MINUTES
I.
CALL MEETING TO ORDER
Mayor Mary Gates opened the special session of the Federal Way City Council at 12: 17 p.m.,
in the Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Jack
Dovey, Hope Elder, Ron Gintz, Skip Priest and Mike Park.
City Staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, City
Attorney Londi Lindell, Management Services Director Iwen Wang, Community Development
Services Director Greg Moore, PARCS Director Jenny Schroder, Public Works Director Cary
Roe, Interim Director of Police Services Jim Murphy, Assistant Management Services Director
Marie Mosley, Executive Assistant Pat Briggs, Administrative Assistant Sandy Lyle and Support
Staff Cathy Rafanelli. Other department staff and managers were present at the department
presentations.
II.
BRIEFINGS
A brief presentation was given by each department director including: Department Organization
Chart, Mission Statement, 1995 Accomplishments, 1996 Key Projects and Highlights/Changes
for the 1996 Proposed Budget. Staff provided clarification and answered questions in response
to Councilmembers' questions. Council questions and direction by department are as follows:
A.
Community Development Services Presented by Director Greg Moore
. Recommendation to increase Airport Third Runway funding from $50,000 to
$100,000.
. Council would like clarification on the volunteer programs/hours; program
more focused on matching resources with community service groups.
. Council requested additional discussion on the Human Service funding levels:
- to provide the recommended funding list;
- to provide a list of all Human Service related spending by the City or for the
City (i.e. health).
B.
Public Works Department Presented by Director Carr Roe
. Council asked staff to clarify past Council action/direction for increasing
property taxes for the street overlay program.

. Further discussion concerning restoring 1993 property tax on the overlay
project.
. Proposed Street ROW Inspector. Director Cary Roe to provide a copy of an
analysis of position and cost effectiveness of services for this proposed position.

PARCS Department Presented by Director Jenny Schroder
. Recovery rates on recreation programs will be presented to Council at the
November 14, 1995 meeting.
. Council requested clarification regarding the self-supporting policy on the
Visitation Retreat Center related to the cost of grounds maintenance.
. Council requested an explanation on the net increase in the budget if interfund
charges are taken out.
. Council requested a breakdown on temporary help.
. Council requested clarification on the Arts Commission detail ($77,500).
D.
Police Services Presented by Interim Director Jim Murphy
. Council discussed that instead of deferred purchases, we should consider either
short term borrowing (i.e. note or line of credit) or use reserve funds with a
payback plan (i.e. in 1-2 years).
Council/City Manager Presented by Deputy City Manager Philip Keightley
. Council requested a breakdown on Association Dues.
Law Presented by City Attorney Landi Lindell
. Council would like to see costs for the new Police Department/Public Safety
allocated to the appropriate cost centers.
Management Services Department Presented by Director Iwen Wang
. Council requested a breakdown of the travel/training expenses.
Other Items
. City Manager Nyberg requested that Council review his transmittal letter
included in the 1996 Proposed Budget in Brief.

. Address the COLA issue next week during budget meetings.
(How can the City maintain a 2 % cost increase if market based payplan
requires higher adjustments.)
. Council requested that funds be set aside for acquisition of property.
