IV.
PRESENTATIONS
a.
SPIRIT Award
Mr, Nyberg announced the SPIRIT Award winners for the month of January, 1996, are Mr, Greg
McCormick and Mr, Stephen Clifton, Both of these men were individually cited at a recent City
Council meeting for their hard work, dedication and for "giving up" their ftee time during the
City's Comprehensive Plan process, Mr, McCormick was ill and did not attend the meeting, Mr,
Clifton thanked Mr, Nyberg and the Council for the award and proceeded to thank the many staff
members whom had not been recognized for their assistance during the process, They helped
"pick up" the ball and get the job done, He was appreciative of the citizens who came out week
after week to assist in the project as well,
Mayor Priest thanked Londi Lindell and other city staff for their diligence and efforts as well,
B.
Martin Luther King, Jr. Day Proclamation
Deputy Mayor Elder read and presented the declaration, signed by the entire council, to Ms, Pat
Kern, a member of the Martin Luther King, Jr, Committee, She thanked the Council and invited
all to attend the Martin Luther King, Jr, Day Celebration, Monday, January 15, 1996, at Decatur
High School ftom 10:00 a.m, to 11:30 a,m,
V.
CITIZEN COMMENT
John Metcalf spoke in praise of Ms. Deb Barker and the entire Department of Community
Development. He recently went through a Change of Use Permit application process which he
found to be "cumbersome" and "time-consuming." Mr. Metcalf said Deb Barker was patient
and forebearing. He stated the others in the department who waited on him were very helpful
in his endeavor.
Mr. Larry Patterson commented on the Brigadoon Traffic Safety Project. He was nominated
as spokesperson to make known the automobile speeding which occurs on a daily basis on 35th
Ave S. W. Mr. Patterson supports the findings of the subcommittee and agrees with placing a
stop sign in at 332nd and 35th Ave. S. W. Further, he is in agreement the subcommittee
should pursue a traffic study of flashing lights around the school.
Ms. Betty Beier also spoke of excessive automobile speed around Brigadoon Elementary
School and the importance of safety to the children in that area. She supports a stop sign at
332nd and 35th Ave. S. W. and believes a flashing light on 35 Ave. S. W. and 336th Place to
be an easy, cost-effective, partial solution to the problem.

Item (t): Councilmember Gintz stated there is no money in the budget in 1996 for this
item. Councilmember Dovey mentioned a few options such as renting the home, demolishing
it; allow someone to live there rent-free and make upgrades/improvements to the home; have
someone live there and donate time to maintenance/improvements of the home; etc. It was
agreed this matter would be deferred until the January 16, 1996, regular meeting, where Ms.
Schroder can produce a cost associated with upgrades such as for roof repair over the garage,
water samples from the well, etc, before someone moves into the home.

Condemnation
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
WASHINGTON, PROVIDING FOR THE ACQUIsmON OF CERTAIN PROPERTY AND/OR
CERTAIN EASEMENTS OVER ALONG, UNDER AND ACROSS CERTAIN PROPERTY FOR
THE PURPOSE OF CONSTRUCTING AND INSTALLING STORMWATER IMPROVEMENTS
IN THE VICINITY OF SOUTH 356TH STREET AND PACIFIC HIGHWAY SOUTH,
TOGETHER WITH ALL NECESSARY APPURTENANCES AND RELATED WORK
NECESSARY TO MAKE A COMPLETE IMPROVEMENT IN ACCORDANCE WITH

Parks/Recreation Commissioner Appointment and Introduction

H. David Kaplan speaks in favor of the removal of Commissioner Suchy and appointment of
(current alternate) Jerry Bollen. Mr. Kaplan complimented the Council on appointing
alternates and stated the benefit to that includes citizens in the governance of their community.
Mr. Kaplan thanked Mr. Bollen for coming to the meetings (as an alternate) on time and fully
prepared. Mr. Kaplan would like to see Mr. Bollen become a voting member of the
Commission.
Councilmember Dovey moved to appoint Mr. Jerry Bollen to the Parks/Recreation
Commission; second by Deputy Mayor Elder. The motion carried as follows:

Mr. Bollen is present and Councilmember Dovey presented him with a Certificate of
Appointment to fill the unexpired term of Commissioner Suchy.
b.
City Council Committee Appointments
Mayor Priest spoke regarding appointment of Councilmembers to various committees and
stated the Council would like to maintain continuity. He recommended the existing
committees stand and added one Regional Affairs Committee (Committee of Whole) to be
chaired by Councilmember Gates.
Councilmember Watkins moved to suspend Section 21.10 of the City of Federal Way Council
Rules of Procedure to allow for the appointment of Council Committee Chairs to serve for
more than two (2) consecutive years; i.e., Councilmember Gintz to continue as Chair for the
Finance/Economic Development Committee and Councilmember Dovey to continue as Chair
the Parks/Recreation Committee; second by Deputy Mayor Elder. The motion carried as

X.
CITY MANAGER REPORT
City Manager Nyberg announced Mr. Ron Wood submitted a written acceptance for the
position of Police Services Director this afternoon. Mr. Wood comes to us from Greeley,
Colorado, where he currently serves as Chief of Police. Mr. Nyberg stated Mr. Wood will
best serve the interests of the community and will produce a first-class police department.
Mr. Nyberg thanked the Deputy City Manager and city staff for taking care of matters during
his absence.
Finally, Mr, Nyberg announced he'll be working with the Council to develop the agenda, etc.
for the retreat in late January.

CITY COUNCIL REPORTS
Councilmember Dovey reported the next Parks/Recreation Meeting is 1/16/96 at 8:00 a.m.
Deputy Mayor Elder reported she is impressed with the process used to hire the Police
Services Director and pleased with the results.
Councilmember Gintz reported the next Finance Meeting is 1/25/96 @ 7:30 a.m.
Councilmember Watkins reported the next Land Use Meeting is 1/22/96 at 5:30 p.m.
Councilmember Park reported the next PSHS Meeting is 1/18/96 at an unspecified time.
XI.
ADJOURNMENT
Mayor Priest recessed the regular meeting of the Federal Way City Council at 8:01 p.m.
A reception followed honoring the selection of Mayor and Deputy Mayor. /
