy City Clerk Bob Baker. ll. PLEDGE OF ALLEGIANCE Councilmember Elder led the flag salute. ID. PRESENTATION Proclamation/Head Injury Awareness Month Mayor Gates read the proclamation and introduced Mr. Ron Finlay, President of the Washington State Head Injury Foundation. Mr. Finlay introduced Mike and Dana Lau, both brain-injury sufferers and board members to the foundation. Mr. & Mrs. Lau accepted the proclamation, thanked the council and addressed the audience regarding brain injuries. IV. CITIZEN COMMENT John Metcalf spoke against Referendum 48 and invited Councilmembers to the Federal Way Community Council Meeting, on October 12, 1995, at 7:30 a.m., to answer questions from the Federal Way Citizens regarding same. Tom Nelson spoke in favor of the proposed annexation amendment and believes proposal "A" makes the most-logical sense. Police protection is his main concern at this time as his business has been broken into twice and he is worried about continued problems. There being no items pulled for discussion, Councilmember Gintz moved to approve the consent agenda; second by Councilmember Dovey. The motion carried as follows: VI. Gates Park Gintz Priest Watkins Dovey Elder yes yes yes yes yes yes yes CITY MANAGER REPORT City Manager Nyberg reported he'd be out of the office on Friday, October 6 and Monday, October 9, 1995. He advised Councilmembers 21 applications had been received in response to the Civil Service Commission Advertisement. VII. CITY COUNCIL REPORTS Councilmember Park recently attended round-table discussions by the U. S. Immigration Commission with other elected officials and University of Washington professors. Councilmember Priest announced Special Land Use/Transportation Committee Meetings on October 9, 10 and 11 were set for Public Hearings and Deliberations on the Comprehensive Plan with the matter to come before the council for first reading on the November 8, 1995, agenda. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES OCTOBER 3, 1995 - Page 3 Deputy Mayor Watkins announced he'd be attending the City of Edgewood swearing-in ceremonies on Thursday, October 5, 1995. He spoke of the budget and suggested Councilmembers work with the City Manager for a City Retreat in January, 1996. Councilmember Elder announced the next Public Safety/Human Services Committee meeting is set for Thursday, October 5, 1995, at 7:30 a.m., with the agenda including the issue of funding. She also stated satisfaction with the Citizens Police Academy in which she is currently enrolled. Councilmember Dovey informed Council the next Parks/Recreation Committee Meeting is reset from October 12, 1995, to October 23, 1995. Councilmember Gintz reported monies spent for each Councilmember in 1994, including, lodging, parking, mileage, etc. averaged out to $478.00 for the year; less than $40.00 per month and he challenged "any group of elected officials to match that number." Mayor Gates stated she had already sent a congratulatory note to the City of Edgewood and informed Deputy Mayor Watkins he may want to refer to that in her absence. She did a workshop with the City Council of Edgewood and is now receiving phone calls from other jurisdictions requesting her assistance on matters. Our Council is making every effort to welcome new jurisdictions into the family of cities. The Regional Transit Committee is receiving comments on the 6- Year Plan from all areas. The Mayor will represent the City, by way of a presentation, at the Highline College Foundation on Thursday, October 5. Finally, Mayor Gates announced a 15-minute executive session was necessary with no action anticipated. Vill. EXECUTIVE SESSION Litigation/Pursuant to RCW 42.30. 110(i) Collective Bargaining/Pursuant to RCW 42.30.140(4)(b) Mayor Gates recessed the regular meeting at 7:27 p.m. and went into executive session. At 7:40 p.m., Philip Keightley announced 10 additional minutes were necessary. At 7:52 p.m., Philip Keightley announced 05 additional minutes were necessary.
