CALL MEETING TO ORDER Mayor Mary Gates opened the special session of the Federal Way City Council at 5:03 p.m., in Council Chambers, city Hall, Federal Way, Washington. city Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Jack Dovey, Hope Elder, Ron Gintz, Skip Priest and Mike Park. city Staff present: city Manager Ken Nyberg, Deputy City Manager Philip Keightley, city Attorney Londi Lindell, Management Services Director Iwen wang, Community Development Services Director Greg Moore, PARCS Director Jenny Schroder, Public Works Director Cary Roe, Assistant Management Services Director Marie Mosley, Senior Financial Analyst John Caulfield, Human Services Manager Bonnie Olson, Management Assistant Dena Laurent, Policy & Project Specialist Larry Springer, Recreation Manager Kurt Reuter, Deputy city Clerk Bob Baker and Support Staff Cathy Rafanelli. II. CITIZEN COMMENT Bob Green, President and CEO of the Greater Federal Way Chamber of Commerce expressed appreciation for the way the budget was presented and efforts made to make a very difficult process understandable. The Chamber believes that we need to invest in Economic Development and encourage new businesses to locate here. This will provide for increased property values, sales tax and jobs and provide much of our revenue for ,the future. Clark Daffern, Chairman of the Board of the Greater Federal Way Chamber of Commerce presented a proposal for an Economic Development initiative for Council's consideration. The joint city/Chamber Economic Development initiative encompasses three main elements: (1) Community Assistance Center, (2) Business Retention and Recruitment and (3) Tourism/Visitor Information Center. The Chamber proposed a centralization of this function to be administered by the Chamber and supported jointly by the Chamber and the city. III. BUDGET: WHERE ARE WE NOW? City Manager Ken Nyberg and Deputy City Manager Philip Keightley briefed Council on the November 14 Budget Study Session requests and the impact on future budgets. Motion by Councilmember Priest to accept option C, which is attached hereto as Exhibit "A"; second by Councilmember Elder. The Council further directed that if the CARES funding cannot be transferred, the city Manager will come up with other line items to cover funding for this program. ADJOURNMENT There being no further business to come before the Council, Mayor Gates adjourned the special/study session of the Federal Way City Council at the hour of 6:35 p.m. and announced that proposed budget meetings scheduled on November 17 and November 21, 1995 are hereby canceled. You also asked for impact of a proposed property tax increase of 1.91 %. Three balancing options are presented for discussion. The tax impact analysis is presented as a separate item.
