MINUTES
I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:05 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mahlon "Skip" Priest, Deputy Mayor Hope Elder and
Councilmembers Mary Gates, Phil Watkins, Jack Dovey, Michael Park and Ron Gintz.
City staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, City
Attorney Londi Lindell, City Clerk Chris Green and Deputy City Clerk Bob Baker.

City Manager Ken Nyberg led the flag salute.

PRESENTATIONS
Plannin¡: Commission Presentations
Councilmember Watkins announced certificates of appreciation will be sent to outgoing
commissioners Sandra Rippentrop and Bill Shortt as they were not present. He, then, presented
certificates of appointment to Robert Vaughan, Peter Morse and Dean Greenough; each for a term
of 4 years. Adebola Adekoya will serve as alternate, also for a period of four years.
IV.
CITIZEN COMMENT
Jean Burbidge stated she had some ideas for council's consideration. She spoke of the needs of
people to feel wanted and feel important are common and necessary. She then remarked the Parks.
& Recreation Commission and the Arts meet those need.
Rose Moor spoke of the newly formed parents group entitled Parents Who Care. This program
appreciates the POPS & Special programs in Federal Way. She asked the council to continue with
these programs and to improve upon them, if possible.

Item E' Youth Commissioner Appointments: Deputy Mayor Elder reported she was impressed
with the quality of applicants which interviewed earlier today. She then MOVED TO APPOINT
LEROY HORTON, CHRISTINE LUTHER, LEE MURPHY, NAILA MCKENZIE, ANIKA
ANDREWS AND M.J. HAYS AS NEW YOUTH COMMISSIONERS AND TO APPOINT
REBEKAH SMITH AND JENNIE ROLOFF AS ALTERNATES; EACH TO SERVE A TWO-
YEAR TERM UNLESS THEY ARE A SENIOR IN HIGH SCHOOL, IN WHICH CASE THEY
WILL SERVE A ONE-YEAR TERM; second by Councilmember Park. The motion carried as

Item F' Parks & Recreation Commis~ion 1997-98 Work Plan: Councilmember Dovey introduced
H. David Kaplan and Barbara Reid who made a presentation on the Lake Grove project. The
group will be soliciting donations for a list of projects not covered by current funding. Mr.
Kaplan also announced a PR Kit has been comprised for prospective donors. Wendy Howe
appeared later and was introduced as a driving force behind the project. COUNCILMEMBER
DOVEY MOVED APPROVAL OF THE 1997-98 WORK PLAN AS PRESENTED; second by
Councilmember Gintz. The motion carried as follows:

VI. COUNCIL BUSINESS

1997-98 Preliminary Biennial Bud~et Document Presentation
City Manager Nyberg presented the first biennial budget document to council. With the aid of over-
head projections, he explained the rationale behind decisions made concerning a balanced budget and
relayed his approach is predicated on the city's goals as well as the role in government. Further,
he explained the proposed restructuring of the city and announced a 2 % cost of living assistance for
city employees in 1997 and the same amount shall be set aside for 1998. Finally, he reviewed the
budget review schedule for the next several days with council and the audience.
b.
6th Ave SW & C-ampns Dr Widenin~/Traffic Si~al Construction Contract Award
Street Systems Engineer Ken Miller made a brief presentation to Council reviewing the bids which
were submitted in connection with the project and ask council to approve the low bidder, Active
Construction, for the project. Councilmember Gates stated this project has been a high priority since
the City incorporated and she is very happy to see it happen. COUNCILMEMBER WATKINS
MOVED TO AWARD APPROVAL TO LOW BIDDER, ACTIVE CONSTRUCTION, IN THE
AMOUNT OF $ 497,495.15, PLUS A 10% CONTINGENCY FUND; second by Councilmember
Gates. The motion carried as follows:

vll. CITY MANAGER REPORT
City Manager Nyberg reported to Council the meeting scheduled for November 5, 1996, is also the
date for the general election. He inquired if Council was interested in changing the date. A
consensus of Council was to leave the meeting as scheduled.
He also reported Saturday, October 12, 1996, is Korean Business Community Clean Up-Day. This
is to be a joint effort between the City and the Korean Business Community.
Finally, he announced the necessity of an approximate :30 minute executive session this evening with
action anticipated.
vIll. CITY COUNCIL REPORTS
Councilmember Park announced a Public Safety/Human Services Committee Meeting is set for
October 17, 1996 at 4:30 p.m.
Councilmember Watkins announced a Land Use/Transportation Committee Meeting is set for
October 7, 1996, at 5:30 p.m.
Councilmember Gintz reported he'd be at Westway on Saturday, November 5, 1996, from 9:00 a.m.
to 5:00 p.m. to assist in a day of debris and old appliance clean-up. Services of disposal shall be
provided by Federal Way Disposal and stated everyone was invited to assist in the effort. He also
reported a Finance/Economic Development Committee meeting is scheduled on October 24, 1996,
at 7:30 a.m.
Councilmember Dovey announced the Parks & Recreation Committee Meeting set for October 14,
1996, was to be rescheduled due to his absence on that day.
Councilmember Gates reported Suburban Cities is working on issues of jail and court costs and
stated no action has been taken on the zoo regulatory funding possibility. She's meeting with King
County Councilmember Jane Hague for a history on that issue.
Mayor Priest recessed the regular meeting and Council went into executive session at 8:05 p.m.

PALISADES NEIGHBORHOOD PARK PURSUANT TO THE TERMS OF THAT CERTAIN
REAL ESTATE PURCHASE AND SALE AGREEMENT DATED SEPTEMBER 23, 1996,
BETWEEN THE CITY, AS PURCHASER, AND EUGENE R. NIELSEN AND PAMELA J.
NIELSEN, HUSBAND AND WIFE, AS SELLERS, COVERING CERTAIN REAL PROPERTY
LOCATED AT 31318 - 51ST AVENUE SW, FEDERAL WAY, WASHINGTON, FOR A
