I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:00 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mahlon "Skip" Priest, Deputy Mayor Hope Elder,
Councilmembers Mary Gates, Phil Watkins, Jack Dovey, Ron Gintz and Michael Park.
City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris
Green and Deputy City Clerk Bob Baker.
II.
PLEDGE OF ALLEGIANCE
Councilmember Hope Elder led the flag salute.
III.
PRESENTATION
Special Council Awards
Mayor Priest gave special recognition to Councilmembers Gates & Watkins. He recognized and
thanked them for their hard work and efforts as they served the citizens and City Staff as Mayor
and Deputy Mayor, respectively during 1994 & 1995. Mayor Priest also presented them with
plaques on behalf of himself, fellow-Councilmembers and the City Staff.
Mary Gates stated unity was achieved by the Council as a result of everyone working so hard
together to accomplish common goals.
Phil Watkins thanked the Mayor and stated he is, with anticipation, looking forward to the next
two years.
IV.
CITIZEN COMMENT
Gene Barth, All Occasion Balloons, donated 1000 balloons which display the City of Federal Way
logo. A suggestion offered by Mr. Barth was to use the balloons in the community during city-
sponsored events. The Mayor thanked Mr. Barth for his gift. H. David Kaplan addressed
Councilmember Gates and recognized the last two years as "interesting" and a time for all in the
City to focus on their goals. He stated the citizens and the council worked well together under
the leadership of Mayor Gates and Deputy Mayor Watkins. He thanked both of them for their
contributions.

VI.
CITY COUNCIL BUSINESS
a.
Fisher's Pond Open Space
Jenny Schroder spoke of immediate costs to preserve the residence at Fisher's Pond at $550.00.
Another $1,100.00 is necessary to make it habitable. Other costs would be paid by person living
in and caring for the home.
Councilmember Dovey moved to approve the Parks/Recreation Department to enter into an
agreement with a caretaker to reside in the residence in exchange for providing 20 hours of work
and maintenance, per week and security of the site; second by Councilmember Gates. The motion

b.
Furniture Purchase/Public Safety Department
Councilmember Gintz moved to approve the purchase of furniture necessary to furnish the Smith
Barney Space ftom Herman Miller Action Office Furniture from Choices Northwest, Inc. In the
amount of $39,121.21. Included in the price is delivery, installation and tax. The furniture
provided will make up 17 work stations for the ~lice command staff, police-related city staff and
bond issue street engineers; second by CouncIlmember Elder. The motion carried as follows:

City Manager Nyberg stated the equipment is judicious use of tax-payers money.
c.
ACC Interlocal Agreement
Jim McNamara addresses the ACC Interlocal Agreement. Normandy Park, Tukwila, Burien and
Federal Way are now members of the ACC and provide the funding for 1996 operating expenses.
The ACC is governed by a board of Directors. Councilmember Watkins is on the Board and

serves as our representative. Greg Fewins serves as an alternate to the Board.
Councilmember Watkins moved to amend the language of the ~reement to include the phrase,
"Upon notice of intent to withdraw, no additional encumbrances shall be made on that city's
contribution;" second by Councilmember Dovey.
The motion to approve the interlocal agreement as amended carried as follows:

VII.
CITY MANAGER REPORT
Mr. Nyberg reported the need for an executive session this evening for approximately 30 minutes,
with anticipated action.
VIII.
CITY COUNCIL REPORTS
Councilmember Park reported the next Public Safety & Human Services Committee Meeting is
set for 1/17/96, at 11:30 a.m. He further reported the regular monthly meetings for the PSHS
Committee is the third Thursday at 4:30 p.m.
Councilmember Watkins reported the next Land UselTransportation Committee Meeting is set for
1/22/96, at 5:30 p.m. He also reported his attendance at the January 11 ACC Meeting. He stated
Burien has narrowed the number of possible consultant candidates to three for the environmental
impact study on the communities. He believed a decision on the consultant would be made by
February 3, 1996.
Councilmember Gintz reported the next Finance Committee Meeting is set for 1/25/96, at 7:30
a.m. He also reported a meeting with Lakehaven Water/Sewer District tomorrow, 1/17/96, at
7:30 a.m.
Deputy Mayor Elder had no report.
Councilmember Dovey reported there was a Parks Committee meeting this morning at 8:00 a.m.
and a work plan recommendation would be distributed before the Council's retreat on January 26,
1996.
Councilmember Gates reported the Metro/King County Transit 6- Year Plan is done and accessible
in Council's office within City Hall. She also stated the new RTA Decision '96 Resource Book
is available and will be presented on January 22, 1996, at the Land Use Transportation Committee
meeting.
Mayor Priest thanked the City Staff for an outstanding Martin Luther King, Jr. Day presentation.
He is very appreciative of Dena Laurent's efforts as well as those of the City staff.
Mayor Priest then recessed the Regular Meeting of the Federal Way City Council at 7:37 p.m.
