CALL MEETING TO ORDER Mayor Priest opened the special meeting of the Federal Way City Council at 5:35 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mahlon .Skip' Priest, Deputy Mayor Hope Elder and Councilmembers Mary Gates, Michael Park. City staff present: City Manager Ken Nyberg, City Clerk Chris Green and Deputy City Clerk Bob Baker. II. EXECUTIVE SESSION City Manager Evaluation/Pursuant to RCW 42.30.11O(g) At 5:40 p.m., Mayor Priest recessed the special meeting and Council went into executive session. At that time, Councilmembers Phil Watkins, Ron Gintz and Jack Dovey arrived. III. ADJOURN At 7:12 p.m., Mayor Priest and Council came back into the special meeting at adjourned. CALL MEETING TO ORDER Mayor Priest opened the regular meeting of the Federal Way City Council at 7: 12 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mahlon "Skip" Priest, Deputy Mayor Hope Elder and Councilmembers Mary Gates, Jack Dovey, Phil Watkins, Michael Park and Ron Gintz. City staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, City Attorney Londi Lindell, City Clerk Chris Green and Deputy City Clerk Bob Baker. II. PLEDGE OF ALLEGIANCE Councilmember Dovey led the flag salute. III. PRESENTATION SPIRIT A ward for Month of December City Manager Nyberg presented Bill Kingman with the SPIRIT Award for December. Mr. Nyberg read excerpts from Bill's nomination which read, "all his time & effort in updating the employee policy to allow sick time to be donated to a fellow employees... Integrity is his middle name. He inspires pride among fellow workers... smiles for everyone, anytime." Bill thanked the Council for the award and expressed pleasure in his being able to assist in the creation of the City. He dedicated his award to those who "believe that a persons actions are the best interpreter of their thoughts. " IV. CITIZEN COMMENT Dean McColgan thanked the Council for the leadership they showed recently when voting to increase the utility tax. He is honored to Chair the Public Sports Fields Committee as it will give him the opportunity to "coach an all-star team." Pub1ic Investment Process City Manager Nyberg introduced this item by reviewing the assignment. He stated a model had been built with an opportunity being provided for overview and community input. A time line and staff-support have been drafted with all items being forwarded to Council to adopt as recommended by the City Manager. Deputy City Manager Keightley reviewed all aspects of the recommendation with Council by using overheads and answering questions of the Council. Discussion on various topics ensued including time lines, numbers for each of the committees being formed, chairs of various committees, budget approvals as well as those to serve on the committees. T ...ke KiI1arn¡:y Ma~ter Plan Approval (ADDED ITEM) Councilmember Dovey introduced Parks & Recreation Director, Jennifer Schroder for a staff presentation on Master Plan A for the Lake Killamey property. She reviewed the history of the project thus far and explained the property was bought with open space funds and therefore cannot be converted a soccer or baseball fields. Discussion as to use of the space, number of parking stalls ensued with a question and answer between Council and Schroder. R~ort on City Mana¡¡er's Yearly Performance Evaluation (ADDED ITEM) Mayor Priest commented tonights executive session wherein the City Manager's yearly performance review was discussed. He mentioned many of the accomplishments of the City Manager and staff over the past year which serve as examples of Mr. Nyberg's excellent leadership, dedication and direction for the City. In view of his performance, COUNCILMEMBER WATKINS MOVED TO APPROVE A 6% PERFORMANCE PAY MEASURE FOR 1996 TO MR. NYBERG; second by Council- member Gintz. CITY MANAGER REPORT Mr. Nyberg announced Ms. Jennifer Schroder has become a Certified Leisure Professional-- the result of passing a very stringent exam. He announced the closure of City Hall on December 25, 1996 and January 1, 1997. Mr. Nyberg wished City staff and Council a happy holiday season. VIII. CITY COUNCIL REPORTS Councilmember Park announced a Public Safety/Human Services Committee meeting for December 19, 1996 at 5:30 p.m. Councilmember Watkins announced a Land Use/Transportation Committee meeting for January 13, 1997 at 5:00 p.m. Councilmember Gintz announced a Finance/Economic Development Committee meeting for January 23, 1997 at 7:30 a.m. Mayor Priest announced Deputy Mayor Elder was named SCATBd Chair for 1997. Ms. Elder was proud to accept the appointment and is happy Public Works Director Cary Roe offered his assistance during her term. Councilmember Dovey announced a Parks/Recreation Committee meeting for January 13, 1997 at 8:00 a.m. He also announced the temporary closure of several parks as a result of needed repair. Councilmember Gates gave her last 1996 regional report. A written report was given to council last week; however, she wanted to inform the public what is happening. RTA is proceeding with a $ 3.914 Billion dollar project. The Board faces challenges in maintaining an aggressive schedule, ensuring sub-area balances are retained and work moves forward on the project-level planning. Issues specific to Federal Way, such as retaining the HOV lanes in the State budget are also listed in the legislative agenda. Outreach concerns were expressed when dealing with so many agencies, entities and private and public groups. A 14-month schedule was distributed listing the anticipated, first-year occurrences of the RTA. The first budget, not passed at the committee level, is being re-worked and should be passed in January, 1997. Ms. Gates encouraged Councilmembers to contact her if and when questions arise regarding the RTA or RTC. City Council Regular Meeting December 17, 1996 - Page 7 x.
