I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:03 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mahlon "Skip" Priest, Deputy Mayor Hope Elder and
Councilmembers Mary Gates, Phil Watkins, Jack Dovey, Michael Park and Ron Gintz.
City staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, City
Attorney Londi Lindell, City Clerk Chris Green and Deputy City Clerk Bob Baker.

Arts & Youth Commissioner Presentations
Councilmember Gintz presented a Certificate of Appreciation to outgoing Arts Commissioner, Joy
Melgard; while a Certificate of Appointment was presented to Peggy LaPorte.
Councilmember Park presented Certificates of Appointment to Christine Luther, Lee Murphy and
Anika Andrews. He also presented same to alternate Jennie Roloff. Each commissioner, with
the exception of Christine Luther, shall serve a 2-year term. Alternate Rebekah Smith, shall also
serve a 2-year term. LeRoy Horton, Naila McKenzie, M. J. Hays and alternate Rebekah Smith
were not present. Their certificates will be presented to them at their first meeting in October.

Certificate of Commemoration
City Manager Nyberg presented certificates of commemoration to the council in observance of the
first day of deployment by the Department of Public Safety as it assumed all law enforcement
responsibilities for the City of Federal Way on October 16, 1996. Ken thanked Chief Wood,
Iwen Wang, Mehdi Sadri, Mary McDougal and to Jim Murphy for their assistance. Further he
acknowledged the work of city staff members and his executive assistant, Patrick Briggs.
Councilmember Elder then read a certificate of appreciation and presented it to City Manager
Nyberg which stated, in part, "you and your staff have successfully accomplished this task under
budget and 30 days ahead of schedule... we, hereby honor your accomplishments and the
deployment of the City of Federal Way's Department of Public Safety."
Finally, Councilmember Park was proud to read a certificate of appreciation also signed by the
council, acknowledging Chief Wood's additions to the department's formation. It states, in part,
the "police agency was to embody the vision and values we developed for community based
policing in our community...you were asked to accomplish this task with an ambitious time frame
of less than 10 months and...you have created a positive professional image for the department
and have hired sworn and civilian staff of the highest quality." City Manager Nyberg presented
the certificate to Chief Wood.

PUBLIC HEARING

Mayor Priest opened the public hearing at 7:27 p.m.
Joel Marks proposes Council approve the City budget as presented by Mr. Nyberg, with no new
taxes being requested.
Bryan Yambe, DeeAnn Burtch-Puffert, Nancy Ise, John Metcalf, Debi DesMarais, Donna
Williams, Debra Whitten, Jon Rand, Liz Conner, Lynn Roberts, Doug Dale, Dean McColgan,
Stephanie Boschee, Mary Ellen Stone, Betty Huff, Patricia Day, Joan Tabrum, Carolyn Cowan,
Andrea Carlson, Major & Linda Whitten and Kenneth Ide spoke in opposition to budget cuts as
they may relate to Parks, Recreation and Human Services. Conversely, Joe Ganem, Joann
Piquette, Chuck Duffy and H. David Kaplan spoke in favor of increased taxes while keeping
services at their current level or with improved services. Many of the above individuals agreed
the City must list its priorities, prepare for aggressive funding thru partnerships and perhaps hire
a grant writer to successfully achieve the anticipated goals.
Mayor Priest announced a recess at 8:46 p.m.
Mayor Priest reconvened and closed the public hearing at 9:00 p.m.
vll. CITY COUNCIL BUSINESS
a.
Economic DevelQVment Plan
The economic development plan for the City of Federal Way was discussed at length. Questions
arose as to the possibility of hiring someone to work for the City in the capacity of grant writer or
alternatively, contracting out for the proposed position. Subsequently, Mayor Priest suggested a
relocation consultant be contacted to help develop the theme of our city. It was agreed no requests
would be made of city staff at this point. Finally, it was the consensus of Council to bring in a
corporate relocation consultant from outside Washington State to examine our area -- what it has to
offer and moving toward our goals. City Manager Nyberg wi1l contact the consulting firm and this
matter wi1l be revisited at the January 1997 Council retreat.

COPS Grant
City Manager Nyberg made a presentation to Council in support of and requesting permission to
accept the COPS grant. Mr. Nyberg used overhead projections to explain the COPS Grant analysis.
Much discussion about costs, acceptance of a partial grant, etc. were asked and answered between
Council, Chief Wood and City Manager Nyberg.
COUNCILMEMBER GATES MOVED TO ACCEPT THE GRANT AS WRITTEN (FOR 20
OFFICERS) AS OUTLINED BY CITY MANAGER NYBERG; second by Councilmember Dovey.
Further discussion ensued.
COUNCILMEMBER GINTZ MOVED THE PREVIOUS QUESTION; second by Councilmember

EXCLUSIVE FRANCHISE TO HA VB AND USE ITS FACILITIES IN, ON, UPON, ALONG
AND ACROSS CERTAIN PUBLIC RIGHTS-OF-WAY AND EASEMENTS WITHIN THE

Some questions were asked of the legal department which Ms. Lindell will investigate and report
the information to Council before the enactment reading on November 5, 1996.
IX.
CITY MANAGER REPORT
The Lakehaven/City Liaison Committee meeting is set for October 21, 1996, at 7:30 a.m.
A meeting with City of Des Moines Officials is set for Friday, October 18, 1996 at 2:30 p.m.
There was a business cleanup this weekend at the Pavilions Centre which was attended by 60
persons.
Lakegrove fields work party had only 5 persons show for a short time and needs additional work.
City Council budget deliberation sessions are set for November 6 & 7, 1996.
A 25-minute executive session is necessary this evening. No action is anticipated.
He thanked the Council for their generosity in the presentation of his certificate.

CITY COUNCIL REPORTS
Councilmember Park reported a Public Safety/Human Services Committee Meeting is set on
October 17, 1996, at 4;30 p.m.
Councilmember Watkins reported a Land Use/Transportation Committee Meeting is set on
October 21, 1996, at 5:30 p.m.
Councilmember Gintz reported a Finance/Economic Development Committee Meeting is set on
October 24, 1996, at 7:30 a.m.
Deputy Mayor Elder reported her attendance at an A WC Legislative Committee Meeting last week
as well as that of a Puget Power which dealt with deregulation -- a topic for concern. She also
reported she'd be attending a Joint Resolutions Committee Meeting on October 16, 1996 as well
as a South King County Housing Forum Meeting today.
Councilmember Dovey reported a Parks/Recreation Committee Meeting on November 12, 1996,
at 8:00 a.m.
Councilmember Gates reported the Sound Move Brochure has been cleared by the Public
Disclosure Commission and should have been received by all Councilmembers. TV station
KOMO conducted a viewer poll concerning the RTA which revealed 58% were in favor, 14%
undecided and 28% were against. She also reported an AWC opening for the Washington State
Council on the Aging City Board. She also reported her attendance at a recent Legislative Caucas
meeting wherein they implemented one of the audit recommendations that Suburban Cities
provided. Finally, she announced the legislative agenda would be taken to the board October 16,
1996, for adoption for the full membership in November. She'll make it available to Council
before the November 19 Council meeting.
Mayor Priest recessed the regular meeting at 10:35 p.m. and Council went into executive session.

XII. ADJOURNMENT
The regular meeting was reconvened at 11:01 p.m.; and having no further business to come before
the Council, Mayor Priest adjourned the regular meeting at 11:02 p.m.
