I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:00 p,m" in Council
Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mahlon "Skip" Priest, Deputy Mayor Hope Elder, Councilmembers
Mary Gates, Phil Watkins and Michael Park.
City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris
Green and Deputy City Clerk Bob Baker.
Councilmembers Jack Dovey and Ron Gintz were excused as absent.

PLEDGE OF ALLEGIANCE
Councilmember Gates led the flag salute,
III.
PRESENTATION
Proclamation/Women's History Month
Deputy Mayor Elder read and proclaimed the month of March as "Women's History Month" and
the Councilmembers called upon the community to observe the month with the appropriate
programs, ceremonies and activities. Ms. Lila Licens, President of the Federal Way Women's
Network accepted the proclamation, She announced the next meeting of the network is March
29, 1996, with Joyce Cooper slated to speak.
IV.
CITIZEN COMMENT
Roy Wiberg spoke in favor of using Payne Field as it is available for immediate use. He spoke
against the third runway. Ed Wilhelme, Sr" spoke in favor of more stop signs at various areas.
He stated the petitions which were signed in favor of same must have "been lost" as he's seen no
results or further signage. Larry Nordberg spoke in favor of City Council Meeting Minutes and
other miscellaneous information being placed on a WEB page, Mr, Nyberg stated he'd have a
written report to Council at the next Council meeting as there is work in progress on this matter.
Mr, Nordberg again invited Council to the 3/7/96 forum on Public safety, at 7:00 p.rn., at the

Federal Way Educational Center, where the speakers will include Jeff Aldridge and Erin Easterly,
Finally, Mr, Nordberg spoke in favor of synchronized traffic signalization.

Councilmember Gates spoke regarding the inclusion in Councils agenda packet this evening, A
meeting is slated for 3/14/96 and participation by all is important

RFB Award/Purchase of Police & Other Data Processing Equipment
Deputy Mayor Elder moved to adopt staff recommendation Option No, 1 (Purchase of Phase I &
II -- entire bid) at this time; second by Councilmember Park. The motion carried as follows:

VII. CITY MANAGER REPORT
Mr. Nyberg thanked the Council for attending the swearing-in ceremony of Chief Ron Wood held
earlier this evening, He also introduced Ms. Bonnie Lindstrom to the Council as the new
Assistant City Attorney,

VIII. CITY COUNCIL REPORTS
Councilmember Gates has discussed a tentative process with the City Manager and Deputy City
Manager, and will speak to the Mayor by the 3/19/96 City Council Meeting. She has a summary
on how to handle the legislative information and agenda formation process which Dena's kept
track of and stated it "fits all due dates that fall in resolutions for A WC and allows us to have
input all the way through ftom the resolutions process all the way through to briefing our
legislators," She'll get a draft to Council and have the matter placed on the 3/19/96 agenda, She
thanked the Mayor for appointing Councilmember Dovey to the Emerging Issues Committee and
for appointing Councilmember Gintz to the Finance Committee which is still in its formation
stages, Other Suburban Cities committee openings include the Solid Waste Advisory Committee,
the Growth Management Policy Board (Alternate) and the Puget Sound Water Quality Control
Board (Alternate). Councilmember Gates spoke of the County Parks Bond. There will be a
briefing at the Suburban Cities Association Meeting by the County Parks Directors on 3/13/96,
She felt it important more than one Councilmember attend.
Councilmember Elder announced she is an alternate on the County Health Board and has attended
her first meeting. She'll provide a written report to Council.
Councilmember Watkins will represent the City tomorrow evening at the Executive Committee of
the Airport Communities Coalition. He spoke against the third runway. Finally, he announced
the next Land Use/Transportation Committee meeting is set on 3/18/95 at 5:30 p.m,
Mayor Priest spoke against the third runway.
Councilmember Gates spoke against the third runway,
Councilmember Park stated the Lunar New Year celebration at the Regional Library on 2/20/96
was a huge success with over 300 attending. He announced the next Public Safety/Human
Services Committee meeting is set on 3/21/96 at 4:30 p.m.
IX.
ADJOURNMENT
Having no further business to come before the Council, Mayor Priest adjourned the meeting at
7:40 p.m.
