I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:00 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present:
Mayor Mahlon "Skip. Priest, Deputy Mayor Hope Elder,
Councilmembers Mary Gates, Phil Watkins, Jack Dovey, Ron Gintz
and Michael Park.
City Staff present:
City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk
Chris Green and Deputy City Clerk Bob Baker.

Councilmember Park led the flag salute.
III.
PRESENTATIONS
Mr. Nyberg introduced new Public Safety Director, Ron Wood to all present.
a.
SPIRIT Award - February, 1996
The February, 1996, SPIRIT Award was presented to Ms. Dena Laurent by Mr. Nyberg. This,
Dena's second award, was the result of a nomination by her peers and superiors for outstanding
work on the citizen ballot issues and for an incredible amount of work required to organize the
staff efforts to make the project successful. Dena served as team leader in coordinating all aspects
of the effort including developing and coordinating time lines of events, creating a speakers
bureau, public brochures, display of events, internal reports and research.
Ms. Laurent thanked everyone and spoke of her co-workers and their professionalism and
willingness to assist in the project however necessary to achieve results. She also thanked the
Council for their direction.

World Hunger Proclamation
Deputy Mayor Elder, on behalf of the Council, proclaimed February 23 & 24, 1996, as the "30
Hour Famine. n The purpose of the famine is to raise funds for hunger relief in Africa, Asia,
Latin American and the United States. An original proclamation was presented to Mr. Doug
McGlashan. He thanked the Council and stated World Vision is delighted to be in Federal Way.
He advised nearly 300,000 youths will participate in this years famine. In 1995, approximately
$ 3 million was raised to fight huger around the world. The support of the Council and City is
very much appreciated.
Councilmember Dovey moved to the subject of Field Usage Fees under the heading Council
Business; second by Deputy Mayor Elder. The motion carried as follows:

CITIZEN COMMENT
John Metcalf commended the Council for defending the land use plan which is currently entangled
in legal challenges. He stated it is a good plan with no holes in it. Secondly, he spoke in favor
of increased parking spaces at the Visitation Retreat and Cultural Center. He suggested removal
of shrubs and/or plants as a possible solution. Mayor Priest stated the issue has been addressed
and someone on City Staff may be able to update him.

VI.
COUNCIL BUSINESS (Added item)
Sports Field Usage Fees
Councilmember Dovey reviewed the proposal from the Parks and Recreation Committee which
would be a fair way to "maintain the budget process that we could get to our recovery rate, that
we have so instituted; and yet, give the sports organizations the opportunity to raise the money
without a burden, "
Councilmember Dovey moved to "charge a fee, in 1996, of $2.50 per hour and that the spring
sports pay by May 1, 1997;" second by Councilmember Elder. Councilmember Dovey stated this
would allow 1996 Spring sports (baseball, softball) participants until May of 1997 to make up the
difference in the amount of money to be collected. The fall sports (football, soccer) would have
time to plan ahead to raise the money necessary to pay for field usage. This is a way to "keep the
budget in balance" and move toward the recovery rate instituted.
City Manager Nyberg stated he' s conferred with staff and stated this is a workable solution both
from a financial standpoint as well as from a practical standpoint with the community.
Citizen comment was taken at this point from Wendy Howe, Gayl Bailey, Alisa Berkland and
Jerry Waid, Generally speaking, the citizens stated they are "cash poor," "unable to pay any more"
and "not in favor, at all" of field usage fees. All desired the Council to reconsider its position on
the matter. They also urged the Council to find other ways come up with the money necessary
to manage and maintain the public fields.
Councilmember Dovey's motion to "charge a fee, in 1996, of $2,50 per hour and that the spring

Council Bill #141/Transportation Bond Issue
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
WASHINGTON, PROVIDING FOR THE ISSUANCE AND SALE OF LIMITED TAX GENERAL
OBLIGATION BONDS OF THE CITY IN THE PRINCIPAL SUM OF $2,500,000 FOR THE
PURPOSE OF PROVIDING FUNDS TO FINANCE TRANSPORTATION AND STREET
IMPROVEMENT; PROVIDING THE DATE, FORM, TERMS AND MATURITIES OF THE
BONDS; PROVIDING FOR THE DISPOSITION OF THE PROCEEDS OF SALE OF SUCH
BONDS; PROVIDING FOR THE ANNUAL LEVY OF TAXES TO PAY THE PRINCIPAL OF AND

CITY MANAGER REPORT
City Manager Nyberg requested an extremely brief executive session regarding possible litigation.
Further, he announced the city had been notified recently of a Certificate of Achievement for
Excellence on the 1994 Comprehensive Annual Financial Report. Mayor Priest congratulated Ms.
Wang and her staff.
IX.
CITY COUNCIL REPORTS
Councilmember Gates gave a report, in lieu of having a Committee of the Whole on Regional
Affairs meeting and stated a Land Use/Transportation Committee meeting may be necessary
before the next Regular City Council meeting on February 20, 1996. She distributed a written
report on the R. T. A. as well as an updated map which was attached to the report. Council has
February to review and consider the map. The second page after the map is a report on the
Regional Transit Committee as it relates to the Metro 6- Year Transit Plan for King County. She
informed Council of some of the successes in recent committee meetings and wanted Council to
have a feel for the kind of representation she was able to take from their ideas presented in the fall
of this year which were folded into the 6-Year Plan.
Councilmember Gates also spoke of the fares issues. She said Council is able to make
recommendations regarding the moving ftom a 2 Fare-zone to a I-Fare zone; a differential charge
for express services vs. peak and non-peak fares and a possible adjustment for senior and disabled

fares. There has been no increase in these fares since 1987. A needs test may be required for
pass-issuance to ride the transit at that fare. Van pools now subsidize bus service at 125 %; where
buses are subsidized at less than 25%. Suburban Cities is taking a position to look at subsidy and
stated they may want to subsidize the van pools for medium sized companies which cannot afford
the passes.
Mayor Priest suggested Council have the Land Use/Transportation Committee talk these issues
through and have an informal recommendation or a meeting which would provide a
recommendation.
The next SCATBrd Meeting is set for February 20, 1996,
Mayor Priest stated he looks to the City Manager to talk with appropriate committee chairman and
Mary Gates to ensure, to the extent possible, they can provide a recommendation from Council
prior to the next meeting; perhaps in the form of a memo.
Councilmember Gates asked Mayor Priest to find a representative to serve on the Emerging Issues
Committee for Suburban Cities as well an appointment to the Finance Committee reviewing the
assessments issue.
Mr. Rob Van Orsow will serve as a hazardous waste management plan staff in 1997, regarding
overhead allocation on solid waste and handling of possible implications on tipping fees.
The funding impact on cities paying for the new stadium is an area of concern. Issaquah assumed
their pool and maintenance fees based on information provided by King County and recently
learned their fees will $250,000.00 higher than anticipated.
Councilmember Gates wants a sense between now and the next Council meeting on how reports
should be given ftom each member who serves on so many different regional boards. The reports
are very necessary to keep people informed of so many areas of concern and input.
An organizational audit is being conducted on Suburban Cities to ensure the organization is
responsible to the membership. The next membership meeting for Suburban Cities is set on
February 14, 1996. Spouses are welcome! She must go early but offered car-pool rides home.
Councilmember Dovey stated SBH 2480 was recently discussed in Olympia. The Bill is designed
to exempt public projects from sales tax on labor. He testified as did members from the Port of
Seattle and the City of Tacoma. The bill was put together in reaction to Celebration Park. The
question is why do we pay sales tax for labor on money we are spending when the State isn't
contributing any money. He believes this will be a big issue in 1997.

The next Parks and Recreation Meeting is set for February 12, 1996 at 8:00 a.m.
Councilmember Elder had no report.
Councilmember Gintz stated he was a participant in a noon-time meeting today with Vie Erickson
from the Seattle/King County Economic Development Council and three of his staff members.
Mayor Priest gave a brief tour of the city followed with a working lunch with Tom VanderArk
ftom the Federal Way School District, Roger Brown from Lakehaven Water/Sewer District and
Jim Hamilton from the Federal Way Fire District. At the last Joint Council/Water/Sewer
Meeting, representatives wanted to know if Federal Way wanted to tap into an extra water supply
for a microchip processing plant in the future and if we wanted to actually have that capacity.
That question showed Mr, Brown is aware of business opportunities within the City of Federal
Way.
He further made known to those present City Manager Nyberg, 30 years ago, was involved with
the re-development of Leavenworth and later, Bellevue Square which became Bellevue's central
business district. Councilmember Gintz stated Mr. Nyberg brings invaluable business expertise
and vitality to any discussion of economic development in Federal Way. We have a great story
to tell in Federal Way. Our location is great; the homes are beautiful, etc. In 1996, we'll begin
telling our story by pursuing a marketing plan and attracting other corporate headquarters to
Federal Way.
Councilmember Watkins reported Mayor Priest, he and Greg Fewins will be representing the city
tomorrow night, in Olympia, at a briefing by the Airport Communities Colation.
Councilmember Park stated the next Public Safety/Human Services Committee Meeting is
February 15, 1996, at 4:30 p.m.
Council member Park also reported February 19, 1996, marks Lunar New Year. This year is
declared the Year of the Rat. The King County Library and the Federal Way Arts Commission
will celebrate the occasion beginning at 12:30 p.m. on the 19th.
Mayor Priest had no report.
At 8: 15 p.m., Mayor Priest recessed the regular meeting to go into executive session.
