MINUTES
I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:05 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mahlon .Skip. Priest, Deputy Mayor Hope Elder and
Councilmembers Mary Gates, Jack Dovey, Michael Park and Ron Gintz. Councilmember
Watkins appeared at 7:40 p.m.
City staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, City
Attorney Londi Lindell, City Clerk Chris Green and Deputy City Clerk Bob Baker.
II.
PLEDGE OF ALLEGIANCE
Councilmember Dovey led the flag salute.
III.
CITIZEN COMMENT
Betty Huff stated she is ready to move into the 21st Century with the Council voting in favor of
the utility tax increase as it speaks about vision and image as it relates to Federal Way. Michael
Conner and Jim Burbidge echoed the thoughts of Ms. Huff. Dick Whipple, Roy Wiberg and
Alpha Westedahl all spoke in opposition to the utility tax increase. Ms. Alana Emery's comments
were read into the record which requested an exemption allowed for fixed and low income
households. Elmer Reed, Stephanie Boschu, Tanya McCabe-Payne, Dana Coulter, Lynn Roberts,
Terri Holmes, Liz Tesch, Al Shahed, Cindy Zwart, Connie Paauhau, Nancy Kragh, Elizabeth
Mitchell and Tom Trompeter spoke in favor of maintaining currently levels of human services
funding. Ms. Daleela Younger's comments were also read into the record thanking the City for
contributing to the Multi-Service Center and requesting continued funding. Finally, John Ridley's
comments were read into the record which stated "the utility tax rate adjustment is a bah humbug
piece of legislation."

Councilmember Watkins pulled this item to explain his no-vote of last week. Ms. Wang explained
Surface Water Management is considered a utility under the Revised Code of Washington (RCW)
and as such, taxes are levied thereupon. After brief discussion, COUNCILMEMBER DOVEY
MOVED ADOPTION OF ITEM D AS PRESENTED; second by Councilmember Gintz. The

1997 Human Services General Fundin¡¡
This item was pulled for discussion and a brief staff report by Human Services Manager, Ann
Guenther. Discussion ensued with Councilmember Gates and Mayor Priest relating their spouses
serve on the Board of Directors for the Federal Way Boys and Girls Club. Although City
Attorney Lindell stated there was no conflict of interest -- financially or remotely, both
Councilmember Gates and Mayor Priest expressed their desire to avoid all appearances of
impropriety and recused themselves from voting as it related to the Federal Way Boys & Girls
Club. At that time, COUNCILMEMBER GINTZ MOVED TO RESTORE HUMAN SERVICES
FUNDING AS RECOMMENDED BY THE HUMAN SERVICES COMMISSION TO ALL
AREAS WITH THE EXCEPTION OF THE FEDERAL WAY BOYS AND GIRLS CLUB
WHICH SHALL BE HANDLED UNDER SEPARATE VOTE; second by Deputy Mayor Elder.

V.
CITY MANAGER REPORT
City Manager Nyberg reported the second death of a City employee. Mr. Chris Thaiklar passed
away at his home on Thanksgiving. For that reason, Mr. Nyberg announced flags at City Hall
would fly at half mast tomorrow thru Thursday.
Next, he reported a meeting at Klahanee Lake Community Senior Center on December II, 1996,
at 7:00 p.m. to discuss changes in the Parks & Recreation Departments.
Mr. Nyberg was very proud to announce the 1996 United Way Campaign ended with City-
employee contributions totaling $9,058.04. He was also proud to relay this was a 55% increase
over last years' total. He expressed his thanks and gratitude to United Way representatives
Jennifer Schroder and Patricia Talton.
A swearing-in ceremony will be held in Council Chambers on Thur., December 5, at 6:00 p.m.
The City has organized and scheduled brush pick-up during regular pick-up days this weekend.
Finally, Mr. Nyberg thanked the City Council for passing the first ever biennial budget.
At the conclusion of the City Manager's report, COUNCILMEMBER DOVEY MOVED TO
ADD ITEM VI., COUNCIL BUSINESS, TO DISCUSS TWO PROPOSED AD-HOC
COMMITTEES AS THEY MAY RELATE TO EXPENDITURE OF FUNDS RAISED FROM
THE UTILITY TAX RATE ADJUSTMENT; second by Councilmember Elder. The motion

VI.
COUNCIL BUSINESS (Added Item)
Councilmember Dovey suggested the formation of two ad-hoc committees at a special Council
meeting in January, 1997, wherein the Parks & Recreation Commission Chair and the Arts
Commission Chair would be appointed to chair the ad-hoc committees for the purposes of
evaluating, reviewing and reporting possible allocation of revenues raised from the adjusted utility
tax. Much discussion ensued with respect to the master plan at Visitation Retreat & Cultural
Center and for ballfields at Celebration Park. Asphalt overlay was also mentioned. It was

suggested guidelines for the two groups would be developed at the January special meeting and
communicated to the groups along with the visions Council may have regarding the funds and/or
projects.
After considerable discussion, it was decided Mayor Priest, City Manager Nyberg and City staff
would bring a proposal or draft procedure to the December 17, 1996 regular meeting outlining
the duties and functions of the two proposed ad-hoc committees.
VI.
CITY COUNCIL REPORTS
Councilmember Gates reported the Regional Transit Committee meets on Thursday, December
5, to consider performance standards for service to ensure advertising and marketing are involved
with service. Regional Transit Authority meets on December 6, 1996 where finalizing of the
citizen involvement process will take place ensuring the RT A stays where they should fiscally on
that process.
Councilmember Dovey reported the next Parks and Recreation Committee meeting is scheduled
for December 16, 1996 at 8:00 a.m.
Deputy Mayor Elder reported the recent tree lighting ceremony at Gateway Center. Sunday's
ceremony at St. Vincent DePaul was beautiful and she enjoyed it.
Mayor Priest stated his satisfaction with the tree lighting ceremony and expressed it as one of only
a few "traditions" held in Federal Way. It's a nice thing which has been developed over the years
and is a result of a strong volunteer organization.
Councilmember Gintz reported a Finance/Economic Development Committee meeting is
scheduled for December 12, 1996 at 7:30 a.m.
Council member Watkins reported the next Land Use/Transportation Committee meeting is
scheduled for December 16, 1996 at 5:30 p.m.
Councilmember Park reported the next Public Safety and Human Services Committee meeting is
scheduled for December 19, 1996 at 4:30 p.m.
VII. ADJOURNMENT
Having no other business to come before the Council, the meeting was adjourned at 9:28 p.m.
